The Malawi Communications Regulatory Authority
(MACRA) is a statutory body established under the Communications Act (CAP
68:01) of the laws of Malawi, to regulate the provision of communication
services in Malawi in the areas of telecommunication, broadcasting and postal
services.
MACRA is inviting suitable persons to apply for the
following position tenable at its Blantyre offices.
Technology Manager (Grade MA4)
Job purpose

The Technology Manager ensures that information and
computer systems effectively and efficiently meet MACRA’s needs and also
provide operational support for and management of computer networks to ensure
they run efficiently.
The incumbent will report to the Deputy Director
(Technology & Standards).
Responsibilities
·       
Demonstrate
an understanding of current access/backhaul technologies of all networks
available in Malawi and advise the authority on which ones to use for its
CIRMS.
·       
Develop
and implement strategies that will help the authority to have a robust,
resilient and secure network for the CIRMS and ensure its availability at all
times.
·       
Plan and
implement maintenance and upgrades for system software and hardware
·       
Establish
and control system access and security levels verify the business rules and
validity of data being processed by the CIRMS platform
·       
Provide
training and support to all CIRMS users.
·       
Design
and implement an effective program for manning the network operations centre.
·       
Preparation
of reports and presentations to management
Qualifications and Experience
The desired candidate must possess the following
qualifications and experience:
·       
Must have
a Bachelor Degree in Computer Science or Electrical Engineering or IT. A
Masters degree will be an added advantage.
·       
At least
3 Years work experience in Network Administration or System Administration
·       
Understanding
of relational database structures, data manipulation and data extraction
methodologies especially with oracle database.
·       
Be able
to think logically and analytically in a troubleshooting and problem-solving
environment
·       
Ability
to work with minimum supervision.
