National System For Occupational Safety And Health

It is increasingly recognized that a
healthy workforce is a prerequisite for the success of economic and social policy
and a necessary condition for the achievement of sustainable development. At
the same time, it is often observed that enterprises spend an incomparably higher
amount of funds to compensate losses due to unsafe work environments in
comparison with those that would be necessary to create and maintain safe and healthy
work conditions and work environments.

Obviously, occupational health
services are the core element that dwells in the center of occupational health
practice, but the entire infrastructure of the national occupational safety and
health (OSH) system is critical and ultimately conducive to their efficient
performance. National system for occupational health comprises all arrangements
needed to implement a national policy on occupational health services and to ensure
action at the enterprise level. They include many bodies other than
occupational health services, such as enforcement agencies, research
institutions, educational and training institutions, nongovernmental
organizations, and tripartite bodies having a stakeholder’s interest in
occupational health.
Such involvement requires a
well-developed and well-coordinated system at the workplace. The necessary
infrastructure should comprise all the administrative, organizational, and
operative systems that are needed for successful occupational health practice
and to ensure its systematic development and continuous improvement. In its
broadest context, however, occupational health practice (which always includes
safety) does not only consist of the activities performed by occupational health
services, it is also a multidisciplinary and intersectoral activity, involving
both occupational health and safety professionals and other specialists both in
the enterprise and outside, as well as competent authorities, the employers’
and workers’ organizations and their representatives.
