1.
Instructions to Offerors
  
1.1.         Introduction
IRG,
the Buyer, is soliciting proposals from companies and organizations to support
the USAID-funded Private Sector Driven Agricultural Growth project (PSDAG) to
provide audio-visual services to convey core messages of the program
interventions and their impact in the agriculture sector in Rwanda.
The
objective is to develop high quality educational professional films,
photography, interactive infographics, video-clips, short documentaries or
audio-visual materials tailored to different audiences highlighting the impact
of the USAID support through PSDAG project. A professional individual or a
small team will produce 15- to 30-minute educational documentary films and
still photos that incorporate both objective 1 & 2 PSDAG accomplishments
since the beginning of the project on August 2014 through August 2019.
The
offeror should make recommendations concerning timeframes of the proposed
project
This
RFP does not obligate IRG to execute a subcontract nor does it commit IRG to
pay any costs incurred in the preparation and submission of the proposals.
Furthermore, IRG reserves the right to reject any and all offers, if such
action is considered to be in the best interest of IRG.
Unless
otherwise stated, the periods named in the RFP shall be consecutive calendar
days.
  
1.2.         Offer Deadline
The
deadline for receiving proposals is 5 pm, EST, Friday January 13, 2016. Proposals
shall be submitted electronically by email only to procurement@psdag.rw.
Offerors
are responsible for ensuring that their offers are received in accordance with
the instructions stated herein. Late offers may be considered at the discretion
of IRG. IRG cannot guarantee that late offers will be considered.
  
1.3.         Submission of Offers
The
Offeror must submit the proposal electronically with up to 3 attachments (5 MB
limit) per email compatible with MS Word, MS Excel, readable format, or Adobe
Portable Document (PDF) format in a Microsoft XP environment. Offerors must not
submit zipped files. Those pages requiring original manual signatures should be
scanned and sent in PDF format as an email attachment.
  
1.4.         Requirements
To
be determined responsive, an offer must include all of documents and sections
included in I.4.1 and I.4.2 (see below).
1.4.1.
General Requirements
IRG
anticipates issuing a subcontract to an international or local company or
organization that has the ability to fulfill minimum requirements and submit a
complete proposal. While IRG will provide the Subcontractor with a letter of
invitation, it will be the responsibility of the Subcontractor to obtain all
related travel documentation such as visas, vaccinations, etc.

To
be considered eligible for consideration in response to this solicitation, the
following criteria are considered essential.
  • Firms
    operated as commercial companies or other organizations or enterprises
    (including nonprofit organizations) in which foreign governments or their
    agents or agencies have a controlling interest are not eligible as
    suppliers of commodities and services.
  • Must
    be a corporation registered in one of the following countries:

    2.    Rwanda

    of the developing countries listed at
In
addition to the above mandatory criteria, IRG also expects the Offeror to have
the following profile:
  • Certificate
    of registration in Rwanda and/or outside Rwanda in photography and
    film/video production industry is required.
  • Prior
    experience working with donor-funded agencies required.
  • Prior
    experience in photography and videography is required.
  • Knowledge
    about USAID video-graphics and branding standards preferred.
  • Knowledge
    of agriculture sector needs, especially in Rwanda is preferred.
  • Inclusion
    of local Rwandan talent is a plus.
  • Fluency
    in English is required. Knowledge of French and/or Kinyarwanda is a plus.
1.4.2.
Required Documents

Cover Letter (see Annex 1 for template), which shall include the following
information:

2.  
Technical Proposal (see section 1.4.4): Offeror will respond to the
requirements of the technical proposal using guidelines provided in section
1.4.4. Page limit for the technical proposal is 6 pages total, not including
CVs of proposed personnel. Offerors should use reasonable font sizes and
margins for the technical proposal, and limit use of non-essential graphics and
tables.
3.  
Proprietary Information Certification (see Annex 2): Offeror shall certify that
they have read and accepted the clauses contained therein that state that the
information provided by IRG in this RFP is proprietary information and cannot
be shared with any other entities.
4.  
Cost Proposals (see Annex 3): Offerors should submit a budget in Excel format
according to the template provided in Annex 4. The budget may be accompanied by
a narrative of no more than 2 pages that explains the basis for the estimate of
each line item. Supporting information should be provided in sufficient detail
to allow for a complete analysis of each cost element or line item. IRG

reserves
the right to request additional cost information if the evaluation committee
has concerns of the reasonableness, realism, or completeness of an offeror’s
proposed cost.
The
maximum that can be charged for indirect rates (overhead, fringe, G&A,
administrative, or other rate) is 10% of total direct costs. If an offeror’s
proposed daily labor rates exceed published USAID maximum rates, offerors must
explain the rates and the rates’ base of application in the budget narrative.
IRG reserves the right to request additional information to substantiate an
offeror’s indirect and daily labor rates.
Please
note that only international companies operating outside Rwanda will be paid in
USD. Companies legally registered and operating in Rwanda must be paid in RWF.
The budget template provided in Excel has both options.
1.4.3.
Deadlines and Validity of Proposal
The
following calendar summarizes important dates in the solicitation process.
Offerors must strictly follow these deadlines.

Offerors’

1.4.4.
Evaluation and Basis for Award
This
solicitation will be judged by an evaluation panel who will use a cost/
technical best-value tradeoff analysis, i.e. the offer that results in the most
appropriate solution for IRG in consideration of technical, cost, and other
factors. The technical proposal is significantly more important than the cost
proposal. IRG will evaluate Offeror’s proposals in accordance with the following
scoring criteria:

Technical
Approach (up to 4 pages):
Offerors must include an overall
approach to implementing the scope of work outlined in Section 2 that
demonstrates their methodology, technical ability, and experience in
implementing detailed work plan. Offerors must provide evidence of their
ability to implement the scope of work with particular respect to achieving
specific tasks and meeting proposed deadlines.
Corporate
Capabilities and Past Performance (up to 2 pages):
Offerors must provide
a description of the company/organization’s specific experience delivering
similar services, with appropriate reference to any parent company and
subsidiaries. Additionally, offerors must include 3 past performance references
of similar work (under contracts or subcontracts) previously

Implemented
as well as contact information for the companies for which such work was
completed. Contact information must include at a minimum: name of point of
contact who can speak to the offer or’s performance, name and address of the
company for which the work was performance, and email and phone number of the
point of contact. Candidates must provide functioning internet links to their
previously completed film products, which they believe match the requirements
as described. Furthermore, candidates with exceptional credentials and awards
(or similar forms of recognition) and who have demonstrated experience
producing films for an international audience are ideal.
Proposed
Personnel:
This
section must include CVs of proposed personnel to provide the services
required. Offer ors may include CVs of up to three pages each. Personnel
will be judged on relevant demonstrated experience, academic qualifications,
and language skills. Candidates who do not meet the minimum requirements set
forth by this RFP will not be given a score.
Cost
Proposal:
The
cost proposal is not scored, but will serve as part of the best value analysis.
Cost proposals will be evaluated for reasonableness, realism, completeness, and
competitiveness. The overall price will be used as part of the tradeoff
analysis to determine final selection.
The
PSDAG project will pay for hall rental, catering, and reprinting of materials
for any training events directly.
Please
note that only international companies legally registered and operating outside
Rwanda will be paid in USD. Companies legally registered and operating in
Rwanda must be paid in RWF. The budget template provided in Excel has both
options.
IRG
reserves the right to check additional references not provided by an offeror.
2.  
Background, Scope of Work, Deliverables, and Illustrative Timeline
1.              
Background
The
Private Sector Driven Agricultural Growth (PSDAG) project is a five-year
(August 2014- August 2019) USAID-funded initiative implemented by International
Resources Group (IRG), a wholly owned subsidiary of Engility Corporation, with
the aim of increasing smallholder incomes by promoting private sector
investment. PSDAG has two primary complementary objectives: (1) To assist the
Government of Rwanda (GOR) to increase private sector investment, and (2) To
facilitate increased private sector investment by upgrading agricultural value
chains.
In
Year 2 (FY2016), PSDAG developed partnerships with the private sector actors,
mainly Small and Medium Enterprises (SMEs) through the Value Chain Completeness
Grants (VCCGs). The project also works with private sector market actors and
smallholder farmers to improve their access to markets and inputs for
production and finance through partnerships. In addition, PSDAG works with GOR
institutions to improve the investment promotion framework, increase the
effectiveness of public / private dialogue, and reform policies to improve the
business enabling environment. As part of its communication strategy, PSDAG
shares information on achievements and impact with relevant stakeholders
including USAID and government ministries and departments.
It
is against this backdrop of interventions that a firm or an individual is
sought to provide photography and

audio-visual
services to convey core messages of the program interventions and their impact
in the agriculture sector in Rwanda. This consultancy will be handy in relaying
past and ongoing successes by identifying and documenting key milestones
achieved by a segment of selected grantees and partners. PSDAG intends for
these videos to tell an emotionally engaging story(ries) through creative and
visually captivating product(s). The video and photo products should capture
the essence of the beneficiaries’ situations through different perspectives;
the challenges they face and the support or assistance that allows them to
overcome those challenges. The films and photos should be captivating and
should be able to appeal to basic human emotion through striking and vivid
visuals.
2.              
Scope of Work and Services Required
The
following key services are required as per this solicitation:
2.2.1. Objective
The

2.2.2.
Methodology
PSDAG
expects the project to be implemented in phases to be agreed upon with PSDAG
management. The consultant/firm will provide illustrative examples of how
videos and photos will be structured which should include high quality
transitions, voice-over narration with appropriate approved still-pictures. The
period of performance will depend on the SoW to be agreed upon with PSDAG for
each deliverable. Specifically, PSDAG intends for these videos and photos to
convey core messages and tell an emotionally engaging story through a creative
and visually captivating product that align project activities with objectives,
intermediate results, outcome and output indicators. Key deliverables may be
related to milestones achieved, lessons learned since PSDAG start i.e. on
August 2014 through August 2019 and how these continue to serve as a basis for
continuous improvements. To this extent, the videos and photos will serve as an
evidence model through which USAID, target beneficiaries (value chain actors),
GoR and stakeholders will gauge the performance of the PSDAG project.
Milestones will also include success stories for a segment of a particular
value chain.
It
is important to note that this film/video products should not simply provide narration
of facts and statistics, focused on office interviews and have the standard
distance shot of a farmer in a field or a worker in a factory (or value chain)
for example. Rather these films should use a variety of professional and
artistic cinematic approaches, including multiple camera angles, varied depth
of field and a variety of action sequences, from the audience. In order to
achieve these qualities, it is expected that the film crew will be small,
versatile and unobtrusive, allowing the film to give the impression of a
genuine and unscripted picture of reality. Finally, the film/video product will
target an international audience, including the donor (USAID), home office
(IRG), local counterparts and other implementing partners (value chain actors).
Therefore, the entirety of the film/video/photo products should be prepared
with this broad target audience in mind in terms of content, style, format and
simplicity.

The
video documentary and photos must be filmed in USAID/PSDAG project areas in
Rwanda guided by the earlier mentioned activities under component 1 & 2
with a special emphasis on social inclusion as a cross cutting theme. The
applicant should provide a narrative “pitch” describing the basic film
concepts, refining the film focus within the broader theme of promoting private
sector driven agricultural growth in Rwanda.
The
consultant is expected to provide all necessary filming, production and post
–production equipment. Note: No equipment or software (i.e. camera,
computers, movie editing software, etc.) will be purchased by PSDAG under this
activity.
PSDAG will only select candidates that have demonstrated
experience producing film products that match these requirements. Candidates
must provide functioning internet links to their previously completed film
products, which they believe match the requirements as described above.
Furthermore, candidates with exceptional credentials and awards (or similar
forms of recognition) and who have demonstrated experience producing films for
an international audience are ideal.
2.2.3.
Specific Tasks
Specific
tasks for the consultant/firm include:
  • Conducting
    a kick-off meeting with PSDAG to create a common understanding of the
    scope of work of this consultancy, develop an implementation plan and
    mobilization logistics.
  • Choose
    filming sites, farmers, cooperatives to be focused on as well as identify
    the value chain of choice.
  • Field
    visits to PSDAG grantees and partners to interview and document (video and
    pictures) activity implementation and success stories.
  • Produce
    film products (pictures and videos) according to USAID branding and
    graphics standards.
  • Presenting
    deliverables (pictures and videos) to PSDAG for compliance and quality
    review.
  • Editing
    deliverables (pictures, film-clips and videos) to incorporate PSDAG
    comments and inputs.
  • Final
    submission of deliverables to PSDAG.
2.2.4
Deliverables and Timetable
The
consultant will be required to produce the following deliverables:
  • Still
    pictures on implementation of PSDAG’s grantee / partner activities and
    success stories in high-resolution digital format.
  • Videos
    of PSDAG’s grantee / partner activities and success stories in
    high-resolution digital format and DVD format.
  • Interim
    and final reports.
PSDAG
will have the right to determine the size of the product, approve of the
product and will have a full discretionary right over the product (s).
PSDAG
will be the sole distributor of the privileged product (s) out of this
consultancy. The consultant at whatsoever stage of the consultancy will have no
rights to distribute, relay or reproduce any work out of the product (s)
realized or done under this assignment.
