expertise. Through a one-year paid fellowship program, fellows provide the
expertise and leadership potential needed to fill capacity gaps in global

About Placement Organization
The
main goal of the Ministry of Health is to provide and continually improve the
health services of the Rwandan population through the provision of preventive,
curative and rehabilitative healthcare, thereby contributing to the reduction
of poverty and enhancing the general well-being of the population. Dr. Agnes
Binagwaho is the Minister of Health and was appointed in May 2011; previously
she had been Permanent Secretary of Health since October 2008.

curative and rehabilitative healthcare, thereby contributing to the reduction

Burera district of Rwanda lies in the northern region of the country, adjacent
to the Ugandan border and between the cities of Ruhengeri and Byumba. Through a
2015 Report from the National Institute of Statistics of Rwanda, the Burera
District was shown to have one of the highest poverty rates, at over 50% of the
population living in poverty and 23% living in extreme poverty. The mission of
the Burera District Government is to ensure the district’s socioeconomic
development by facilitating access to social economic opportunities,
self-reliance, and proper use of financial resources by its population. The
current priorities focus on improving the quality of life of all District
residents.

Position Overview
The
Social Cluster Monitoring & Evaluation (M&E) Officer will be based in
Burera and will play a key role in assessing the impact of government-run
economic development programs across the district. Programs focus on subsets,
or social clusters, of the population at the village and district level, and
span a range of topics including early childhood development functioning,
maternal and child health improvement, and village savings and lending impact.
In addition to leading the M&E assessments, the officer will participate in
capacity building of village social clusters.

Responsibilities
- Work
closely with directorate of social development at District and Sectors to
plan for the M&E of village social clusters - Collect,
aggregate, and analyze data from a variety of social clusters and programs - Produce
monthly, quarterly, and annual report on status of village social cluster - Document
and disseminate good practices of village social cluster - Ensure
the capacity building and monitor the functionality of all village social
clusters
Required Skills and Experience
- Strong
background in social work and social administration, sociology, education
sciences, development studies, and/or rural development - Experience
with project management and/or statistics applied to economics - Proven
skills in Excel and some statistical and monitoring software such as SPSS
or STRATA - Strong
research experience - Experience
in leadership and management functions coupled with public speaking
ability - Willing
to work in remote rural areas - Proficiency
in French
Preferred Skills and Experience
- Master’s
degree or equivalent - Experience
of at least one year in a similar position
Fellowship Logistics
During
the fellowship year, all fellows are provided with:

living stipend of $650/month - Housing

professional development grant of $600 - An
award of $1500 upon successful completion of the fellowship year - Travel
costs covered to and from placement site, training and retreats

currency, as determined by the placement organization.

Living
and Working in Rwanda:
Fellows are provided with housing and utilities during the fellowship year.
Housing arrangements vary based on the placement organization and location
within the country. MOH will arrange housing for the fellows in Burera
district, a rural area of Rwanda.
