About
the Opportunity:


Global Communities seeks a Compliance Officer, reporting directly to the Chief
of Party and Country Director, to support the Improved Services for Vulnerable
Populations (ISVP) Program funded by USAID through PEPFAR.
Position
Description:

The Compliance Officer oversees all aspects of accountability and transparency. 
S/he reviews and evaluates compliance issues/concerns within the organization
and its programs. The position ensures the management, employees, and partners
are in compliance with the rules and regulations of regulatory agencies, that
organizational policies and procedures are being followed, and that behavior in
the organization meets the Code of Conduct.
Duties
& Responsibilities:

•    Ensure development, maintenance and regular review of
policies and procedures of a compliance program to prevent illegal, unethical,
or improper conduct.
•    Develop internal audit review plans, focusing on the audit
of operations and processes.
•    Work with the Human Resources Department, and others as
appropriate, to develop an effective compliance training program, including
appropriate introductory training for new employees as well as ongoing training
for all employees and managers.  This includes working with other
departments to monitor and support compliance, transparency, and
accountability.
•    Identify potential areas of compliance vulnerability and
risk; develop/implement corrective action plans for resolution of problematic
issues, and provide general guidance on how to avoid or deal with similar
situations in the future.
•    Act as an independent review and evaluation body to assess
and address compliance issues and propose solutions.
•    Monitor the performance of all compliance initiatives and
relates activities on a continuing basis, taking appropriate steps to improve
their effectiveness.
•    Provide reports on a regular basis to the senior management
on the progress of compliance efforts.

Minimum Requirements:
Applicants for this position must demonstrate capacity to deliver results, and
a strong commitment to professional ethics and integrity.  In addition,
they must meet the following requirements:
•    Be a Rwandan national

Education:
•    Bachelor’s degree in accounting, finance, Management or any
other related discipline
•    Successful completion of USAID Rules & Regulations
Training
•    One or more relevant professional certifications (i.e. CPA,
CIA, CISA, CFE)

Required Skills and Experience:
•    A minimum of 3 years experience in USAID-funded programs.

•    A minimum of at least 2 years audit experience is required
•    Public accounting firm and/or NGO accounting experience is
desirable
•    Ability to review and sharpen operational, financial,
quality assurance, and human resource procedures and regulations.
•    Ability to observe and understand business processes
ensuring processes are documented completely and accurately.
•    Ability to apply audit standards through practical
application
•    Proactive in researching business best practice concepts in
order to apply as appropriate Solid listening skills and ability to identify
gaps in logic – inquisitive
•    Strong organization and follow up skills including the
ability to handle competing priorities and meet all deadlines and commitments
•    Possess an appropriate combination of technical expertise
in fields such as auditing, finance, technology, operations, or investigations
•    Excellent computer skills, including MS Word, Excel,
PowerPoint, and accounting software.

Language capabilities:
•    Fluency in oral and written English and Kinyarwanda.
