PURPOSE OF POSITION:
The CP Program Officer is a member of
Save the Children’s (SC ) CP program team at the Kirehe Office. Under the
supervision of Child Protection Manager the Child Protection Officer Officer is
responsible for:

- Supervising
and monitoring the implementation of the CP Program activities in Mahama
camp - Leading
and supervising the CP community mobilizers, Community mobilisers to
ensure that the activities are implemented in the right manner and within
the required standards and objectives.
The CP- Officer will supervise and monitor
the community CP mobilizers to develop and execute activities as set in the
program work plan. Staff management, community sensitization, supervision and
capacity building will be part of the primary purpose of the position.

KEY AREAS OF ACCOUNTABILITY:
Program Planning and Implementation
- Support
Child Protection Manager and Child Protection coordinator, develop,
implement and monitor quarterly, monthly and weekly activity plans to
achieve expected results. This includes planning of activities, budgets
and procurement. - Ensure
that all planned activities such as CFS,YFS Community based CPC,
community awareness raising, case management are implemented on time, to
quality measures and within budget as per the monthly plan. Where
challenges arise, ensure that these are flagged early, communicated to the
Child Protection Manager/ Child Protection Coordinator and
addressed in an appropriate way. - Technically
lead program activities especially training and ensure that they are being
implemented within SC’s and international quality standards. - Work
with child protection committees and support monthly meetings to map
protection risks in the community and feedback for programme improvement - Provide
follow-up child protection training in coordination with Response Team

Case Management component
- Identify
and document vulnerable children including separated and unaccompanied
minors. - Document
the separated and unaccompanied children according to the standard family
tracing and reunification procedures and in line with Save the Children’s
child safeguarding policy. - Conduct
community awareness on identification of vulnerable children and the
process of registration of separated/unaccompanied children including
family tracing. - Conduct
community consultation on temporary care arrangements of
separated/unaccompanied children. - Refer
cases with specific needs to the competent service providers, follow up
and document referred cases. - Ensure
that urgent and challenging cases are immediately discussed with direct
supervisors. - Conduct
follow-up visits on temporary care arrangements of cases - Actively
conduct tracing of families in collaboration with the community members
and local authorities, and in coordination with other relevant
humanitarian actors - Conduct
follow up visits of children reunified with their relatives - Report
any violation of the child safe guarding policy of Save the Children. - Work
with cultural sensitivity and respect the dignity of vulnerable children
and families and members of the host communities at all times. - Conduct
focus group discussions with beneficiaries (parents and children) on the
delivery of activities. Registers information collected through
appropriate reporting tools and report this information to Case management
Officer.
Staff supervision and mentorship
- Supervise
and mentor direct reports ensuring that they are empowered to achieve
their performance objectives and program results - Conduct
performance reviews of direct reports and support them to set performance
objectives - Build
capacity of direct reports in technical and administrative areas - Identify
any staffing issues and coordinate closely with the CP coordinator, CP
manager and Field Manager to resolve them.
Monitoring and Reporting
- Ensure
that all program data is properly and regularly collected by field staff,
check data and ensure that it is logically presented to the Child
Protection Program Manager - Contribute
to the preparation of internal and external reports - Lead
on and complete weekly sitrep reports. - Participate
in team reviews of results and program progress
Collaboration and Representation
- Represent
Save the Children and the program with relevant government and non
government agencies to explain the program secure their support and follow
up with them on progress. - Actively
participate and play a leadership role in the office Coordination Team
bringing key issues, proposing solutions and collaborating with other
teams to build synergies and efficiencies.
Emergency Preparedness and Response
- Actively
participate in the Country Office’s emergency preparedness and planning
processes as requested

QUALIFICATIONS AND
EXPERIENCE
EXPERIENCE
- University
or college qualification in a relevant area or equivalent work experience - Minimum
of 2 years relevant work experience in child protection case management,
child protection programmes or related field - Proven
ability to work as part of a team - Strong
understanding of the situation of children in the community and demonstrated
commitment to improving the lives of children in the community. - Proven
technical knowledge and skills in the field of Child Protection. - Ability
to identify the main gaps in child protection in the given context to
inform a holistic response for children. - Experience
working with children and community mobilization - Politically
and culturally sensitive with qualities of patience, tact, and diplomacy. - Experience
in training and capacity building and willingness to dedicate time and
patience to partner development. - Experience
in working through consultative and participatory processes and ability to
balance multiple competing interests to work towards a common goal. - Strong
understanding of the situation of children in the community - Strong
organizational skills. - Proven
skills including planning and budget tracking capacities - Ability
to supervise and mentor staff to achieve results . - A
good level of written and spoken English/ Kirundi and Kanyarwanda. - Good
computer skills (MS Office, including Outlook for email). - Commitment
to and understanding of Child Rights and
