complement of approximately 94 staff. SC is implementing an emergency response
programme to support the Burundi refugees in Mahama Refugee Camp.

SC Rwanda Country Office seeks to hire
qualified, committed and experienced nationals to fill the following
positions:  
MEAL/HMIS Assistant (Health Data

 PURPOSE OF POSITION: 
In close collaboration with and under
the direct supervision of the MEAL/HMIS Officer, the MEAL Assistant will be
responsible for entering data registered by Save the Children volunteers,
staffs in emergency response in Burundian refugee camp. Key areas include (a)
Assist MEAL/HMIS officer with capture of beneficiaries information and
complaints (b) Perform daily data entry services (c) Assure that hard copies of
beneficiaries’ records remain confidential (d) Manage beneficiaries and complaints
records by ensuring that data needed by the field office is provided in a
timely, effective manner and is accurate (e) Assure protection of data system
at all times (f) Support in the compilation and analysis of quantitative and
qualitative emergency response data. 
KEY AREAS OF ACCOUNTABILITY: 
  • Prepare
    and sort documents / data sheets for the purpose of data entry
  • Establish
    data entry priorities by maintaining and understanding of what data needs
    to be entered
  • Enter
    beneficiaries data and complaints into prescribed database and
    spreadsheets
  • Check
    and ensure accurate data has been entered into the database and
    spreadsheets
  • Follow
    data management trainings to maintain data entry requirements
  • Consult
    MEAL/HMIS Officer regarding how to handle incomplete information
  • Create
    and maintain logbooks of entered and updated data
  • Upon
    delegation, respond to information access and retrieval requests from
    authorized members
  • Check
    source documents against entered data to ensure data integrity and quality
    at every stage
  • Assist
    in developing and maintaining improved records within the database system
  • Produce
    automated data entry and integration reports when requested
  • Data
    collation
  • Work
    with volunteers and program teams to ensure quality data is received and
    entered
  • Support
    in entering data from short rapid assessments as necessary
 Child safeguarding
  • understand
    the provisions of the Child Safeguarding Policy, Code of Conduct and
    Local/Country Procedures and conduct oneself in accordance with the rules
    of the Child Safeguarding Policy, in personal and professional lives,
    which includes reporting suspicions of child abuse
  • ensure
    the way he/she is carrying out work is not putting children at risk (or
    further risk) – this means constantly scrutinizing his/her work through a
    child safeguarding lens and talking to children about possible
    design/implementation “flaws”
  • promote
    the message of child safeguarding to colleagues in other organizations and
    government ministries, children in their own and beneficiary families, and
    community members in general  and be vigilant about observing
    possible child abuse/harm in their personal and professional lives
  • Support
    the process of ensuring that child safeguarding and child protection
    mainstreaming are integrated into all M&E frameworks through
    measurable output and outcome indicators; and support the process of
    piloting and scaling up local level beneficiary
  • complaints’
    mechanisms in relation to staff conduct, with an emphasis on the Child
    Safeguarding Policy and measure to prevent sexual exploitation of women
    and children

    first degree or 2-year post-secondary education in nursing or health
    sciences

    experience working in planning, monitoring, evaluation and accountability
    in a health facility
  • Experience
    working with data entry, using tablets or other electronic data collection
    devices being an asset
  • Ability
    to work and willingness to live in Kirehe, work under pressure and
    extended hours as part of the work
  • Ability
    to lead and drive the organization towards more child-centred integrated
    emergency response using participation and listening to beneficiaries,
    including children, as one of the main mechanisms for effective emergency
    response 
QUALIFICATIONS AND EXPERIENCE 
  • University
    first degree or 2-year post-secondary education in information management
    or computer science
  • At
    least one year of relevant experience working in planning, monitoring,
    evaluation and accountability in an NGO setting
  • Experience
    working with data entry, using tablets or other electronic data collection
    devices being an asset
  • Ability
    to work and willingness to live in Kirehe  and work under pressure
    and extended hours as part of the work
  • Ability
    to lead and drive the organization towards more child-centred integrated
    emergency response using participation and listening to beneficiaries,
    including children, as one of the main mechanisms for effective emergency
    response
