Counterpart International is seeking a Senior Financial Manager for an
anticipated USAID program to enhance civic participation in public policy
making and political processes. Local Rwandan Professionals are strongly
encouraged to apply.
Working with civil society and media organizations, the program will aim to
achieve this by increasing civil society engagement and consultation in
decision-making and improve the environment for political participation and
transparent elections.
With the support, and under the supervision of the Chief of Party (COP), the
Finance and Administration Manager will be responsible for all aspects of
financial project management as well as coordination of all financial
activities. The manager will have experience in the areas of: financial
management, accounting, negotiations, auditing, as well as USAID rules and
regulations governing financial and administrative management and program
oversight.
The anticipated position will be based in Kigali, Rwanda; Rwandan nationals are
encouraged to apply.
DUTIES AND RESPONSIBILITIES:
• Establish financial management systems, procedures and controls in compliance
with Counterpart and USAID policies.
• Implement and review financial and personnel procedures on a regular basis to
ensure compliance, transparency, and effective utilization of resources.
• Manage program budget and oversee all financial disbursements and procurement
to ensure compliance with US government regulations and Counterpart policies.
• Monitor program burn rate and support the development of pipelines, burn
trackers, accruals, and spending projections.
• Ensure timely submission of all financial reports, records, files, and cash
requests to Counterpart headquarters.
• Supervise day-to-day operations of the finance team, including mentoring and
building their capacity in financial policies and procedures, budgets, and
other areas.
• Provide training and technical assistance in financial management to local
sub-grantees.
• Oversee development of key HR policies and personnel manual, to ensure
adherence to local labor laws.
• Manage payroll, including calculation and payment of employee salaries and
taxes and other tax reporting.
RequirementsQUALIFICATIONS:
• A university degree in accounting, finance, business administration, or
related field is required.
• Minimum of five (5) years of experience working with international NGOs.
• Strong work experience in financial management with experience and knowledge
of international donor programs.
• Demonstrated knowledge of USG rules, regulations, policies and procedures.
• Familiarity with sub-grants management a plus.
• Knowledge of MS Word, Excel and QuickBooks accounting software.
• Prior experience in Rwanda, or East Africa, required.
• Excellent organizational, analytical, and oral and written communications
skills.
• Demonstrated supervisory and leadership skills, and ability to work well in a
team environment.
• English and French fluency are required; professional proficiency in
Kinyarwanda strongly preferred.
