1. Chief Credit
Officer
Department: Credit
Reports to: Chief Executive
Officer
Location: Head Office
Main Responsibilities

Responsible for Credit Department professional standards both in terms of
policies & procedures, and staffing. In terms of people management,
identifies, communicates and monitors implementation of professional standards
and, in conjunction with Branch Managers, ensures the recruitment, training,
and evaluation of Credit staff, accordingly. 

Development and implementation of policies and regulations regarding the Bank’s
credit business including making proposals to the Management Team regarding
improvements in procedures, introduction of new products, and determining
pricing of products. Interpretation and clarification of existing procedures.

Management of the Bank’s Credit Portfolio including chairing main office credit
committees, authorizing loan disbursements, coordinating loan enforcement
measures, conducting control arid monitoring visits.

Liaison with Access Microfinance Holding AG regarding development of products
and procedures, and their implementation

Provide regular reports to the Management Team in addition to proposing measures
to improve bank performance
Main Requirements
Educational
requirements

Education level in line with BNR’s requirements; minimum of University degree
in Economics or Finance

At least 5 years of working experience in credit products in MFI or
microfinance bank with exposure to SME, corporate, or retail banking including
experience in a managerial role and overall bank management;

Sound experience in developing, designing, and implementing microcredit
products, including the drafting of operating procedures, policies, workflows,
and incentive schemes;

Good knowledge of commercial microfinance approaches and best-practice micro
lending technologies in developing or transition countries;

Sound analytical skills and experience in quantitative/statistical data
analysis;

Excellent managerial and open communication skills;

Proficiency in English (oral and written)

Main Responsibilities

As a member of the Management Team, overall management of the Bank including
representing the bank in Rwanda and abroad, in accordance with the bank’s
Charter and list of competencies, implementing the Strategic Business Plan,
decisions, policies, and procedures as approved by the Board of Directors:

Ensure compliance with the laws of Rwanda, the requirements of the supervisory
authorities, and thenorms defined in the Charter of the Bank including
supporting the activities of external auditors and inspectors of the National
Bank of Rwanda (BNR), implementation of effective internal controls, and any
corrective measures that may be necessary.

Implement policy and procedures for Operations, and make recommendations for
necessary adjustments.to the policy and procedures,

Responsible for the introduction of new products and services and adjustments
to existing products and services within Operations Department.

Liaison with Access Microfinance Holding AG regarding development of products
and procedures, and their implementation.

General management and development of the department and all sub departments
and securing of completion of the goals and, tasks, which the Bank faces with
regard to Operation business development in general and with regard to Retail
(Banking Services, Card business and Consumer Lending, Cashiers, and
Marketing).

Securing of an effective and motivating system of appraisal and development of
the work of the department’s specialists in head office and branches.

Organizing and maintaining of systematic-communication and close cooperation
with different sub-departments of the Bank, as well as continuous interaction
with branch managers of the Bank, Heads of departments and specialists in order
to introduce effective approaches to and technology of attracting operation
clients, promotion of Banking products and development of long-term relations
with operation clients

Arranging/holding of trainings and seminars as well as development of training
materials for specialists of operation business and other Bank employees,
related to the activities of the Business.

Ensures search for new clients, promotion of banking products, as well as
develops and approves plans of working with target group, taking into
consideration market potential and possibilities of the Bank

Ensures preparation, implementation and improvement of the required internal
regulatory and technological base, regulations, orders and other documents for
regulating and effective development of the operations Business.

Ensures a smooth process of everyday Business from Head Office side as well as
best possible support to the local Operation Departments when problems and
questions regarding Operations issues arise.

Fulfills all other tasks assigned by General Manager or Management Board
Main Requirements
Educational
Requirements

Education level in line with BNR requirement; minimum of University degree in
Economics or Finance

At least five years of working experience in a Bank, Credit or MFI, with
exposure to SME, corporate, or retail banking, including experience in a
managerial role and overall bank management;

Understanding of and willingness to tackle operational issues in branchless
banking development and roll-out
• Familiarity with
associated information technologies (MIS, switching/clearing, mobile data,
SWIFT, etc);
• Evidence of good
and strong managerial and open communication skills
• Proficiency in
English (oral and written)
