Team Lead, Community Mobilization/ Social Behavior Change Communication (SBCC)
Team Lead, M&E Learning and Quality Improvement Lead, an M&E Capacity
Building/ Program Lead and Communications Specialist.
The Maternal and Child Survival Program (MCSP) is a
global, USAID Cooperative Agreement operating in 24 high priority countries.
The Program is focused on ensuring that all women, newborns and children most
in need have equitable access to quality health care services to save lives.
Rwanda’s MCSP program,

Ending Preventable Child and Maternal Deaths (EPCMD),
aims to reduce child and maternal mortality through increased coverage and
utilization of high-impact low cost reproductive, maternal, newborn, and child
health (RMNCH) interventions and innovative new approaches and to strengthen
the capacity of the Ministry of Health (MOH) to manage and scale up high-impact
RMNCH interventions.

Adolescent Reproductive Health and Family Planning
(ARH/FP) Team Lead
will provide
technical and program oversight and direction in the areas of ARH and FP and
act as an integral part of MCSP Rwanda’s team. Responsibilities include
providing leadership and technical guidance in the development and
implementation of ARH/FP activities under the leadership of the Chief of Party
(COP) and Deputy Chief of Party/ Technical Director (DCOP/TD), and utilizing
and contributing to cross-cutting approaches, such as CSO engagement and gender
and equity, as well as, annual phasing in of activities. This position will
ensure the technical and methodological soundness of activities and, in
collaboration with the project team and partners, support the design of service
delivery strategies, based on sound and current scientific evidence. The Team
Lead will also support the MOH to prioritize the minimum requirements for
hospitals, health centers and community sites for the provision of quality
services in ARH/FP. Qualifications: A medical degree (doctor or
nursing) or Master’s in Public Health; At least 10 years’ experience
implementing ARH and FP programs; At least 5 years’ experience in managing
large donor-funded projects and in the design and implementation of overseas
health projects; preferably in Rwanda.

Team Lead

Rwanda’s team. Responsibilities include providing leadership and technical
guidance in the development and implementation of MNCH  activities under
the leadership of the Chief of Party (COP) and Deputy Chief of Party/ Technical
Director (DCOP/TD), and utilizing and contributing to cross-cutting approaches,
such as CSO engagement and gender and equity, as well as, phasing in of
activities. This position will ensure the technical and methodological
soundness of activities and, in collaboration with the project team and
partners, support the design of service delivery strategies, based on sound,
current scientific evidence. The Team Lead will also support the MOH to
prioritize the minimum requirements for hospitals, health centers and community
sites for the provision of quality services in MNCH.  
Qualifications: A
medical degree (doctor, nursing or midwifery) or Master’s in Public Health; At
least 10 years’ experience implementing MNCH programs; At least 5 years’
experience in managing large donor-funded projects and in design and
implementation of overseas health projects; preferably in Rwanda; Qualification
as a “master trainer”; experience training health workers on clinical aspects
of MNCH
Community Mobilization/ Social Behavior Change
Communication (SBCC) Team Lead
who will
provide technical and program oversight and direction in the areas of community
mobilization, SBCC, CB-MNH and CB-FP  and act as an integral part of MCSP
Rwanda’s team. Responsibilities include providing leadership and technical
guidance in the development and implementation of community mobilization and
SBCC  activities under the leadership of the Chief of Party (COP) and
Deputy Chief of Party/ Technical Director (DCOP/TD), and utilizing and
contributing to cross-cutting approaches, such as CSO engagement and gender and
equity, as well as, annual phasing in of activities. This position will ensure
the technical and methodological soundness of activities and, in collaboration
with the project team and partners, support the design of service delivery
strategies, based on sound and current scientific evidence. 
Qualifications Advanced
degree in a field related to SBCC and/or Community Mobilization; At least 10
years’ experience implementing health related programs; At least 5 years’
experience in managing large donor-funded projects and in the design and
implementation of overseas health projects; preferably in Rwanda; Experience
building capacity at individual and organizational levels; Skilled in at least
two or more of the following technical areas: strengthening service delivery
programs, training, pre-service education, performance and quality improvement,
monitoring and evaluation.  
Learning and Quality Improvement Lead will work as an integral part of MCSP Rwanda’s M&E team. M&E
Capacity Building Lead will oversee a team comprised of a Quality
Improvement/Scale-Up Advisor, M&E and Data coordinators and a Scale up
Coordinator. S/He will be responsible for overseeing the successful development
and implementation of the learning agenda which includes implementation
research activities Lead the in-country development and implementation of the
project learning activities and quality improvement within the context of the
Rwanda accreditation system and scale up of RMNCH High Impact
Interventions.  Supervise a team for project studies and learning
activities.
Qualifications: Degree in
public health, demography, statistics, social sciences or related field or
equivalent experience; Advanced degree preferred; Minimum five years of work
experience in health-related monitoring and evaluating projects in RMNCH and/or
malaria in Rwanda or another East or Southern African Nation; Proven expertise
in quantitative and qualitative methodologies, operations research, health
management information systems, reporting, knowledge management and
documentation, data quality assessments, data analysis and presentation 
M&E Capacity Building/ Program Lead will be an integral part of MCSP Rwanda’s M&E Team. Under the
supervision of the Rwandan Country Office M&E Director, this position will
lead project monitoring activities and the program monitoring team and lead the
development and implementation of the Performance Monitoring Plan (PMP) to
capture project performance and results and ongoing routine project monitoring
and all monitoring for process and outcome evaluations, working in
collaboration with the headquarters-based M&E team. S/He will coordinate
all M&E capacity-building activities with project staff, implementing
partners and facility staff and develop and lead MCSP’s mentorship approach to
increase the capacity of MOH M&E officers on indicators, registers/tools,
data aggregation and analysis of monthly and quarterly data.
Qualifications: Degree in
public health, demography, statistics, social sciences or related field or
equivalent experience; Advanced degree preferred; Minimum five years of work
experience in monitoring and evaluating RMNCH and malaria projects as a senior
expert in M&E in the health sector; Proven expertise in quantitative and
qualitative methodologies, operations research, health management information
systems, reporting, data quality assessments, data analysis and presentation ;
Experience supporting M&E for USAID-funded health or development projects.
 
Communications Specialist will be an integral part of MCSP Rwanda’s teas. Responsibilities
include overseeing policy, advocacy and communication activities under the
leadership of the Senior Program Manager.
Qualifications: Degree in
communications, advocacy or related field. Advanced degree preferred; At least
5 years’ experience with advocacy and/or communication; Experience building
capacity at individual and organizational levels; The ability to liaise with
senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the
for-profit business community, and senior members of the donor community.
