BACKGROUND
Management Sciences for Health (MSH) is
a non-profit organization with a mission to close the gap between what is known
about public health problems and what is done to solve them, particularly in
developing and transitional countries. MSH has been active in Rwanda for the
last 30 years. A new five-year project, Rwanda Health System Strengthening
Activity (RHSSA), funded by USAID, has been awarded

to MSH. The overall goal of
the RHSSA is to strengthen and expand performance of the Rwandan health system
at national, decentralized and community levels. It is against this background
that RHSSA seeks to recruit (i) one Technical Advisor in charge of health
financing and (ii) four Technical Advisors for in charge of District Capacity
Development.
1. TECHNICAL ADVISOR, HEALTH FINANCING
This position will support the health
finance component of the project that includes: promoting business thinking,
planning and income generation results all levels; building capacity at central
level to carry out economic and finance analysis; supporting the use of finance
data at all levels to inform evidence-based decision making; promoting private
sector investment in the health system; improving integration of all insurance
schemes; analyzing finance flows examining opportunity to improve resource
allocation efficiencies; and, building finance management capacity at all
levels of the health sector. The health finance component works closely with
the other components and other cross cutting activities e.g.
public-private-partnerships and gender. Taking a systems approach to building
sustainable finance reforms requires a commitment and skills in all of the
above activities.

1.1. SPECIFIC RESPONSIBILITIES
- Provide
the tools, training and TA to districts and facilities to design,
implement and sustain all components of an effective health finance
management system to promote autonomy. - Support
the MoH and districts to carry out economic and finance analyses to
promote efficient resource allocation, optimal benefit packages, insurance
premiums and co-payments. - Support
district level income generation capacity. - Support
financial management of district management teams aligned with the Public
Financial Management agenda that the Ministry of Finance developed, including
strengthening the capacity of districts to generate public-private
resources. - Provide
business model tools, training and TA to health facilities, CBHI and CHW
cooperatives to support their path to self-financing. - Support
the RHSSA finance team as required.
1.2. QUALIFICATIONS
- Master’s
degree in finance, business, economics or related area. Equivalent
experience will also be considered - At
least five years of experience with progressively increasing
responsibility related to health finance. - Highly
motivated, resourceful, results driven and interested in working within a
fast paced organization - Experience
working with health facility financial management infra-structures at all
levels - Experience
conducting costing /pricing exercises - Strong
analytical and Excel skills - Strong
interpersonal skills - Fluency
in reading, writing and speaking English - Reasonably
fluency in reading and speaking French - Experience
in Sub-Saharan Africa is required, experience in Rwanda is desirable - Experience
reflects a strong understanding of health systems
2. TECHNICAL ADVISOR, DISTRICT CAPACITY

The technical Advisor for District
Capacity Development will serve as principal advisor on all health services
planning, implementation and management at all the decentralized levels, but
primarily providing technical support and coaching to the district health teams
to effectively and sustainably own all health programs at the district level.

SPECIFIC RESPONSIBILITIES
SPECIFIC RESPONSIBILITIES
- Support
the District Health Directors in the supported districts to coordinate
joint planning, implementation and monitoring of health services with
stakeholders in the districts including private sector and civil society
organizations - Support
and promote the regular meetings of the DHMTs and DHUs in the supported
districts to ensure quarterly analysis of health data for evidence based
decisions - Support
DHUs to accompany the implementation of the national health policies,
strategies and plans at all the decentralized levels including community
level - Facilitate
the central level team and the RHSSA to identify the capacity gaps in the
district health institutions and staff; and spearhead the development of
the capacity building plans to address those gaps - Facilitate
the district health directors and the DHMTs to support and strengthen the
DHs BoDs roles and responsibilities in order to improve their performance - Facilitate
organization of multi-sectorial workshops in the supported districts to
debate on the key health challenges and propose the solutions to address
those challenges - Participate
in JDAF-H meetings and other coordination meetings taking place in the
districts - Support
the district health directors to consolidate districts health plans that
include all the existing health programs plans, DPs and other actors for
better coordination, monitoring and evaluation (i.e. develop districts’
AAPs that reflects all stakeholders in the district) - Develop
an annual action plan of his/her tasks and share it with the national RHSSA
office - Prepare
quarterly and annual project reports for RHSSA and share them with the
national level office on time - Facilitate
improvement of district health management through: ) strengthening of
financial management, 2) implementation of accreditation program in the
selected facilities to improve compliance to quality improvement
standards, 3) improving data use and research activities to inform
district health planning and decision-making.
2.2. QUALIFICATIONS
- Strong
leader with comprehensive knowledge, skills and experience (at least 5
years) in leading and managing district health activities and facilitating
policy implementation and reform especially at decentralized levels. - Having
an MD, MPH, MBA or MSc (social sciences) is a requirement. The key requirement
is demonstration of ability to facilitate change in district management
and facilities. - Experience
in data collection and analysis, including evaluation, operations research
and HR management. - Ability
to advocate and build consensus among different stakeholders at all levels
of the health sector. - Experience
in planning and coordination of projects and/or programs with managerial
skills to lead and collaborate effectively with district authorities, MOH
and other colleagues from a wide range of organizations and ministries. - Experience
in a broad range of programmatic areas such as Maternal and Child Health,
Quality improvement practices, NCDs etc. is an added advantage. - Excellent
interpersonal skills and demonstrated ability to interact professionally
and build capacity among colleagues from diverse backgrounds and
professions. - Excellent
oral and written communication skills. - Fluency
in English and Kinyarwanda is required, French is an added advantage. - Ability
to travel frequently from one district to another in the supported region.
