implementing Gender Based Violence Response and Child protection In refugees

Coordinate
and supervise overall Implementation of the project planning, implementation
and reporting of the ODW activities which include but not limited to:

and supervise the preparation of the budgets - Planning
in collaboration with partners all activities of the project as well as
budgeting - Prepare
quality quarterly narrative reports that are shared with donors - Work
with the Finance department to prepare and submit on time project quarterly
financial reports that are submitted to donors. - Together
with other ODW project staff reflect on the projects successes and what is
and is not going well. Use this information to inform the project’s design
and discuss findings internally within Plan Rwanda and with donors. - Ensure
Plan staff who are responsible for implementing ODW project activities
have detailed work plans that outline their responsibilities. - Facilitate
information sharing among project
stakeholders; - Prepare
project monthly, quarterly and annual reports in collaboration with local
NGOs. - Responsible
for the effective implementation of project activities in the field as
well as for the budget expenditures. - Review
partners reports and provide written feedback and recommendations to
Education Program Manager and PSM for the final approval - Coordinate
Project visits and prepare visits reports. - Promote
and abide by internal policies and procedures including but not limited
to: Child Plan Protection Policy and Code of Conduct - Participate
in the preparation of the project annual budget and monitor the project
deliverable and budget by use of corporate monitoring tool (PPM/SAP)
MINIMUM

- Postgraduate
degree/Master’s in Education, social, development studies or related
fields - Minimum
of 3 years relevant working experience in education project management or
similar position. - Working
experience in a similar role and experience in working with bilateral

reporting skills and competencies in computer literacy (M-Excel, MS-Word,
& Power Point) - Knowledge

Plan
Rwanda along with six other Plan Offices In Africa and Asia, have received
funds from DAD through Plan UK to implement a PPA project that empowers
adolescent girls through education. In Rwanda, the project is focusing on
causes for girls’ low completion of basic education in Rwanda and their poor
participation in Issues that affect their wellbeing and processes including
school management. It is being implemented in 41 schools of Gatsibo and
Bugesera Program Units in Eastern Province.

Program Quality Assurance Officer will ensure that M&E data is used to
reflect on the projects performance and is used to inform project design and
improvements where necessary. He/she will also be responsible for ensuring that
the M&E Framework of the PPA project is adhered to. This position will
spend at least 80% of time on the PPA project.

- Provide
guidance and support in the development of PPA monitoring tools and the
PPA M&E Framework, including around capturing beneficiary feedback. - Create
an M&E work plan to ensure the PPA M&E/Project Quality Assurance
Framework is adhered all necessary data is collected. - Ensure
that the necessary data is collected to agreed deadlines. - Analyze
quantitative and qualitative data and reflect on the projects progress. - Assist
the PPA Coordinator to submit quarterly progress reports to Plan UK. - Partake
in performing evaluations/assessments. - Undertake
regular field visits to PPA project schools and communities to monitor
progress. - Support
and monitor the PPA work undertaken by implementing partners (local NGOs). - Ensure
the quality and reliability of data collected by the project by developing
data quality controls and spot-checks
2. Capacity Building on M&E
- Assess
the capacity of PPA partners (local NGOs) to undertake effective
M&E/PQA, and build their capacity as necessary. This will involve
creating capacity development plans with each partner. - Provide
guidance and support to Plan partner(s) in preparing and submitting timely
quality progress reports to Plan Rwanda - Build
the capacity of Plan PPA programme staff around M&E if necessary, as
agreed with the Program Support Manager.

Degree in Social Science, Economics, Rural Development or any other
related field. - Minimum
of 3 years’ experience in monitoring, evaluation and learning. - Working
knowledge of word processing spreadsheets, data entry and analysis
packages and databases (Microsoft Packages, SPSS, Epilnfo) - Sound
experience in participatory research methodologies, both quantitative and
qualitative. - Experience
of building the capacity of others around M&E. - Commitment
to international development and children’s rights.
