Background
In
order to implement best practices in project management functions – in terms of
improving coordination, synergy, realize economies of scale and reduce
transaction costs, the GoR institutions started to establish a Single Project
Implementation Unit (SPIU).

SPIU/REMA projects is seeking to recruit a monitoring and Evaluation consultant
who will provide monitoring & evaluation support by reviewing the progress
made by the programs/projects in fulfilling their agreed objectives vis a vis
planned activities and project’s logical framework. He/she will also assess the
relevance, efficiency in the use of resources comparing to results and the
impact made by different projects.
The
consultant shall also strengthen the capacity of SPIU staff in charge of
monitoring and evaluation on effective approaches in M&E of projects in
order to ensure quality and comprehensive M&E system for SPIU/REMA. In line
with this, the consultant will ensure that REMA computer based M&E system is
effectively used in project planning, monitoring and reporting.
