The Ministry of Disaster Management and Refugee
Affairs (MIDIMAR) intends to recruit qualified and competent candidate to fill
the following post in the MIDIMAR Management Structure.
Duration of the contract: Fulltime

  1. 1.       Job Title:
    Human Resource Management Specialist(1)
Job Attributions
  • Conduct and/or supervise research, policy and
    strategy analysis on matters of HR in the institution;
  • Design policy and strategy proposals as well as
    programs and projects in matters of Hr in the public service;
  • Analyze job requirements and prepare job
    descriptions, job specifications for recruitment job evaluation and other
    purposes;
  • Identify strategic and operational capacity
    building and development needs of the institution;
  • Formulate staff strategies and programs
    especially in staff training and supervise their implementation;
  • Provide advice to institution on: Recruitment,
    performance management including evaluation, HR needs assessment, HR
    forecasting, planning and management, capacity development and training,
    scholarships scheme, competence profiling,, skills inventory, HRM
    including pension schemes payroll management, incentives schemes,
    utilization of ICT to manage HR;
  • Initiate budget proposals for the HR department;
  • Enforce and coordinate periodic staff performance
    appraisal/evaluation
  • Play an advisory role for institution ‘staff on
    HR policies and procedures;
  • Monitor or establish payment statements( staff
    salaries and benefits) and regularly verify statutory contributions and
    all legal deductions;
  • Prepare, monitor and evaluate the organization’s
    recruitment and selection process to ensure that t the organization
    recruits the best people for the advertised jobs and ensure the compliance
    with legislation and best practice related to equal opportunities.
  • Play advocacy role &ensure the staff welfare.
Job Profiles
A0  in Human
Resources Management, Management with specialization in human resources,
Business Administration with specialization in human resource management, with
3 years of working experiences;
Or Master’s degree  in Human Resources
Management, Management with specialization in human resources, Business
Administration with specialization in human resource management;
Key Technical Skills & Knowledge required:
  • Deep knowledge of Rwandan public service and
    labor law;
  • Knowledge in Conflict Management;
  • knowledge of the regulations applying to payroll
    procedures;
  • Knowledge of human resources concepts, practices,
    policies, and procedures;
  • Problem Solving Skills;
  • Computer Skills;
  • Judgment & Decision Making Skills;
  • Time management Skills
  • Interview Skills;
  • High analytical Skills;
  • Team working Skills;
  • Fluent in Kinyarwanda, English and/ or French;

  1. 2.       Planning
    and  monitoring Specialist
Job Attributions
  • Prepare sector policies, strategies and plans :
  • Participate and Coordinate the budget preparation
  • Consolidate the actions plans of units of the
    Ministry;
  • Consolidate the budget from different units;
  • Consolidate the annual rapports on budget
    execution and performance reports;
  • Prepares reports on operations and activities,
    recommending improvements and modifications;
  • Ensure the linkage between the plans and the
    budgets
  • Ensure  mainstreaming of Ministry’ plans
    into National programs
  • Supervise the process of  monitoring and evaluation
    of the Ministry’s activities
  • Collect the data and evidence for elaboration of
    sector policies , strategies and plans
  • Establish the performance indicators of the
    sector programs and activities
  • Ensure that  the strategic plans are
    results-oriented 
  • Prepare the MTEFs
  • Establish institutional relationship with Local
    Government
  • Ensure the integration of sector policies and
    strategies in the DDPs
  • Coordinate the elaboration of the annual reports
  • Avail the format to be used in drafting of the
    annual reports
  • Initiate and coordinate the elaboration of 
    sector policies, strategies and plans  
Job Profiles
A0 in Management,
Economics, Public Policy, Development Studies, Project Management, Strategic
Management with 3 years of working experience or Master’s
Degree
in Management, Economics, Public
Policy, Development Studies, Project Management,
Strategic Management
Key Technical Skills & Knowledge required:
  • Knowledge of results based management, logical
    framework approach, strategic planning processes and tools;
  • Knowledge of drafting Action Plans and
    Operational Plans;
  • Ability to conduct policy and analysis and draft
    proposals;
  • Knowledge of Monitoring and Evaluation concepts,
    systems and tools;
  • Leadership Skills;
