 The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)
is a worldwide leader in the prevention of mother-to-child transmission and one
of the leading providers of care and treatment to people affected by HIV/AIDS.
In 2012, EGPAF was awarded a USAID-funded research grant to implement a
three-year prospective cohort study to measure breastfeeding practices,
adherence, growth, nutrition, and HIV-survival of children born to HIV positive
w

omen in Kigali, Rwanda. In order to better continue implementing this study,
EGPAF is seeking an experienced person to fill the position of:

FINANCE AND ADMINISTRATION MANAGER
Reports to: Country Program Manager
Location: Kigali, Rwanda
Employment contract term: 1 year, renewable performance
based
Key Responsibilities:
EGPAF Rwanda seeks a Finance and Administration
Manager with experience in accounting and budgeting, in human resource
management and in sub awards planning and monitoring. The primary
responsibilities of the Finance and Admin Manager are to perform day to day
accounting and finance activities, prepare monthly finance and accounting
reports, to support EGPAF Rwanda sub awardees, to be responsible for all
aspects of human resource functions and to provide procurement and logistics
support to the team. Additional responsibilities include, but are not limited
to, responding to queries and requests from the Country Program Manager and the
DC based staff including International HR department, Accounting department,
Award and Compliance and International Operations departments. The Person will
serve as the Rwanda office focal point for operations functions.
Essential Duties:
HUMAN RESOURCE MANAGEMENT
Finance and Administration Manager will be responsible
for all aspects of human resource function within the Rwanda country program.
The Finance and Admin Manager will primarily be responsible for staffing,
recruiting, retention, performance, employee relations, compensation,
compliance, individual development and succession planning. The incumbent
ensures that HR initiatives are aligned with EGPAF’s mission, values and
long-term business strategy, and that they support the evolving HR needs of the
country program. The overall objective of the HR function is to support the
development and retention of a high performance work force and a learning
culture.
FINANCE AND ACCOUNTING
The Finance and Admin Manager will be responsible for
preparing all the payment vouchers, make sure all the payment are properly
documented and approved. He/she will be also required to record all the
accounting transactions in Quick Books software and to prepare monthly final
reports and cash requests. She/he will also provide support to the office by
ensuring that all expenses are compliant with Foundation rules and regulations
and partner/donor requirements. The finance and Admin Manager will be primarily
responsible for filing all accounting documentations and prepare the Government
of Rwanda reports for Tax payments, VAT claim, pension for staff, report for
office registration, and other required reports by the GoR. S/he will also
provide support to revise and monitor budgets, and develop expenditure
forecasts on a monthly basis, so as to ensure good financial management of the
Foundation’s projects.
SUB AWARDS MANAGEMENT
The Rwanda Office is currently managing only one sub
agreement. The Finance and Admin Manager will be responsible for supporting the
sub grantee and ensure the use of funds is compliant with Foundation rules and
regulations and donor requirements. Essential duties include but are not
limited to the following: Conduct risk assessment, review sub grantee actual
expenditures, and assist in preparing cash request reports, build capacity of
sub grantee in financial management especially in USAID rules and regulations,
keep accurate and up-to-date information in Contract and Grants Information
System (CGIS), and ensure all award and compliance documents are completed,
updated and filed.
Required Qualifications, knowledge, skills and
abilities:
  • Bachelors degree (A0 level) in Accounting,
    Finance or Business Administration
  • Minimum of three years work experience in
    accounting/finance or grants
  • Experience working with International
    organizations, USAID or other US Federal funded projects preferred.
  • Strong computer skills (Word, Excel and
    accounting software)
  • Familiar with Quick Books accounting software
  • Proficiency in French, English and Kinyarwanda is
    required
  • Able to manage multiple priorities while staying
    focused.
  • Willingness to travel in Rwanda and throughout
    the region.
  • Ability to establish good working relationships
  • Ability to prioritize responsibilities and work
    independently.
  • Excellent organizational skills and attention to
    detail.
