Purpose:
The Administration and HR Manager is responsible to
the Team Leader for the overall smooth operations of the programme office, from
developing and implementing operational plans for the programme to ensuring
best practice is followed in managing programme staff and staffing.
Tasks:
  • Developing and implementing operational
    guidelines for the office, including ensuring that office space is
    designed and kitted out in a way that is fit for purpose
  • Manage asset control, assignment and movement;
    maintain an updated and accurate asset register and room lists, and ensure
    that all assets are properly labelled and whereabouts regularly verified
  • Ensure effective office security, including
    liaison with security company and ensuring adherence to office security
    policies for all staff and visitors
  • Ensure that all services are provided on a
    regular basis and provide good value; process and ensure that all
    office?running related bills are paid on time
  • Ensure that all office equipment is operating
    and well?maintained, including LAN and telephone systems
  • Manage procurement in a manner that is
    transparent, fair, and in accordance with policy and ensures value for
    money, and keep proper records; ensure all service provides and suppliers
    are effectively managed
  • Prepare and submit timely and accurate monthly
    Admin reports and dashboards (eg. insurance, keys, etc)
  • Developing and implementing a human resource
    management system for the programme office, including keeping all
    appropriate records for current and prospective staff
  • Lead all recruitment and selection processes
  • Lead development of a learning and development
    plan through training need analysis and initiating of learning programmes
  • Lead consultations on how to ensure that the
    work, procedures/workflow within HR and within the programme as whole are
    optimal
  • Effectively build the HR team so that it is
    fit for purpose
Skills and Experience:
  • A degree in Public Administration, Business
    Administration, or any other relevant discipline
  • Technical proficiency in managing the tasks
    mentioned above
  • At least three years’ experience related to
    either Administration or HR, or both
  • Fluency in written and spoken English,
    preference for working knowledge of Kiswahili
  • In possession of, or willing to obtain, a work
    permit for Tanzania
