Summary:

Under the
Global Health Professional and Organizational Development (GHPOD) project, MSI
provides Professional and Organizational Development (POD) services to USAID’s
Global Health Bureau, Regional Bureaus, and Missions. This innovative program
provides capacity development opportunities focused on strengthening technical,
management, leadership, personal, and team effectiveness skills and
competencies.

Position
Summary:
MSI is
seeking an experienced organizational development consultant (short-term
consulting assistance) to work with the Rwanda PEPFAR Coordinator on the
formulation and compilation of the Country Operational Plan (COP).The COP is
the vehicle for documenting U.S. government annual investments and anticipated
results in HIV/AIDS and is the basis for approval of annual U.S. government
bilateral HIV/AIDS funding in most countries. Annually, PEPFAR in-country teams
must develop this plan. Expected consultancy length will be 65 days, running
from December 2nd through February 28th.
Responsibilities:
  • In conjunction with the PEPFAR Coordinator,
    build team cohesion with the inter-agency team and assist in the
    facilitation of programmatic and budgetary priorities.
  • Facilitate negotiations amongst Rwanda PEPFAR
    Stakeholders (USAID, CDC, Rwanda MOH, etc.) on programmatic and budgetary
    priorities.
  • Provide coaching and guidance to PEPFAR staff
    in the development of a full COP. oDraft and edit narratives, ensuring
    that they meet the COP guidance and standards oTranslate COP guidance into
    simple terms for new staff. oEnsure deadlines are met.
  • Deliver final products according to agreed-to
    deadlines. 

 
Qualifications:

  • Master’s degree in Public Health,
    Organizational Development, Human Resources or other related field.
  • Minimum ten years of experience in
    international development, USAID, and/or international public health.
  • Demonstrated facilitation and organizational
    skills.
  • Extensive experience with and current
    knowledge of the PEPFAR interagency COP process.
  • Previous experience in organizational
    development and facilitation, preferably with inter-agency teams.
  • Demonstrated interpersonal skills including
    diplomacy, tact, teamwork, and the ability to negotiate and influence.
  • Excellent verbal and written skills, as well
    as the ability to work independently as well as in team situations. Only
