Description:
USAID | DELIVER PROJECT is a global program managed
by John Snow, Inc. and funded by the United States Agency for International
Development (USAID). The project strengthens the supply chains of health
programs in developing countries to ensure the availability of critical health
products to customers. The Logistics Advisor, Warehousing has the lead
technical responsibilities for all warehousing and distribution systems in the
country and works under the direction of the Country Director, USAID | DELIVER
PROJECT. 
RESPONSIBILITIES
The
Logistics Advisor is responsible for building the capacity of the National Drug
Service (NDS) in warehousing and distribution so that it may fulfill its
crucial mandate to ensure the availability of quality commodities throughout
the country. S/he will provide technical assistance to institutionalize sound,
efficient and effective drug storage (warehousing) and distribution system for
NDS. In addition, s/he will also provide direct support to counties and health
centers through constant supervisory visits to ensure that drugs are properly
stored. Responsibilities include supporting the Country Director in the
development of technical strategies and work plans for the organization and
provision of in-country technical assistance in proper warehousing and
distribution practices and performance monitoring.
Specific responsibilities will include, but not be
limited to the following:
1. Collaborate with and support the National Drug
Service (NDS) and other key partners such as the Global Fund to promote, and
build support for good warehousing and distribution practices;
2. Provide technical assistance to MOHSW
departments, donors, NGOs and other cooperating agencies in the design and
implementation of good warehousing and distribution practices in the context of
systems integrated with other public health commodities;
3. Assist NDS in increasing transparency and
visibility into stock and issues data to benefit all stakeholders in the
system.
4. Ensure implementation of the MOHSW, Global Fund,
USAID and DELIVER goals and targets particularly related to good warehousing
and distribution practices;
5. Lead warehousing and distribution management
training and other performance improvement interventions;
6. Contribute to the development of performance
improvement plans including preparation of strategic and annual plans, and
monitoring and evaluation of performance and program impact;
7. Supervise and coordinate USAID | DELIVER PROJECT
field work on good warehousing and distribution activities;
8. Participate in relevant logistics committee
meetings to discuss logistics and commodity security issues;
9. Serve as a member of the Technical Team of the
USAID | DELIVER PROJECT Liberia office;
10. Support the Country Director to ensure that all
technical areas of the project are integrated and making the most effective and
efficient use of all project resources;
11. Report on a monthly basis on progress made in
the field to the Country Director;
12. Assist with the writing of quarterly and other
contractual reports to the DELIVER PROJECT home office, MOH and USAID;13.
Perform other related duties as may be assigned. 
QUALIFICATIONS
Candidates
should possess the following qualifications and competencies:
  • Bachelor’s Degree and 5 or more years’
    experience in health commodities warehousing or related field.
  • Experience in logistics/supply chain
    management and/or public health commodities management
  • Proven track record in project management,
    with on time delivery of results.
  • A proven ability to work as part of team and
    to be self-managing.
  • Demonstrated skills in Microsoft Office Suite
    applications, including Word, Excel, and PowerPoint.
  • Excellent planning and organizational skills.
  • Excellent English (written and oral) communication
    skills.
  • Experience working with the Government of
    Liberia and Liberian NGOs and experience using Inventory Management
    software is a plus.
Salary
commensurate with experience.
