Abt Associates Chief of Party, Health Policy and Systems Strengthening Project Job Vacancy in Lilongwe, Malawi

Abt
Associates Inc. is seeking a qualified professional to fill the position of
Chief of Party (COP) on the USAID-funded Malawi Health Policy and Systems
Strengthening (HPSS) project, based in Lilongwe. HPSS is a 5-year project
designed to provide technical support to Malawi’s Ministry of Health to help
improve policies, management and leadership, and fiscal responsibility, in a
collaborative effort to strengthen Malawi’s health care system. The COP will
provide strategic leadership, management and direction for the HPSS project and
will work closely with other USAID funded projects, the Government of Malawi
and other development partners to achieve the project’s objectives. The COP
reports directly to the Bethesda-based Portfolio Manager for HPSS.

Specific
Responsibilities:
  • Provide
    leadership and technical and managerial oversight for the HPSS project and
    ensure timely implementation and reporting of activities.
     
  • Ensure the achievement of results and accountability and ensure that quality of
    services is maintained at the highest standard, and that all project objectives
    are met. 
  • Provide technical leadership for project strategy and activities
    focused on policy analysis and development. 
  • Provide financial and technical
    reports to USAID in timely manner, and represent the interests of HPSS and Abt
    Associates to the technical and contractual clients in USAID. 
  • Build and
    directly manage relationship with USAID/Malawi clients. 
  • With members of the
    project Senior Management Team, adapt and implement management systems with
    standard operating procedures to administer all activities funded by the
    agreement, ensuring sufficient financial staff for disbursing all local costs
    under this project, monitoring and tracking expenditures, and preparing
    financial reports of project expenditures for submission to USAID. 
  • Ensure
    collaboration with the Ministry of Health, partners, other stakeholders and
    government representatives. 
  • Supervise direct reports with particular focus on
    their key tasks and project deliverables. 
  • Communicate, implement, and assure
    adherence to project policies, guidelines and values; develop staff skills and
    knowledge; and facilitate supervisee success and professional development
    whenever possible. Supervise and manage technical and program inputs of project
    subcontractors, ensuring adherence to approved scopes of work and budgets.
Qualifications:
  • Minimum
    of a Master’s degree in a relevant discipline. 
  • Significant (10 years+),
    senior-level experience designing, implementing, and managing complex health
    programs with an emphasis on policy and health systems strengthening and
    leadership and management programs in developing countries. 
  • Demonstrated
    technical depth in at least one of the following areas is preferred but not
    required: health policy and advocacy or health financing/performance-based
    financing. 
  • Possess outstanding professional reputation and have strong
    demonstrated interpersonal, written, and oral presentation skills (English
    required). 
  • Demonstrated success managing complex consortia or multi-donor
    programs is highly desired. 
  • Experience building and maintaining partnerships
    with other projects, local organizations, host country governments, and
    international agencies.
