National Agricultural Advisory Services (NAADS) Finance Officer Job Vacancy in Uganda

The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs, the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following vacant positions at the NAADS Secretariat.

Finance Officer (1 post)
Reports to: Manager Finance and Administration.
Purpose: Responsible for the overall financial and accounting functions of the organisation.

Duties and responsibilities:
i. Initiating financial policies, systems and procedures including those for district and sub county budgeting and accounts.
ii. Directing, controlling and coordinating routine and non-routine accounting matters.
iii. Interpreting financial policies.
iv. Ensuring efficient budget and budgetary controls and all accounting methods of the organization.
v. Ensuring proper financial returns
vi. Ensuring that sound accounting principals and controls are applied in all financial transactions.
vii. Advising the department on policy changes
viii. Operating the organizational bank
accounts and providing oversight of the operations of the district and sub-county accounts.
ix. Participating where appropriate in the training orientation sessions for sub-county and district councillors and officials farmer institutions and forum office bearers with respect to budgeting, financial management and sub-project, operating and maintenance.
x. Taking primary responsibility for the financial aspects, preparing of national and composite programme AWPBS including allocation of the organizational annual resources to the districts.
xi. To carry out the liaison function at the National operational, regional, district and sub-county level on financial management and control.
xii. Any other duties as may be assigned by the supervisors.

Job requirement
Personal Specifications: Qualifications:
• BBA/Bcom/BSc -Accounting,
• At least level III of professional Accounting Course
• Masters degree in relevant field

Experience
At least 5 years relevant experience 3 of which must have been at a senior level with increasing responsibility demonstrated in the management of government and donor funds in the public and or private sector.

Remuneration: Attractive and Competitive
Terms of contract: Performance based 3 years renewable contract
