Background:
Ecotrust Canada has been selected by the Area A crab fleet as the service provider for their electronic monitoring program for 2011. The Area A crab fleet is currently composed of 53 vessels which fish the waters of Hecate Strait and Haida Gwaii.

Our approach to the electronic monitoring (EM) program is to design and implement a new system comprised of software and hardware that is affordable and accessible. Key components of this program are to, in collaboration with the Area A Crab Association and crab license holders, design and implement the new system, as well as deliver the annual EM program with a high quality level of service. The Area A crab fishery has been monitored using camera based EM systems since 2000 and this continues to be a tool used by the Department of Fisheries & Oceans as well as the fleet to address concerns with gear theft, product theft, vandalism, vessel trap limits and compliance with regulations.

We have 15 years of experience working directly with communities and stakeholders developing alternative approaches to economic challenges. Our work with the commercial fishing fleet has been at the forefront of our efforts because we recognize that a healthy, viable fishery forms the economic and cultural cornerstone for most rural communities on our coast. Our fisheries team has many years of direct experience in commercial fisheries and fishery monitoring programs and we have an office and staff based in Prince Rupert who service the North Coast.

Duties and Responsibilities:
The Program Manager will be responsible to provide leadership & direction and ensure that the electronic monitoring program is delivered as contracted throughout the year including:
• Ensure the maintenance of a qualified staff team to effectively deliver the program including observers, data managers and technicians;
• Trouble shoot as required on the technical, equipment and service end of the program;
• Problem solve with team members, fishermen & the Area A Crab Association as required to continually improve the program delivery;
• Ensure a sound approach to administration of the program including overseeing billing systems for fishermen, monitoring equipment supply levels, and budget accountability;
• Ensure complete, accurate and quality program reporting including to DFO and to fishermen;
• Maintain accurate records and documentation related to program activities;
• Develop and maintain good working relationships with relevant parties including Area A license holders/fishermen, the Association, and DFO; and
• Manage communications for the program and correspondence as required.

Skills and Experience:
The Program Manager will have proven experience with fisheries monitoring and program management. The following qualifications and assets will also be sought:
• Very good interpersonal skills and the ability to facilitate/engage multiple parties;
• Knowledge of and/or experience working in fisheries and the marine environment;
• Ability to work independently with a high level of self motivation as well as the ability to take direction from management and be a team player;
• Proficient with computers and familiarity with Microsoft Office including Word, Access, Excel, and Power point;
• Excellent oral communication and writing skills and the ability to produce proposals, technical and final reports;
• Demonstrated experience in project management/coordination, and contract delivery;
• Good time management and organizational skills including the ability to plan, prioritize and coordinate multiple projects/deadlines;
• Work well under pressure ;
• Ability to gather, analyze, and evaluate a variety of data and experience/training in database development;
• Familiarity with applicable federal and provincial policies and regulations related to fisheries management;
• Experience working with community based organizations, related government agencies and interest/sector groups. First Nations preferred;
• Direct knowledge/work experience in one or more BC coastal communities; and
• Access to a vehicle & a valid BC Driver’s license.
• The ability to communicate in Vietnamese is an asset.

Reporting Responsibility:
The Program Manager is responsible to the Director of Fisheries for Ecotrust Canada and works under the day to day supervision of the Community Coordinator in our Prince Rupert office. The Program Manager will be responsible for supervising staff, consultants and contractors hired to perform duties associated with the electronic monitoring program. They will represent the organization and the program to outside agencies as required.

Terms of Employment:
This is a full time, one year contract with potential for renewal for 2 years. The position will be based on 37.5 hours per week, and will require flexible working hours (evening & weekend work will be required). This position will be housed out of our North Coast office in Prince Rupert, BC. Travel may be required. Salary and benefits are included in the compensation package. Remuneration is semi-monthly through Ecotrust Canada’s regular payroll system. Travel and miscellaneous expenses, as required for job performance, is compensated according to the organization’s policy manual.
