Senior Planner Energy Job Vacancy in Uganda at National Planning Authority (NPA)

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). It is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling those positions.
1. JOB TITLE: SENIOR PLANNER ENERGY (1 POSITION)
Reporting to: Head, Infrastructure & Physical Planning

Job Function:
This is a middle Managerial position in the Authority and the Officer will assist the Head. Infrastructure and Physical Planning in coordinating and harmonizing the development planning and formulation of policies and strategies particularly in the area of energy, water supply and sewerage.

Specific Duties and Responsibilities
The Officer will be responsible for
• Studying, Monitoring and evaluating the status of energy sector in the Country.
• Analyzing policy gaps in the energy sector and coming up with key recommendations on how to improve public service delivery.
• Coordination and evaluation of the effectiveness of government policies and programs in the energy sector.
• Developing proposals for innovative approaches to electricity and energy development in the country.
• Reviewing and harmonizing the sector policies, strategies and Implementation plans.
• Initiating the formulation of national service delivery standards and monitor their compliance and relevance with the development • paradigm
• Monitoring and evaluating the national and global trends in the sector and propose appropriate actions for improving the performance of the sector.

Key Result Areas (KRAS):
1. Analyze the economy and propose Infrastructure strategies aimed at improving the performance in the Energy sector.
2. Produce Quarterly and half yearly Infrastructure performance or progress reports.

Remuneration
Remuneration to all. the above positions will be attractive and commensurate with the responsibilities attached to them.

Job requirement
Person Specifications/ Qualifications
The applicant must have the following qualifications;
1. Holder of a Honors Degree in Electrical Engineering Plus a Masters Degree in Electrical Engineering from a recognized University or Institution.
2. Worked for at least 5 years as Electrical Engineer ,or in a similar position, and at least 3 years of which must be at Senior level in a reputable development related institution/ organization.
3. Must have a thorough working knowledge of public sector management .Policy development and other areas like economics
4. Must have a good understanding of the energy sector at both national and International levels.
5. Applicants must be a member of the UIPE
