1. Job Title: Programme Manager, Northern Uganda /
Project Manager, Sexual Reproductive Health
Reporting to: Deputy Country Director

Job Objective
Based in Kitgum but with frequent travels to all Districts in Northern Uganda where AMREF operates. The job holder will primarily be responsible for the management, coordination, leadership and representation of the AMREF operations in the Acholi sub region. S/he will also be responsible for the overall technical management of the Danida funded SRHR (sexual reproductive health and rights).

Northern Uganda Programme management
In this role, s/he will provide technical and management leadership in the development of clarity of focus in all the strategic and operational aspects of AMREF’s programme development initiatives in Northern Uganda with an overall line management role to the Northern Uganda Project Managers.

Project Manager SRH
Additionally, the job holder will lead the technical implementation of the DANIDA Sexual Reproductive Health (SRH) Project in Kitgum and Gulu Districts. The project aims to reduce reproductive morbidity and mortality and increase enjoyment of sexual and reproductive health rights among hard to reach communities. The target groups are women of child bearing age (15-49 years), their partners, and young people (10-2-4 years with special emphasis on girls) in target communities.

MANAGEMENT RESPONSIBILITY
1. Spearheading the programme strategy development and implementation in Northern Uganda areas.
2. Ensure optimal resource management
3. Member of the Country Senior Management Team.
4. Ensure integration and synergy across all AMREF programnmes and projects in Northern Uganda
5. Ensure that all AMREF initiatives in Northern Uganda are aligned to the AMREF Uganda strategy.
6. To lead the technical management and implementation of the SRHR project

Specific areas of responsibility- NU Programme Management:
• Ensure that AMREF’s projects in Northern Uganda have a clear strategy and operational guidelines
• Promote participatory and supportive management of the AMREF team.
• Coordinate the development and implementation of high quality projects.
• Carry on support supervision in the field to ensure that the assigned portfolio of work is integrated within Northern Uganda and within the country programme and that project experiences are consistently documented, widely shared and utilized for evidence-based advocacy at the local and national level.
• Improve the visibility/credibility of AMREF among stakeholders and ensure prudent management of and quality reporting on activities and budgets
• Ensure that the agreed project plans and budgets are monitored very closely and that high levels of quality, accountability and transparency are maintained throughout
• Liaise and network with relevant AMREF partners and collaborators to improve AMREF’s visibility, coordination of activities and promotion of shared advocacy agenda.
• Promote participatory and supportive management of the AMREF team on site to ensure innovation and professional growth.
• Interface of all AMREF programmes in the North.

Specific areas of responsibility- SRH Project Management
• Ensure implementation of work plans, track project progress, and prepare reports on deliverables.
• Guide the development of information, education and communication (IEC) materials, training manuals and other relevant project documents.
• Work closely with local government and other stakeholders to improve the delivery of SRH information and services.
• Identify and implement the development of advocacy strategies to address cross-cutting concerns of Stakeholders.
• Support the development of organizational capacity for gender-mainstreaming and rights-based programming.
• Promote male involvement in SRH activities and service uptake’
• Work with all relevant stakeholders, to identify, design, and implement community-based Health Management Information Systems (HMIS) linked to existing Ministry of Health systems, facilitate usage and ensure a solid records management system.
• Collect and analyze data to facilitate quality planning and reporting, including development of indicators to measure project impact in coordination with the M&E Manager
• Liaise with District Health Teams to promote, review/develop, track and use community-driven health indicators in health system planning and identify a body of community-based best practices that can be translated into scale-up activities.
• Monitor performance indicators and progress against milestones
• Ensure that project experiences are consistently documented, widely shared and utilized for evidence-based advocacy at local, national and international levels.
• Represent AMREF at local level forums that are relevant to the Project’s and Foundation’s work at the local level, and provide relevant feedback to and from relevant partners.
• Organize and participate in steering committee meetings and other relevant fora at local and national levels, as assigned by supervisor.

Job requirement
Qualifications and Relevant Experience
• Degree in Public health, M.B.Ch.B
• Post graduate diploma in public health or closely related field.
• Masters in related field is desirable
• Training or extensive experience in project management is desirable, along with experience in integrated management of SRH programnmes
• Proven experience of operations research and/or publications in the health field
• At least 5 years of direct experience of managing complex integrated and behavioral change programnmes such as SRH preferably in Health development, with a reputable international NGO
