Job
Description – Monitoring, Evaluation and Learning Manager
Development Partners
(UKAID, SIDA, SDC and USAID) are establishing a multi-donor civil society
support programme to support civil society strengthening and specific civil
society initiatives. The aim of the programme is to strengthen the capacity of
civil society to become more effective at engaging and influencing government
on key policy issues and supporting social cohesion, reconciliation, good
governance and human rights.
There are four key
components of the programme:
a. Capacity building
of the civil society for improved governance
b. Managed
partnership grants to CSOs to implement initiatives on governance
c. Strengthening
Government capacity and mechanisms to engage with CSOs
d. Promoting lessons
learning and sharing across CSOs and Government
Programme
implementation will start in November 2015 for over a period of four and half
years.
Purpose
of Position
Generating and
distributing learning is a key feature of the Rwanda Multi-Donor Civil Society
Support Programme. As such, the ME&L manager will assist in the monitoring,
evaluations and lessons learning activities of the programme. The ME&L
Manager will be responsible for implementing the programme ME&L framework
and supporting programme staff to generate the required information. The
ME&L Manager will draft progress report against log-frame indicators and
milestones as directed by the DTL and/or TL.
Primary
Responsibilities
· Update the
programme ME&L framework;
· Contribute to
training programme staff in the programme ME&L framework, with a particular
focus on the four Partnership Facilitators;
· Assist in
developing the programme Value for Money framework;
· Contribute to the
development of a programme knowledge management strategy as required by the
Deputy Team Leader and Team Leader;
· Ensure that the
partner capacity self-assessment tools are designed so they can be used as a
baseline of CSO capacity, and subsequently administered as an ME&L tool;
· Contribute to the
refinement of the programme grants manual to ensure grants processes generate
the information required for the programme ME&L framework; and
· Contribute to all
DFID reporting as required by the Deputy Team Leader and Team Leader –
including the inception phase report.
Reporting
Requirements
The ME&L Manager
will report to the Deputy Team Leader with quality assurance by the Team
Leader. The ME&L Manager will work closely with the ME&L Critical
Friends, the Capacity Building Advisor, and the Technical Director and Manager.
Key
competencies, education and professional expertise required
· A track record of
at least 8 years of project and programme management experience, 5 of which as
an ME&L manager;
· Preferable:
Masters degree in a relevant subject such as social science, political science,
organizational development, M&E or similar; Required: at least a Bachelors
degree in one the subjects outlined above;
· Demonstrated
formal training in the area of monitoring and evaluation;
· Demonstrated
experience of M&E system design and implementation with responsibility for
organizational/programme learning;
· Track record of
experience of M&E capacity development of partner organization;
· Knowledge of
gender equality and social inclusion (GESI) and experience of mainstreaming
GESI;
· Good knowledge of
value for money (VFM) approaches; and
· Demonstrated
understanding and experience of knowledge management and communication.
