Human Resource Manager Job Vacancy at Search for Common Ground (SFCG)

We are looking for a Human Resource Manager (HRM) who will lead the HR department and carry out all the strategic and functional responsibilities for the human resources, including acting as the legal focal point. The position holder is responsible for ensuring organizational effectiveness by providing leadership for the organization’s human resource functions and compliance with the Nigeria laws and Search’s policies and guidance. S/he will serve as a member and secretary to the Leadership and Management Team (LMT) and a member of the Operations and Security Team (OST).

S/he will work under the direct supervision of the Country Director and in close coordination with the Director of Finance and Administration and will be functionally managed by the Regional HR Business Partner. The position will be based in Abuja and will include some travel  to the field.

Roles and Responsibilities

Policy Design and Development

* Reviews and identifies gaps in the staff handbook, HR Policies, processes and practices on a regular basis;

* Manages staff separations (departures, exit interviews;

* Holds the office culture to ensure common ground management approach;

* Works with the Leadership Management Team to create an annual HR strategy aligned with the Search’s strategy

* Monitors Search activity to ensure teams remain compliant with HR policies and procedures.

* Liaises with other INGOs working in-country to compare policies and establish best practices.

* Monitors and validates annual leave, R&R and sick leave entitlements for all national staff and expats. Works with all supervisors to ensure that they have a leave plan in place for their teams before leaves are taken.

* Ensures compliance with the Code of Conduct Reporting and Investigation Guidelines.

 

Recruitment & selection:

* Identifies ways to attract and retain talent within SEARCH;

* Implements standard and best practice recruitment procedures for all locally hired staff.

* Completes all longlisting based on the criteria provided by Hiring managers

* Wherever possible, assists the hiring team with interviewing and selecting new staff (especially for new positions and key line management positions).

 

Personnel files, employment contracts and organizational charts:

* Ensures complete and up-to-date personnel files are maintained for all locally hired staff.

* Prepares and monitors the details of all employment contracts. Ensures all staff has valid employment contracts. Liaises with the local authorities on all HR matters concerning local staff.

* Informs the regional team of any changes to expat contracts including dismissals, resignations and any shortening or extensions of contracts.

* Updates the country organization charts

* Start up and Close out of Projects

* Prepares, or reviews the HR requirements in all project proposals in collaboration with the grants and finance team.

* Ensures a recruitment plan is prepared at the proposal stage and an HR plan is shared at the start up stage of each project.

* Prepares and manages staff entitlements calculation and payment request on the approach to program conclusion

* Manages the timelines and sensitivity of notifications concerning staff end of contracts.

 

People Management

* Serves as employee satisfaction and grievance focal point – manages staff growth, grievances, internal conflicts, or complaints, identify potential conflicts, mediate or recommend ways to resolve in a timely manner.

* Ensures existence of confidential mechanism for staff feedback, official complaints, and whistle blowing; and

* Provides HR advisory services to managers, supervisors and staff

* Identifies and determines causes of personnel problems and develops recommendations for improvement of organization’s personnel policies and practices.

* Maintains a healthy, safe, and fun work environment to ensure a level of comfort amongst the employees and eliminates any stressful or awkward atmosphere that may hinder the performance of the staff.

 

Performance Management

* Provides support to supervisors on capacity building by identifying skills gap of operational and program staff and facilitating the training required

* Oversees the staff review process using performance appraisals and regular meetings with line managers.

 

Learning & Development:

* Works with individual line managers to ensure that the training and development needs of all national staff are clearly identified and possible options discussed and implemented.

* Establishes, in cooperation with the OST and PQT, an annual training plan in line with the Search’s strategic plan.

* Provides administrative support to ensure staff attend trainings offered by Search Nigeria.

 

Compensation & Benefits Management:

* Collaborates with the Finance Manager on the preparation and payment of the national staff payroll. Ensures all statutory deductions are correctly calculated and filed with the relevant governmental authority as per the required schedules;

* Follows up with all staff to ensure that timesheets are completed and submitted in a timely fashion;

* Carry out periodic salary and benefits surveys, and provide recommendation to the LMT for periodic review of salary and benefit packages.

 

Procurement of Consultancy Services

* Manage Search’s supply of consultancy services and maintain proper filing of all consultancy engagement

* Ensures compliance with the procurement threshold policy

* Negotiate with external consultants to secure advantageous terms

* Collaborate with project teams to ensure clarity of the specifications and expectations in the TOR

* Prepare consultancy agreements in line with Search policies and local laws

* Work with the finance and project team to ensure that consultancy fees are paid in a timely fashion upon completed deliverables.

 

Legal Focal Point

* Identifies external legal advisors and consults with them on all matters pertaining to local employment contracts, policies, disciplinary actions and matters in which SEARCH may have legal or financial responsibilities;

* Ensures legal compliance by monitoring and implementing applicable federal and state human resource requirements;

* Works periodically with the legal advisor to ensure successful renewal of the host agreement between Search and the Government of the Federal Republic of Nigeria.

Qualifications and experience

  • Minimum of a Master’s degree in Human Resource Management, Law, Administration, Organizational Development, Psychology, Management, or other relevant discipline;
  • At least 5 years of professional experience in human resource management, administration and operations,  preferably with at least 1-2 years in a non-profit international organization;
  • Ability to work in a “virtual” team spread across multiple countries and locations and to travel frequently;
  • CIPM, CIPD and/ or SHRM designation or other active affiliation with appropriate Human Resources networks and organizations, preferred;
  • Knowledge and experience in employment law, organizational planning, organization development, employee relations;
  • Ability to exercise initiative and independent judgement in adapting and applying procedures to address day-to-day activities;
  • Proven experience developing and designing policies and procedures;
  • Diplomatic and poised in approach using solid skills to manage sensitive and confidential information and matters; ability to hear multiple sides of a story and come to win-win resolutions;
  • Proficiency in MS Office is required;
  • Knowledge of Google Workspace, LEVER recruiting system, BambooHR Software is considered as an advantage
  • Excellent people manager, open to direction and collaborative work style and commitment to get the job done;
  • A demonstrated commitment to high professional ethical standards and a diverse workplace;
  • Ability to prioritize, plan and organize workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
  • Proficiency in French is considered as an advantage
