Humanitarian Advisor to the Humanitarian Coordinator Job Vacancy at UNDP

Background
Although Nigeria is largely a development context, there are many pockets of emergency and humanitarian challenges resulting from natural and man-made sources. The insurgency in the North–East Nigeria since 2013 in particular, has resulted in a humanitarian situation that requires enhanced support of the UNCT/HCT and partners to support the Government to address expeditiously with lifesaving and durable solutions for the 8.5milion affected population.

The combined development and humanitarian challenges including the current recession of the economy has exacerbated the situation and stretched the limited capacity supporting the resident coordination system in Nigeria. With the implementation of the UNDAF/P underway, new UNDAF formulation, HNO/HRP and the determination/vision of the new RC/HC and UNCT to bridge the humanitarian and development divide the UN system is seeking to enhance the capacity of the RCO for a strategic support to cope with the increasing demands in Nigeria.

Under the overall guidance and direction of the HC/RC with direct supervision of the Head of RCO, the Special Assistant ensures effective and efficient functioning of the HC/RC role with confidentiality in all aspects of assignment, media and external relations in respect of the HC/RC routine work in Nigeria.

He/she will also work in close collaboration with UN/UNDP staff, UN Resident Coordinator’s Office, United Nations Office for Coordination of Humanitarian Affairs (UNOCHA), UN Agencies, national authorities, and to ensure efficient flow of information, actions on instructions, agendas, and directives on behalf of the HC/RC.

Duties and Responsibilities
Ensures effective coordination and communication across the UN Resident and Humanitarian Coordinator’s multiple responsibilities focusing on achievement of the following results 25%

  • Support implementation of the RC/HC Office work plan, and the RC/HC vision;
  • Support strategic partnerships and facilitate local and international media engagements to provide visibility for the HC/RC role.
  • Provide substantive support to the UN communications Group for the Communicating as One (CaO) strategy and to be realized.
  • Focal person to broker formal and informal access with effective follow up to key interlocutors in Government and private sector for HC/RC engagements
  • Support the RCO in organization of advocacy and other high level events and missions
  • Draft periodic Press Releases, manage social media platforms for HC/RC and the office
  • Assist the RC/HC and the Head of Office in the day to day management and coordination of the RC Office, including setting priorities, providing follow up and feedback, and ensure progress towards agreed results;
  • Conducts research, review and analysis of key documents for the RC/HC as requested. Provide thorough analysis and research of the political, social and economic situation in the country;
  • Coordinate inputs for talking points, speeches, and briefs in advance of the RC/HC’s meetings, review incoming briefs and ensure timely submission, and
  • Accompany the RC/HC in high level meetings as needed; draft correspondence, notes-to-the-file and contribute to the preparations of speeches, reports, presentations, etc. as needed.

Ensures provision of effective support and implementation of the HC/RC vision on the Humanitarian and Development nexus focusing on achievement of the following results:25%

  • Facilitate the day-to-day liaison between OCHA and the HC and ensure adequate flow of communication between the HCT, government coordination structures and linkages between HC office and DHC field office in NE.
  • Assist prepare relevant documentation, letters, talking points, speeches, preparation of missions, etc., for the HC regarding humanitarian affairs
  • Ensure humanitarian activities and events are scheduled in the HC agenda and adequately prepared in collaboration with OCHA and other UN agencies;
  • Support the  Head of RCO, the Head of OCHA and the DHC in the elaboration of strategic documents and events including the transition process, the resilience framework, the Humanitarian Needs Overview and the Humanitarian Response Plan, etc.;
  • In consultation with the Head of RCO, the Head of Office, flag pertinent humanitarian issues and recommend action to be taken by the HC;
  • Keep the HC abreast of humanitarian activities in Nigeria and of tools which could support  his role;
  • Support the  Head of RCO and the Head of OCHA with any other necessary tasks in support to the HC/RC;
  • Support strategic activities for the common platform of delivering humanitarian and development service through the resilience approach
  • Any other related duties as may be required.
  • Provide support to RC/HC-O and UNCT in the roll-out of the UNDAF 2018-2022 focusing on achievement of the following results: 25%
  • Provide support to the UNDAF Working Group and effectively liaises between the Working Group, the UNDAF Results Groups chairs and the RC/HC-O;
  • Assist the RC/HC-O and the UNCT in carrying out the UNDAF-III Evaluation;
  • Provide assistance to the RC/HC-O and the UNCT to develop the UNDAF document, its results matrix and joint work plans, and
  • Assist the implementation of the frequent monitoring initiative and support the inclusion of this mechanism in the UNDAF M&E framework.

Ensures effective and efficient HC/RC engagements focusing on achievement of the following results: 15%

  • Coordination and maintenance of the HC/RC’s calendar in consultation with the Executive Assistant, contacts with high-ranking visitors, arrangement of special appointments and meetings, acting as an interpreter when required and/or taking minutes.
  • Follow up and facilitate protocol procedures with the higher authorities in Nigeria for prompt engagement of the HC/RC.
  • Preparation of high quality briefing materials for clearance by Head of RCO for appointments, meetings, missions.
  • Support the maintenance of rosters of high-level partners, telephone lists in collaboration with the Executive Assistant.
  • Support the drafting of correspondence, comments for the HC/RC and follow-up when required.

Ensures facilitation of knowledge building and management focusing on achievement of the following results: 10%

  • Provision of referral services for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation;
  • Sound contributions to knowledge networks and communities of practice;
  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals, and
  • Identification of national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT.

Impact of Results

The key results have an impact on the efficiency of the HC/RC office.  Accurate analysis and presentation of information strengthens the capacity of the HC/RC office and promotes the image of UN as an effective contributor to the humanitarian and development of the country. Incumbent’s own initiative is decisive in results of work and timely realization.

Required Skills and Experience
Education:

  • An advanced degree in social sciences, journalism, business administration, humanitarian and emergency studies or related field. Other comparable qualifications would be desirable, but not a requirement.
  • A fisrt degree with additional 02 years experience will be considered.

Experience:

  • 05 years of progressively responsible media, communication development or humanitarian, programme experience is required at the national or international level.
  • Previous experience in such position is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), experience in handling of web based management systems.

Language Requirements:

  • Fluency in the English and any national language of the duty station.
