INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI) FOR 2020 CAPITAL PROJECTS

1. INTRODUCTION
   The National Agency for Science and Engineering Infrastructure (NASENI), an Agency of the Federal Ministry of Science and Technology wishes to bring to the notice of experienced and competent Companies/Consultants that the Agency would carry out the procurement of Works, Goods and Services to be funded from the 2020 Appropriation Act in compliance with the Public Procurement Act, 2007. The projects description and locations are as follows:

1. SCIENTIFIC EQUIPMENT DEVELOPMENT INSTITUTE (SEDI) – MINNA

3. ELIGIBILITY REQUIREMENTS
   a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC2 and CAC7:
   b. Evidence of Company’s Income Tax Clearance Certificate for the last Three (3) Years valid till 31st December, 2020;
   c. Evidence of current Pension Compliance Certificate valid till 31st December, 2020;
   d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
   e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
   f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2020 or valid Certificate issued by BPP.
   g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of National Agency for Science and Engineering Infrastructure or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
   h. Company’s Audited Account for the last Three (3) years- 2017/2018/2019 ;
   i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
   j. Company’s profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications;
   k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photographs of the projects;
   l. List of Plants Equipment with proof of Ownership Lease (where applicable).
   m. For supply of Equipment Letter of Authorisation as representative of the Original Equipment Manufacturer (OEM).
   n. Lot A1: Evidence of Firm’s registration with relevant professional bodies such as COREN, CORBON, QSRBN, ARCON etc.
   o. For Joint Venture Partnership Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate. Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
   p. All documents for submission must be transmitted with a covering forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.). and e-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the plague, duly signed by the authorized officer of the firm
4. COLLECTION OF TENDER DOCUMENTS (excluding Lot A1)
   Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director of Procurement, Room 15, Procurement Department, National Agency for Science and Engineering Infrastructure, Idu Industrial Area. Abuja and The Offices of the Managing Directors/Chief Executive of NASENI Institutes during working days (10am-3pm) on presentation of evidence al payment of non-refundable tender fee of N10,000.00 Ten Thousand Naira Only) per Lot made payable to NASENI’S TSA account in any reputable Commercial Bank in Nigeria. Firms interested in Lot 1 will not pay at this stage until after shortlisting.
5. SUBMISSION OF TENDER DOCUMENTS (excluding Lot A1)
   Interested Bidders are required to prepare and submit their Technical and Financial Bid Documents in sealed separate envelopes (Original and two copies) To be clearly written at the top right hand comer of each envelope are the Project Tile, Lot Number Contractor’s Name and Technical Bid or Financial Bid as the case may be Both envelopes shall be enclosed in a bigger sealed envelope and addressed/submitted at the project locations with the following addresses (depending on the Lot of interest
   i. The Executive Vice Chairman/Chief: Executive National Agency for Science & Engineering infrastructure, Idu Industrial Area, Abuja
   ii. SEDI ENUGU: The Managing Director CE 20 Valley Crescent, Independent Layout, near Government House P.O. Box 3205 Akwuke, Enugu
   iii. EMDI. Akure: The Managing Director/CE. KM 4. Ondo Road, Akure, PMB 611 Akure Ondo State
   iv. NEDDI NNEWI: The Managing Director/CE, NO 3: Emma-Blu Street, Okpuno Egbu, Umudim, P.O. Box 5082. Nnewi Anambra State
   v. SEDI, MINNA: The Managing Director/CE, Tagwai Dam Road, PMB 37, Marina, Niger State

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at Room 15, Procurement Department. NASENI Headquarters (or at the various Institutes as applicable) not later than 12:00 noon on Thursday, 23rd July, 2020

6. SUBMISSION OF EXPRESSION OF INTEREST (LOTA1)
   Expression of Interest (El) documents in a sealed envelope and clearly marked Expression of Interest with the Project Name and Lot Number clearly written on the top right hand comer addressed and returned to The Executive Vice Chairman/Chief Executive, National Agency for Science & Engineering Infrastructure, idu Industrial Area Abuja. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at Room 15, Procurement Department NASENI Headquarters not later than 12.00 noon Thursday, 23rd July, 2020.
7. OPENING OF TECHNICAL BIDS AND EXPRESSION OF INTEREST
   7.1. All Lots except Lot A1 Only technical bids will be opened immediately after the deadline for submission at 12.00 noon on Thursday, 23rd July, 2020 at the NASENI Headquarters and its various Institutes in the presence of bidders or their representatives Only the successful Bidders at technical evaluation will be invited at a later date for Financial Bids opening while financial bids of unsuccessful bidders will be returned unopened. Please ensure that you sign the bid submission register in the office of the Director, Procurement for NASENI Headquarters and the Managing Directors/Chief Executive for the institutes as NASENI and its institutes will not be held liable for misplaced or wrongly submitted bids.
   7.2. LOT A1. Expression of Interest documents will be opened immediately after the deadline for submission at 12.00 noon, Thursday, 23rd July, 2020 at NASENI Headquarters in the presence of bidders or their representatives. Only shortlisted firms will be contacted at a later date for collection of Request for Proposals.
8. GENERAL INFORMATION
   a. Bids must be in English Language and signed by an official authorised by the bidder.
   b. Bids submitted after the deadline for submission would be returned un-opened.
   c. Bidders should not bid for more than two (2) Lots.
   d. All costs will be borne by the bidders.
   e. NASENI and its Institutes reserve the right to verity claims made by any bidet
   f. Submission of bids through email or fax will not be accepted.
   g. The Awards of the projects listed above is subject to budgetary releases from the treasury under the FY 2020 Appropriation.
   h. NASENI and its Institutes are not bound to prequalify shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
