The IRC has worked in Liberia since 1996. IRC Liberia currently implements post-conflict development programming in Lofa, Nimba and Montserrado counties to implement Health, Child and Youth Protection and Development (CYPD), Gender Based Violence prevention programming.
The Child and Youth Protection and Development (CYPD) unit comprises three sub-sectors – Education, Child Protection and Youth and Livelihoods. Working in partnership with local communities, the Ministry of Education, the Ministry of Youth and Sports, the Ministry of Gender and Development, and the Ministry of Labor, the IRC Liberia CYPD program aims to increase access to education and livelihood opportunities, and to create a protective environment for children and youth.
SCOPE OF WORK:
IRC has been responding to the Ivoirian refugee crisis since December 2010 in the areas of: health, education and child protection, and gender based violence in Nimba and Grand Gedeh Counties. In response to the needs of youth, IRC is implementing a livelihoods program 4 camps. The project will include vocational training, business and life skills courses, literacy and saving activities to support the start up of small business. In addition, the project will provide community service support for the most vulnerable adults including psycho counseling and social support as well as a referral mechanism in one camp, in Nimba county. The refugee response youth and livelihood manager will report to the CYPD Coordinator.
RESPONSIBILITIES:
• Develop an overall project work plan as well as monthly work plan for project implementation based on the logframe
• Line manage the Youth and Livelihood team leaders providing mentoring, capacity building and staff support as necessary
• Organize and facilitate the trainings of youth on business and life skills.
Monitoring, Evaluating and Reporting
• Conduct regular monitoring visits to project sites to monitor progress of implementation
• Compile and submit monthly narrative and progress reports based on the logframe to the CYPD
Coordinator
• Develop donor reports for submission to the Grants Unit
• Participate in project evaluation with technical support from CYPD Coordinator
• Develop project spending plan
• Review monthly Budget versus Actual and monitor project spending
Staff Supervision and Capacity Building
• Supervise the team leaders in the 4 camps
• Participate in recruitment of new staff if necessary
• Conduct training and other capacity building activities such as ongoing mentoring and coaching for project staff
• Delegate implementation activities to staff as appropriate
• Receive, review and provide feedback on staff work plans and reports on a bi-weekly and monthly basis
• Coordinate closely with other CYPD project staff
External Relations
• Represent IRC Liberia at relevant coordination meetings
• Collaborate closely with Ministry of Youth and Sport and other stakeholders including the UN agencies and donors
• Ensure that the Ministry representatives at county and district level are involved
REQUIREMENTS:
Education: Preferred degree or Certification in Business Management, Community/Social Development, Social Sciences
Experience:
• Minimum of 3-5 years of work experience working in youth livelihoods/employment programming, preferably with refugee and community development skills, previous international experience preferred.
• Experience in working directly with and training youth
• Previous supervisory or team management experience.
• Knowledge of youth employment issues including experience with the private sector in remote field settings under challenging conditions.
• Knowledge of, vocational training techniques, business and life skills concepts, enterprise development and refugee livelihoods.
