INVITATION TO TENDER FOR 2020 CAPITAL PROJECT

  1. INTRODUCTION
    The National Iron Ore Mining Company (NIOMCO) Limited intends to execute its capital projects as provided for in the 2020 Appropriation Act. The Company hereby invites competent Companies for the execution of the under listed projects:

  1. COLLECTION OF TENDER DOCUMENTS
    Collection of Bid Documents is at the Procurement Unit of National Iron Ore Mining Company Ltd, Itakpe, Kogi State after showing evidence of payment of a non-refundable fee of N10,000.00 to TSA Remita A/C NO: 0270164161018 attached with NIOMCO receipt of payment, please.
  2. ELIGIBILITY CRITERIA:
    Prospective bidders MUST submit copies of the following documents:
    (a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7;
    (b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2020;
    (c) Evidence of current Pension Compliance Certificate valid till 31st December, 2020;
    (d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
    (e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
    (f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Valid Interim Registration Report (IRR) expiring on 30 June, 2020 or valid Certificate issued by BPP.
    (g) Current Sworn affidavit attesting to the fact that: –
    (i) None of the Directors of the company has ever been convicted of any fraud or financial impropriety;
    (ii) The company is not in receivership, insolvency or bankruptcy;
    (iii) Disclosing whether or not any officer of the relevant committees of the National Iron Ore Mining Company or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in your company;
    (iv) Confirming that all information presented in its bid are true and correct in all particulars
    (h) Company’s Audited Accounts for the last three (3) years – 2017, 2018, 2019;
    (i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
    (j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction; Any of the following: COMEG, COREN, QSRBN, ARCON, CORBON etc.;
    (k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
    (l) List of Plants/Equipment with proof of Ownership/Lease;
    (m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and valid e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Please Note:
– NIOMCO will verify all information given on 3 above.
– Bids must be page numbered and items required above to be arranged in the order of sequence as listed.
– All responses and submissions should be in Nigerian Naira, in English and typed
– Unqualified Bid shall be disqualified.

  1. SUBMISSION OF BIDS:
    One original and one copy each of both Technical and Financial Bids should be packaged separately in two different envelopes sealed and clearly labelled: Technical Bid & Financial Bid with the company name indicated at the back of the envelopes. Both envelopes should be marked as: Tender for (Indicate the Lot number and description) at the top right hand corner of the envelope and the Company’s name, address, email address and phone number(s) indicated at the reverse side of the envelope and addressed to:

Bids are to be deposited in the Tender Box provided for that purpose at the office of the Sole Administrator/CE of National Iron Ore Mining Company Ltd during working days between the hours of 9.00am – 4.00pm not later than 12:00noon on Thursday 23 July, 2020.

  1. PUBLIC OPENING OF BIDS:
    Only the technical bids will be opened immediately after the deadline for submission at 12:00noon on Thursday 23 July, 2020 in the Boardroom of National Iron Ore Mining Company Ltd. Bids submitted late will be returned un-opened. Only pre-qualified bidders will be invited at a later date for financial bids opening while financial bids of unsuccessful bidders will be returned un-opened.
  2. PLEASE NOTE:
    All documents submitted shall be referred to security and other relevant Agencies for authentication.
    Any bidder whose submission does not adhere strictly to the above instructions will be disqualified.
    This invitation to bid shall not be construed as commitment on the part of NIOMCO for contract award nor shall it entitle the Bidder(s) to make any claims whatsoever and/or seek indemnity from NIOMCO by virtue of having responded to the advertisement.
    NIOMCO reserves the right to invoke the provision of section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability to the bidder(s).
