The Media High Council (MHC) formerly known as the High Council of the Press (HCP) was first established by the Press law n° 18/2002 of 11/05/2002 (article 73) as an autonomous body as far as press is concerned.
The Presidential Decree n° 99/01 of 12/11/2002 which followed also determined its structure, organization and functioning.
The Constitution of the Republic of Rwanda which was promulgated in June 2003, (article 34) also provided for this institution but also added that its structure and functioning shall be determined by a law.

TENDER NOTICE The Media High Council (MHC) is an independent public institution established by the Constitution of the Republic of Rwanda of 2003 in its article 34. As per the law N° 03/2013 of 8/2/2013 determining its mission, organization and functioning, the MHC is mandated with “capacity building” of the media sector. The Media High Council (hereinafter called ‘’Client”) has received funds from Ordinary budget towards the cost of the different services, the Client intends to apply a portion of the funds to eligible payments under the contract for which this invitation is issued. The Media High Council (MHC) hereby invites qualified bidders to submit their offers for the following tender: Hiring a company able to provide photocopying, printing and binding documents services to the MHC The tender document may be obtained from the E-Procurement system for Rwanda (www.umucyo.gov.rw) free of charge. For submission of their bids, all interested bidder must pay non-refundable fee of five thousand Rwandan Francs (5,000 Frw) to the accounts of Rwanda Revenue Authority opened at any commercial bank. All bids will be submitted online using the E-Procurement system as mentioned above before 15th June 2020 at 9:00 am local time. Late bids will not be accepted by the system. Bids will be opened automatically by the E-Procurement system on the same day at 09:30am, local time.
