TITLE: REQUEST FOR EXPRESSION OF INTEREST IN PROVIDING CONSULTANCY SERVICES – TO DEVELOPER INTER-PERSONAL COMMUNICATION TOOLS FOR URUNANA DEVELOPMENT COMMUNICATION

Urunana Development Communication (Urunana DC) is a National Non-Government Organization specialized in social and behavior change communication (SBCC). The organization was founded in 2004 with the support of a UK based organization, Health Unlimited currently trading as Health Poverty Action. Urunana DC secured its legal entity under ministerial order N° 138/11 for 27th December 2006 published in the National Gazette in 2007. Currently, the organization implements a SBCC program that uses various communication strategies such as; edutaining radio drama series, live community outreach drama shows, radio spots etcetera.  In the recent past, various public health issues and other priority social sector issues were addressed, notably; immunization, maternal and child health, cervical cancer, sanitation and hygiene, nutrition, malaria, gender in education and, literacy among lower primary grades. Although the program mainly focuses on public health sector issues, other social issues affecting the health of the population are addressed through the various communication approaches including Urunana radio soap opera.

Urunana DC with technical and financial support from UNICEF is implementing a one-year project titled “Theatre for improved Knowledge, Attitude and Practices around ECD, School Readiness and Inclusive Education” in the districts of Nyamasheke, Nyamagabe, NyabihuGicumbi, Ngoma and Rwamagana. The project seeks to increase knowledge, change attitudes/behavior and promote positive child nutritional practices amongst the target population with the aim of reducing childhood malnutrition and stunting, raise awareness on quality ECD services and provide responsive care to young children (0-6 years). It also seeks to improve the knowledge, attitude, and practices of parents and caregivers around education with a special focus on gender, school readiness, and inclusive education.

Main activities of the project include formation and training of local theatre groups (members with potential talents, selected with the support of local authorities) in the intervention districts on how to write drama skits for stage/live performances, training them on ECD and in Inter-Personal Communication (IPC) skills. The local theatre groups will stage live performances of skits that carry messages on ECD. The project integrates key messages on ECD, school readiness, and inclusive education into Urunana radio soap opera episodes.

It is in this regard that Urunana DC seeks to hire consultancy services from consultants who are skilled, competent with rich experience in Interpersonal Communication (IPC) to develop IPC tools which will be used to train local theatre groups on how to carry out IPC sessions with a focus on ECD at a community level.

The consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Rwanda Procurement Guide. The contract once concluded with the successful consultant, will last for a period of one (1) month or at the end of the constancy period as described in the terms of reference (ToR) herewith attached.
