To provide overall leadership to the programme development division mandated to
a) raise WV Tanzania’s (WVT’s) grants portfolio, b) enhance WVT’s visibility
and engagement with strategic stakeholders and c) strengthen grant compliance
within the organization.
KEY RESPONSIBILITIES:
Enhance WVT’s visibility and engagement with strategic stakeholders
- Ensure an up-to-date donor engagement plan
exists and that relevant staff are equipped to adopt and implement the
plan - In close collaboration with the Director for
Innovations and Strategic Partnerships, develop innovative and meaningful
partnerships and consortia with private, public and non-government
partners - Develop close relationships with donor
agencies, particularly those with local missions in Tanzania to explore
opportunities for deepening their engagement with WVT - Actively engage prioritised support offices
to raise the visibility and credibility of WVT as a ‘National Office of
Choice’ for support from private, bilateral and multi-lateral partners. - Work closely with the WVT Communications
division to profile the impact of WVT’s grant portfolio to specific,
prioritised donor audiences. - Participate in hosting high profile donors
and partners to WVT with a view to deepening their understanding and engagement
of WVT programmes. - Proactively build the capacity of the PD team
to develop smart strategies for engaging strategic partners. - Represent WVT at key national and
international forums.Raise WVT’s Grant Portfolio 50% of its overall funding
- Develop capacity of PD staff on donor
scooping and intelligence gathering of partners who are strategically
aligned with the priorities of WVT - Develop capacity of PD staff on developing
innovative and compelling concepts and proposals to prioritised donor
audiences that are both in line with WVT and donor strategies - Build close collaboration with divisional
teams, including People & Culture, Finance, Quality Assurance and
Integrated Programs to support the grant development process - In close collaboration with the Director for
Innovations and Strategic Partnerships, lead the process of identifying
and integrating innovative approaches into grant proposals - Build close partnerships with Regional
Learning Centres to provide technical support in grant development - Build close partnerships with the Regional
Programme Management Unit and in particular the Grant Acquisition and
Management (GAM) Hub to support the process of proactively identifying
and developing grant opportunities for Tanzania - Proactively engage support offices with
strong concepts and compelling evidence based programming - Actively support the development of evidence
based monitoring, evaluation and documentation to support future grant
development opportunities - In close collaboration with the Director for
Innovations and Strategic Partnerships, develop innovative fund-raising
ideas and programmesStrengthen Grant Compliance within WVT
- In close collaboration with Integrated
Programmes Ministry, ensure effective launching of new grants and a
smooth transitioning process from grant acquisition to implementation. - Ensure that the resource acquisition
management system effectively standardised processes for identifying and
establishing priority sectors and opportunities, assessing risk and
managing project cycle - Strengthen Grant funding monitoring and
evaluations systems in order to generate and demonstrate evidence based
impact of WVT programming - Build staff and partners capacity for grants
compliance (financial, contractual, programmatic and reporting) to
increase program quality, credibility and marketability of WVT projects - Develop ‘project management’ capacity through
training such as PMD Pro - Develop and sustain an effective grant
performance dashboard across WVT’s grants portfolio that will support the
Integrated Programs Ministry to identify risks and challenges in a timely
way and to prepare effective management reports on WVT’s grants
performance. - Actively engage support offices and East
Afica Rigional Office for regular support and capacity building of staff
and partners in M&E, compliance management, and research and
documentation. - Support the process of integrating grant
performance into the performance management framework of WVT. - In close collaboration with People &
Culture support the process of developing an effective grant recruitment
and retention policy and system. - Support the process of ensuring that there
are a clear understanding of structure, reporting lines and
responsibilities between divisions and teams for acquiring and managing
grants. - Lead quarterly integrated meetings on grants
with other WVT division to discuss specific challenges and opportunities
pertaining to grant acquisition and management.Team Performance management
- Provide inspiration and leadership to the
Programme Development team to work as a united, motivated team to achieve
excellence in all of its objectives. - Provide leadership in facilitating a high
performance management culture, open trustworthy staff relationships and integrity
to enhance smooth staff relations and accountability. - Pursue meaningful opportunities for training
and capacity building for PD staff to enhance their skills in experience.
- Purposefully promote a high level of
collaboration and integration of PD objectives with other WVT divisions. - Continuously identify ways of improving the
division’s structure, capacity and performance. - Actively manage staff performance and ensure
staff job descriptions, contracts and performance reviews are up to date
and submitted in a timely manner.Reporting
- Ensures quality and timely preparation and
submission of divisional strategic plan, annual operations plan and
budgets. - Ensure full and timely compliance of the PD
division on all required organizational dashboards and indicators,
including Finance, P&C etc. - Support the National Director’s office to
ensure reports to the board on Programme Development issues are smart,
accurate and timely. - Ensure effective and timely formal and
informal reporting to Support Offices, donors and partners on GAM issues.
- Ensure timely reporting of WVT GAM
information to the Regional Resource Acquisition and Management Director.Financial and non Financial resource management
- Ensure Stewardship and accountability of WVT
material and financial resources that are managed by the Program
Development Division. - Through a high standard of personal and
professional integrity, instill and promote a culture of total
accountability and care with donors’ resources entrusted to WVT.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
- Master’s degree in a relevant field from a
recognised University with a minimum of 10 years of experience in
programming (designing, implementing, evaluating and monitoring) of
integrated development, relief and/or advocacy of donor funded projects
and at least 7 years of experience at managerial level in an
international NGO.PREFERRED:
- Multiple skills and working experience in
relief and/or advocacy with International NGO. - Ability to maintain effective working
relationships with all staff and other key partners. - Demonstrate leadership and team building
ability. - Working knowledge of proposal writing and
negotiation skills.
