Vision International (Rwanda) is a child focused Christian humanitarian
organization implementing development programs in 15 Districts of Rwanda.
World
Vision Rwanda seeks to hire a highly qualified, dedicated and experienced
national for the position of Data Officer. The position will be based in
one of the refugee camps: Gihembe, Nyabiheke, Kigeme, Mugombw

a or Kiziba
and reporting to the Camp Education Coordinator

Purpose
of the position:
To
lead the implementation, management and development of the WVR-UNHCR education
project Database in a refugee camp setting. To develop data collection tools
basing on key education indicators built-in the database, to manage and
maintain data and information systems which support the smooth implementation
of the education for pupils/students in a refugee setting. Produce a real time
data in a range of appropriate formats to help inform management decisions.
The
major responsibilities include:
  • Assist
    in developing the project data collection plan including monitoring and
    evaluation tools
  • Assist
    in managing the project database
  • Assist
    the Camp Project Coordinator to develop a core, standard systemdata entry
    that will align with required report needs, including review of
    programmatic procedures designed to collect data in real time
  • Support
    the project Coordinator to compile data and present quality statistics
    that meet user needs and contribute to decision making;
  • Engage
    with key stakeholders, in particular the UNHCR to provide statistics with
    a view to assist in the developmentfuture plans and/or continuously improving
    service delivery
  • Ensuring
    that the data structures are adequate to the task, including the
    integrity, consistency and coherence
  • Monitor,
    pupil/students’ records; i.e attendance, performance, dropout, etc.
  • Prepare
    weekly, monthly, quarterly and annual activity reports and submit them to
    the project managers
  • Enhance
    documentation, success stories of the project interventions and results
  • Keeping
    the data as up to date as possible.
Qualifications:
Education/Knowledge/Technical Skills and Experience
The
following knowledge, skills and abilities may be acquired through a combination
of formal schooling, self-education, prior experience or on-the-job training.
  • A
    bachelor’s degree, preferably in Economics, Business administration, Rural
    Development Studies, Information Science, and/or statistics.
  • A
    minimum of 1 years’ experience in development work, preferably working in
    a large NGO/UN. Should have been involved in database administration and
    uses of databases. Experience in project monitoring, evaluation and report
    writing is essential.
  • Substantive
    experience in analyzing datasets using Excel or any statistical software
    packages;
  • Capacity
    to plan, prioritize and to manage multiple demands, and to work
    comfortably in a collegial office environment
  • Excellent
    knowledge of English language and Kinyarwanda. Knowledge of French is an
    added advantage.
