Head
of Field-Office NOB- KARONGI
The
Office of World Food Programme (WFP) Rwanda, wishes to recruit a Head of
sub-office:
Title: Head of

Supervision received: The
Head of Field-Office reports to the Deputy Country Director along with technical and programmatic guidance from the Head of Programme unit.
Key
Accountabilities: Within delegated authority, the Head of Field-Office will be responsible for the following duties (not all-inclusive):
§ Effectively
manage the Field Office to ensure the continued development of a cohesive and high performing team.
§ Plan
and manage WFP field operations within the area of assignment to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays. This includes the coordination of Programme and Logistics activities and correct implementation of WFP rules and regulations related to Administration, Staffing, Finance and Budget.
§ Ensure
that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Country Office.
§ Hold
accountability for the security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Where applicable, actively participate and contribute to the Area Security Management Team (ASMT).
§ Conduct
timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s operations and performance with regular and timely submission for Country Office review to inform efficient operational planning and decisions.
§ Build
effective and collaborative partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners and media engaged in the field of food security.
§ Undertake
extensive and frequent visits to observe project outputs and beneficiaries, inspect storage places and points where WFP commodities are received, in order to ensure that progress is made in the achievement of project objectives.
§ Manage
WFP premises (offices, warehouses, guesthouses, etc) to ensure that they are always clean, healthy, safe and secure; Ensure that the maintenance and utilisation of WFP assets (ICT equipment, vehicles, fuel, etc) is in line with the WFP regulations.
§ Contribute
to preparedness actions, such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken;
§ Supervise
staff, provide training and technical guidance in their work.
§ Perform
other related duties as required.
Education:
Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional 5 years of related work experience and/or training/courses.
Experience:
Typically three years or more of postgraduate progressively responsible professional experience implementing programme strategies in humanitarian, transition and development contexts, and translating them into implementation modalities and operations. A minimum of five years of relevant experience with First University Degree.
Language Requirements: Fluency in
both written and oral communication in French or English, and a working knowledge of the other. Fluency in Kinyarwanda.
Desirable Knowledge & Skills:
a) Knowledge
of humanitarian assistance and development practices.
b) Good
understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities.
c) Familiarity
with planning and implementing humanitarian assistance.
d) Ability to
explain strategies and projects to field counterparts and communicate with local governments and partners clearly and effectively, both orally and in writing.
e) Ability to
provide technical advice, or mobilise technical expertise, on a range of programmatic, operational and support areas.
f) Ability to
lead, coach and motivate staff for efficient and effective delivery of results.
g) Ability to
assimilate and analyse complex issues using independent judgment and anticipate potential impact on operations.
h) Negotiation
and motivational skills.
i)
Proven field work experience with the UN Agencies, NGOs or Government agencies. General knowledge of UN system policies, rules, regulations and procedures governing administration will be an assest.
j)
Sound knowledge on computer software including, word processing, spreadsheet and other standard WFP software packages and systems.
k) Good
analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
