Achieving reduction of Child Labor in Support of Education (ARISE) is a program
to combat child labor in tobacco-growing communities trough education,
mobilisation, economic empowerment, and the promotion of a regulatory
environment conducive to child labour prevention, ARISE is funded by the Japan
Tobacco International (JTI) and jointly implemented by Winrock international
(WI) and the international Labour Organisation (ILO), Winrock international is
recruiting for a Planning, M&E, and Qual
ity Improvement (PMQI) position to
support the programme on a temporary basis, The PMQI will be based in Lilongwe
with periodic travel to project field sites. To apply for this position,

Bachelors degree in Social Science/Statistics/Computer
Science/Demography/Development Studies or equivalent from an accredited and
recognised university College, Hands on and progressive experience (more than 3
yrs) in project planning, M&E, and Quality Improvement with an internal NGO
preferred, Must have knowledge and skills of database such as STATA, SPPS, and
ability to design surveys and write comprehensive reports, The applicant must
be a dedicated team player with sound interpersonal skills and demonstrate
mentoring capability
Prepare and deliver presentations during ARISE and CREATE technical meetings
outlining achievements of initiatives under PMQI’s domain, Document success
stories, best practices and lessons earned and share them with the rest of the
program team to facilitate continued improvement and impact, Participate in the
drafting and development of monthly, quarterly, and annual reports, Ensure
compliance and adherence to the ARISE program SOPs and mentoring matrix, Assess
the achievement of Key Performance Indicators (KPIs) and work with the rest of
the team members to design Quality Improvement (QI) strategies to address any
observed shortfalls, Work with donor and partners on any external evaluations,
Assist external consultants/vendors as needed in the development of a
comprehensive and user-friendly database for the program, Work on and update
the ARISE and CREATE indicator Performance Tracking Table (IPTT), KPIs, and
Winrock institutional M&E data as
needed, Lead in the design, execution and reporting of program surveys,
including pre and post awareness surveys and other program surveys, Mentor Field
Assistants to enhance their understanding of the ARISE and CREATE programs’
M&E frameworks, specifically focusing on ARISE and CREATE data tools as
well as the flow and frequency of data collection analysis etc, Consolidate
draft quarterly and annual program reports and submit them to Program Director
for review and submission to Home Office and program donor, Ensure that field
Assistants and other program technical leads (Field Coordinator and
Agribusiness Specialist are submitting monthly activity reports according to
the monthly Activity Reporting Format (MARF), Track implementation of planned
program activities and ensure that implementation is done according to approved
work plans and that deviations are reported to the Program Director, Coordinate
with other program leads (Field Coordinator and
agribusiness Specialist) and Field Assistants to develop monthly, quarterly and
annual program work plans
