Prevention Project Manager based in Kigali, Rwanda
Purpose
WfWI
– Rwanda seeks a dynamic and experienced candidate for the position of GBV
Prevention Project Manager.
The Project Manager will be responsible for the
technical oversight and management of the project and will be part of WfWI’s
Senior Management Team in Rwanda.  The Project Manager will report to the
Country Director and work closely wi

th the HQ-based Project Director.

Background
Despite
strong government commitments and policies in place regarding gender-based
violence (GBV), lack of implementation of laws, multi-sector engagement, and
concrete actions to address cultural barriers that contribute to GBV remain serious
challenges.
WfWI’s
USAID-funded GBV prevention project (March 2018 – February 2020) will respond
to these challenges by strengthening Rwandan civil society’s ability to engage
the justice sector in the fight against GBV.  Specifically, this project
will seek to:
  • Create
    or strengthen GBV accountability mechanisms via civil society-led advocacy
    and interventions.
  • Deepen
    knowledge about GBV’s underlying social and power dynamics and legal
    frameworks among key justice sector players.
Key
project activities include:
  • Working
    with 10 selected national CSOs to build their capacity in:
    • NGO
      Management and Operations –
      management and governance,
      strategic planning and sustainability, monitoring and evaluation;
    • Outreach
      and Cooperative Advocacy –
      project development and
      implementation, cooperative and evidence-based advocacy, coalition
      building and networking; and
    • GBV
      and Men’s Engagement
      – approach and methodology to
      target male champions to address the cultural and social barriers to
      women’s rights and engagement.
  • A
    three-day GBV Mapping and Advocacy Conference
    will
    deepen stakeholders’ knowledge of current anti-GBV efforts in Rwanda,
    define and address implementation challenges, develop recommendations to
    improve coordination in GBV responses, and prime grantees for their
    advocacy work.
  • Provide
    up to six Advocacy and Accountability Grants
    will
    awarded through a competitive process to the CSOs who successfully
    complete all of the trainings to support cooperative advocacy projects
    that address structural and implementation gaps in government anti-GBV
    efforts.
  • A
    one-day Lessons Learned Conference will bring together grantees, relevant
    government agencies, and other stakeholders to share success stories,
    develop key recommendations, and plan how to keep working together on
    GBV-related issues beyond the life of the project.
Duties
and Responsibilities
The
Project Manager will lead on ensuring the delivery of the project by:
  • Providing
    technical direction for the project and management of project activities
    (see above)
  • Providing
    leadership to the project team, including the Grants Manager and the
    Advocacy Coordinator to ensure programming to achieve project results.
To
support the overall implementation of the project, the project manager will:
  • Ensure
    that USAID and WfWI reporting requirements on program impact .
  • Serve
    as WfWI’s liaison to USAID, partners, the Government of Rwanda, and other
    key project stakeholders.
  • Oversee
    project planning (i.e., development of work plans and operating budget)
    and reporting (i.e., review and approve periodic budgets and reports).
  • Assist
    and work with WfWI colleagues to develop and finalize organizational
    priorities, goals and objectives and work plans related to the GBV
    Prevention program.
  • Manage
    project budget to meet expected results, ensuring cost-effective use of
    donor resources.
To
support effective implementation of stakeholder engagement, the project manager
will:
  • Help
    identify gaps in the government’s efforts to implement its anti-GBV
    policies and programs.
  • Mapping
    and identifying potential partners (such as other NGOs, advocacy networks,
    etc.).
  • Ensure
    close coordination with other relevant initiatives in the .
  • Sensitize
    communities and other stakeholders, including the Government to the GBV
    Prevention Program.
  • Share
    WfWI’s evidence and learning on GBV with key stakeholders including donors
    and representatives of international bodies in Rwanda. will include
    building and maintaining connections with them through, for example,
    meetings and correspondence.
To
support effective implementation of the capacity building component, the
project manager will:
  • Map,
    identify and build capacity building relationships with national CSOs.
  • Provide
    technical assistance to the development of effective capacity building
    plans, working with selected partners.
  • Oversee
    and monitor the of organizational capacity development to local
    organizations, using customized capacity building tools and approaches to
    ensure measurable impact.
  • Ensure
    that WfWI provides high-quality technical assistance to local partners.
  • Conduct
    regular monitoring and mentoring visits to local partners.
  • Work
    with WfWI colleagues (globally) to help develop training material to the
    local context.
To
support effective implementation of the grants, the project manager will:
  • Oversee
    the Grants Manager in helping partners establish reporting and tracking
    systems to provide key information in an efficient and timely manner.
  • Ensure
    the grants are well-written and within USG guidelines.
Qualifications
and Skills
  • USAID
    and USG grant management experience;
  • Minimum
    Master’s Degree or equivalent post-graduate qualification* (will consider
    experience in lieu of advanced education degree);
  • At
    least 10 years of experience managing civil society strengthening and
    advocacy programs;
  • Demonstrated
    experience in international development and civil society program design,
    implementation evaluation, and policy advocacy work;
  • Excellent
    program management and organizational skills, including organizing events;
  • Excellent
    leadership skills: strategic vision, professional reputation, management
    experience, interpersonal skills, and writing and oral presentation
    skills;
  • Technical
    expertise and experience in GBV prevention programs, including men’s
    engagement programming;
  • Technical
    expertise and experience in capacity building with CSOs;
  • Exceptional
    communication and collaboration skills and a proven track record of
    interacting and working effectively with other projects, high-level
    government counterparts, civil society, and international agencies;
  • Effective
    personnel management, coordination, and decision-making skills with an
    ability to troubleshoot issues and develop solutions; with the political,
    economic, social, and cultural context of Rwanda;
  • Expertise
    in women’s rights programming in Rwanda;
  • Ability
    to work well with individuals from diverse cultural, linguistic, and
    professional backgrounds;
  • Strong
    working experience with regional, continental and global women’s
    empowerment organizations, networks and movements;
  • Skills
    and knowledge in gender and conflict analysis;
  • Professional
    level English ability – both written and oral.
