JOB
PURPOSE:
To lead and ensure
successful implementation of the project called:” Improving health and
sanitation in vulnerable communities and schools of the Southern Province of
Rwanda by 2021” to be implemented in Nyamagabe District, ensuring donor
requirements are observed and in line with District Integrated WASH Programme’s
objectives and WARw’s Country Programmes strategy. This will be achieved by
developing a strong programme of work in line with WaterAid’s overall strategy
and policy objectives, including supporting partner organisations, to implement
projects according to WaterAid’s sustainability framework.

- Work
with HoP and SMT to develop WARw strategic direction, Design
community based water, sanitation and hygiene development projects in
Nyamagabe District and any other areas as decided by the programme and support
partner organisations to implement the activities.
· Taking part in the
development of WARw Multi-year strategy, Annual Planning and quarterly,
bi-annual and annual reviews
· Facilitate
development of proposals to meet emerging community needs around WASH.
· Ensure guidelines
are provided to partners in accordance with the WaterAid’s guidelines.
· Partners’ plans
are reviewed to ensure they are in line with WARw’s strategic direction.
· Working plan is
produced, revised and submitted quarterly, bi-annually and annually, and/ or as
required by the line manager.
· Detailed
programmes activities are developed; activities are delegated to specific
partners and guidelines effectively communicated.
· Resources (Finance
and Human Resource) are planned, well-coordinated to effectively support
programs/projects implementation
· Budget holder
responsibilities carried out accordingly
· Ensure that the
project is meeting its goals, outcomes, and outputs on time and on budget
- Support
the Head of Programmes to monitor
partner organizations implementation of the project according to plans and
ensure the project objectives are met and in relation with WaterAid
strategic objectives
· Ensure that Term
of References (TORs) for baseline, program midterm and final reviews developed
are in line with WASH programme requirements in collaboration with Impact
Assessment & Shared Learning (IA&SL) and are adhered to.
· Ensure that
Participatory Review and Reflection Processes (PRRP) are conducted annually in
collaboration with IA&SL.
· Regular monitoring
and evaluation are conducted to ensure local partners implement activities as
the planned.
· Lessons learnt are
synthesized and shared within Partners and WA at large.
· Project review
activities are well coordinated and the recommendations are followed up.
- Support
the Head of Programme to systematically build the capacity of
‘partner’ organizations in areas of WASH service delivery, policy
advocacy, influencing, planning, monitoring and evaluation, financial
controls and management, as well as strategic development
· Needs and
opportunities for training and capacity building for partners are identified
· Regular technical
supports and on the job coaching are provided to partners
· Trainings,
workshops are delivered/coordinated to improve partners’ program knowledge, technical
skills, and management capacity
· Partners receive
sufficient supports in establishing organizational systems, accountability
mechanisms and procedures
· Partners are
capable in planning, implementing and managing programme and advocacy activities
independently
· Partners are
capable of raising funds
- Develop
and manage
relationships with ‘partner’ organisations especially in the District Wide
Approach Programme to ensure the effective implementation of the project
· Potential partners
identified, evaluated and selected
· Lead the process
for establishing Memoranda of Understanding with GoR WASH partners, and other
non-governmental WASH partners
· Partner
performance reviews undertaken regularly
· Communication with
all stakeholders is maintained regularly
· Good relationships
with the local government officials, local communities, civil society
organisations and other influential stakeholders are established and maintained
to support programmes and advocacy activities
· Networks of
partner organizations are developed to provide technical support to
program/project activities.
· Finances are well
managed in accordance with the approved plan, budget and WA’s regulations.
· Monthly and
Quarterly expenditure variance analysis are well done and explained.
- Work
Closely with the Policy Programme Manager to ensure that advocacy and
influencing work is properly linked with the project.
· Workshops and
trainings are organized/delivered to community groups, local authorities and
other stakeholders to enhance their understanding and supports on advocacy
issues
· Small-scale
advocacy events are well coordinated at the grassroots level
· Equity and
Inclusion at the grassroots level is promoted, in collaboration with local
partners, through advocating local policy makers
· Policy, Research
and Advocacy (PRD) receives inputs and supports from the grassroots to advocate
policy makers at higher level
- Work
with HoP, Policy Manager, WASH Programme Manager and M&E Coordinator
to Develop, produce and disseminate high quality information and materials
project achievements, stories and challenges
· The HoP receives
sufficient support on compiling reports and filling information of the project
· Six-month reports
to mid-year reporting process are well compiled and timely submitted. Also
annual report is submitted, with IA&SL support
· Donors’ reports
are synthesized and submitted
· Donor’s field
visits are planned, coordinated, meetings with relevant parties organised and
reports are compiled.
- Undertake
donor engagement and servicing activities as may be required from time to
time
· Technical
logistics and itinerary for visitor’ field visits are well arranged, and
visitors are provided sufficient supports
· Donor technical
briefing and pre-visit information is prepared and disseminated
· Field itinerary is
prepared and tested before visits take place
· Donor feedback
sessions are organized and properly documented
- Support
the HoP and partners in design of technical outsourcing works,
identification, management and monitoring of consultants
· TORs are developed
and appropriate consultants are selected
· Consultants are
well inducted, monitored and evaluated
· Sufficient
supports are provided to consultants to fulfil their work
· Consultants’
reports are reviewed and approved.
- Ensure
implementing partners are in line with donor requirements
· Donor requirements
explained to partners via start up workshop and review meetings,
· Guidelines and
policies related to grants management shared with the donors,
· Provide reporting
tools and other necessary tools to partners
6. QUALIFICATIONS
REQUIRED
Education
Bachelors of Science
degree in Civil Engineering field, Social Sciences Environment Health, Public
health, or any other related sciences
Work experience
· 5 years working
experience in Project management in a Development field.
· INGO/LNGO working
experience is preferable
· Experience in
policy and advocacy work is highly desired
· Proven experience
in Sanitation Marketing
Technical
knowledge/skills
Excellent
negotiation, facilitation and presentation skills.
Proven report
writing skills
Knowledge of local
level issues
Language
Fluent in English
and Kinyarwanda (both written and spoken), and working knowledge of French
