In 2015, VSO Rwanda
Programme underwent a major restructuring process with the aim to improve
effectiveness and efficiency to deliver on its mandate to the people of Rwanda
at the community and district levels. This restructuring was also in line with
the changing strategic orientations as embodied in the new strategy with the
continuous focus on the four thematic areas of, Education, Livelihoods,
Governance and Health.
Role

Since May 2015, L3
Plus project has been contributing to equitable access to education for
students with special educational needs within mainstream schools by providing
skills, resources and materials for educators, parents/caregivers, healthcare
providers, CHWs and NCPD representatives to achieve improvements in education,
care and support of children with special needs as well in care and support for
children with special needs and affecting change in attitudes amongst the wider
community. L3 Plus is focused around two Resource Centres acting as community
hubs.
OBJECTIVES
OF THE END-LINE EVALUATION
General
Objective
VSO Rwanda conducts project and programme evaluations as part of its commitment
to results based management and evidence-based approach. Evaluation results are
used to improve decision‐making
and evaluate performance, and to improve project and programme design and
implementation. The purpose of this evaluation is to assess the relevance,
efficiency, effectiveness, cost‐effectiveness,
processes, and sustainability of the project, to date, to identify lessons
learned and best practices, and to provide recommendations for improving
performance. The findings of this evaluation will be used to inform future
programming, scale up or replication of the model for similar projects.
Specific Objectives:
This evaluation will:
1.Assess the relevance of the project’s intended results
2.Assess the efficiency and cost‐effectiveness
of project implementation, to date
3.Assess the effectiveness of the project in reaching its intended results
4.Assess the appropriateness of the project design and management arrangements
for achieving its stated objectives
5.Assess prospects for sustainability
6.Identify lessons learned and best practices and
7.Make recommendations for improvements
Skills,
qualifications and experience required
The consultant will
have proven experience of having carried out such assignments before and shall
have at least three (3) years of experience conducting Assessments, Evaluation
and shall be conversant in research.
-S/he must have a
degree in any of the following areas Education, Special Needs Education,
Psychology, Social Sciences, Development studies, Public Health and with
significant exposure to conducting social research.
-Must have very good knowledge of SPSS and the ability to extract, clean and
analyze both quantitative and qualitative data.
-Should be available to start work immediately upon selection
-The candidate should be fluent in English and have strong ability to produce
quality report
-The consultant must be conversant with a good knowledge of Kinyarwanda.
-The consultant should have conducted at least two similar pieces of work
(Completion certificates or recommendation letters) or two research
publications
Allowance and
accommodation
All volunteers have
an allowance paid in local currency. The allowance meets reasonable living
expenses in country, but will not be enough to send money home.
VSO works with some
of the poorest communities in the world which means accommodation varies and
will be basic.
