Overview:
The
Urugo Women’s Opportunity Center (WOC) is a multi-purpose community center in
the heart of Kayonza, which promotes the social and economic empowerment of
women in Rwanda. The Center offers education and rights training, job-skills
training and economic and employment opportunities for women and the community
at-large. With the goal of achieving self-sustainability, the Center also
operates revenue-generating activities to finance its educational and trainin

work, such as lodging facilities, restaurant and bar, coffee shop, handicraft
gift shop, market stalls, food production unit, and rental of space for
meetings and events.  The Urugo-WOC is managed and operated by a Limited
Liability Company (LLC) fully owned by Women for Women International.

Purpose:
The
Urugo Women’s Opportunity Center seeks a qualified Finance and Administration
Manager to be responsible for the day-to-day financial and administrative
operations at the Center, including monitoring and analyzing the Company
accounts and budget, preparing monthly financial reports, managing assets,
stocks, procurement, service contracts and ensuring that all activities are
carried out in strict accordance with established policies and procedures. This
position reports to the Executive Director ofUrugo-WOC.
Key
Responsibilities:
Finance:
  • Ensure
    efficient, timely and accurate processing and recording of all financial
    transactions in the QuickBooks accounting software.
  • Ensure
    complete documentation and audit trail for each transaction is maintained,
    filed and easily retrieved.
  • Reconcile
    all accounts including bank statement at the end of each month or as/when
    required.Prepare monthly financial reports.
  • Monitor
    budget expenditures and provide accurate projections on a monthly basis.
  • Ensure
    efficient management of cash and close supervision of the Cashier and all
    points of sale.
  • Process
    Payroll and ensure timely remittance of all statutory deductions.
  • Ensure
    compliance with Rwanda fiscal and labor laws.
  • Coordinate
    annual financial audit in consultation with the Executive Director;
    implement audit findings.
  • Monitor
    financial compliance and execution of all out-sourced service delivery and
    contractual agreements.
  • Ensure
    strict compliance with all establishedcompany policies and procedures.
Administration,
Procurement& Logistics:
  • Ensure
    the WOC site and facilities are maintained in a safe, clean and efficient
    manner.
  • Supervise
    support staff and service contracts (including; security guards, internet
    service provider, driver and mobile phone provider, maintenance and repair
    works).
  • Establish
    and maintain an efficient filing system for the WOC (electronic and
    print).
  • Manage
    utilities (water, electricity, sewage, refuse) and process payments to
    vendors as per respective contracts and invoices.
  • Responsible
    for timely procurement of goods and services as needed, in accordance with
    established policies and procedures.
  • Maintain
    good communication and relations with suppliers and service contractors.
  • Maintain
    an accurate and complete register of all WOC physical assets; oversee
    physical verification of assets on a regular basis.
  • Oversee
    the efficient management of office supplies, storage and stock inventory.
  • Support
    the Executive Manager to maintain insurance and legal requirements of the
    WOC.
Human
Resources:
  • Support
    recruitment activities for the WOC as directed by Supervisor.
  • Maintain
    the personnel records for WOC staff.
  • Ensure
    a thorough orientation of new WOC staff and exit formalities for departing
    staff.
  • Administer
    and track staff compensation and benefits as guided by WOC policies.
  • Stay
    abreast of Rwanda Labor Law requirements and new initiatives; alert
    Executive Director to any developments that have implications for the WOC.
  • Performance
    manage direct reports in line with WOC’s performance management framework,
    including the setting of annual performance objectives, development plans,
    performance appraisal and regular 1:1 meetings regarding progress
    throughout the year.
  • Provide
    coaching, mentoring and on-the-job training to subordinates
  • Other
    Duties as Assigned by Supervisor
Required
Skills &Qualifications:
  • Minimum
    Bachelor’s Degree in Commerce or Business Administration (accounting
    option preferred) or related field;CPA 2 equivalent
  • Minimum
    7 years work experience, of which at least 3 years in a managerial role,
    in the field of accounting, auditing and management control in an
    international organization, NGO, audit firm or a private company.
  • Excellent
    computer skills including Microsoft Word, Excel, Outlook; experience with
    QuickBooks accounting software a strong advantage;
  • Highly
    organized and detail-oriented with strong analytical, reasoning and
    problem-solving abilities;
  • High
    level of integrity and ability to lead by example on standards of
    excellence and honesty;
  • Ability
    to handle confidential and sensitive information with discretion is
    required;
  • Fluency
    in English and Kinyarwanda required; French an added advantage.
