United Nations Volunteers (UNV)
program is the UN organization that
promotes volunteerism to support peace and development worldwide. Volunteerism
can transform the pace and nature of development and it benefits both society
at large and the individual volunteer. UNV contributes to peace and development
by advocating for volunteerism globally, encouraging partners to integrate
volunteerism into development programming, and mobilizing volunteers.
In
most cultures volunteerism is deeply embedded in long-established, ancient
traditions of sharing and support within the communities. In this context, UN
Volunteers take part in various forms of volunteerism and play a role in
development and peace together with coworkers, host agencies and local
communities.
In
all assignments, UN Volunteers promote volunteerism through their action and
conduct. Engaging in volunteer activity can effectively and positively enrich
their understanding of local and social realities, as well as create a bridge
between themselves and the people in their host community. This will make the
time they spend as UN Volunteers even more rewarding and productive.

Brief
Project Description
:
Located
in 7 districts (Karongi,Rusizi, Nyagatare, Nyamasheke, Rutsiro , Ngororero and
Gicumbi), the Joint Youth Program (JYP) that falls under the United Nations
COD, generally intends to increase, through voluntary services, and
participation of youth at all levels, the use of and access to high quality
friendly services in a socio-political and cultural environment favorable to
psycho-social, emotional and physical development of adolescents and young boys
and girls. In the same way, the program also intends to involve the youth in
the development in Rwanda, while respecting equity between sexes and human
rights in general and particularly those of youth.
 
The program intends to increase Youth (Boys and Girls) participation in
socio-economic development processes and responsibility at national and
decentralized levels; Access to a minimum package of youth friendly SRH
services and enhance safer SRH behaviors by boys and girls.
Program
Components

-Participation and education on citizenship, gender, human rights,
environmental education, community life and voluntary services;
-Professional training, accessibility to employment and income generating
activities;
-Sports, cultural activities and games, as a means of psycho-social, emotional
and physical development of adolescents and youth of both sexes.
-Information, education and counseling in Sexual and Reproductive Health (SRH),
including education on family life and responsible parenthood plus adolescent
sexual and reproductive health (ASRH) services.
The JYP benefits from technical and financial support from the One UN in
Rwanda, namely through a joint intervention of the following agencies and
programs: ILO, UNDP, UN-FPA, UN-HABITAT, UNICEF, and UNV.

Organizational
Context
:
The Government of Rwanda represented by the Ministry of Youth and ICT
implements the Joint Youth Program (JYP) in collaboration with PSI Rwanda that
implement the SRH Component. In order to provide the youth with more integrated
multi-sectoral services brought by this program, the MYICT uses Youth Centers
as a favorable, recreational and friendly environment and as the main strategy
for the mobilization of the youth. The National UN Volunteer works and manages
the Youth Centre in the concerned District.
The National UN Volunteer will work closely with the Districts and report to
the JYP Coordination team which is under the MYICT.

Description of tasks:
Under the supervision of the JYP National Coordinator and in close
collaboration with the Local Steering Committee, the National UN Volunteer will
act as Manager of the Ngororero Youth Centre. He/she will be in charge of
facilitating the project interventions within the district and participate in
its implementation through the following activities:
•    Manage the youth centre and represent it to the local
authorities.
•    Support the district in setting up a Local Steering
Committee for youth centers.
•    Prepare and submit the work plan, budget and the annual
finances of the centre to the validation of the CA.
• Establish the centre´s periodical work plans and ensure its implementation.
•    Write-up and present the centre´s periodical activity
reports.
•    Manage the equipment and goods of the centre.
•    Manage the project´s bank account and give regular updates
to the CA.
•    Establish the centre´s working hours and supervise the
centre´s attendance.
Prepare and participate in the meetings for the Local Steering Committee for
the district of the centers.
•    Participate in the setting up of the strategy of the
centre´s resource mobilization and ensure its implementation within the
districts.
•    In partnership with other youth contributors, take part in
the implementation of the National Youth Policies in Rwanda.
•    Initiate projects aimed at promoting youth and volunteerism
at district level.
•    Promote and develop the project´s activities in all its
areas.
•    Ensure the use and promotion of volunteerism in the
implementation of the activities.
•    Participate in the capitalization of the experiences.
•    Input and record all documents.
•    Take on other duties required which relate to the job
description.
Furthermore, UN Volunteers are expected to:
•    Strengthen their knowledge and understanding of the concept
of volunteerism by reading relevant UNV and external publications and take
active part in UNV activities (for instance in events that mark IVD);
•    Be acquainted with and build on traditional and/or local
forms of volunteerism in the host country;
•    Reflect on the type and quality of voluntary action that
they are undertaking, including participation in ongoing reflection activities;
•    Contribute articles/write-ups on field experiences and
submit them for UNV publications/websites, newsletters, press releases, etc.;
•    Assist with the UNV Buddy Program for newly-arrived UN
Volunteers;
•    Promote or advise local groups in the use of online
volunteering, or encourage relevant local individuals and organizations to use
the UNV Online Volunteering service whenever technically possible.

Output:

•    The youth centre is managed in an efficient way
The work plan of the youth centers is developed, implemented and monitored
resources of the centre are well managed
e local steering committee is functioning
•    A resource mobilization strategy for the centre has been
developed and implemented
•    The promotion of volunteerism for peace and development is
a priority of the youth centre and district
•    A final statement of achievements towards volunteerism
Qualifications/Requirements:
•    University Degree in management, business administration,
social sciences or a related field
• Possess at least 2 years of professional experience in animation, trainings
or having worked with youth and adolescents.
•    Have strong networking skills, ability to take initiative
and the ability to remain calm in stressful situations.
•    Good knowledge of volunteerism and volunteer management
experience would be an asset
•    Possess team spirit and good organizational skills.
•    Possess a driver´s license.
•    Good knowledge of computer programs.
•    Possess the skills to work within a team but also as a team
leader.
•    Resident within the district at the time of recruitment and
good knowledge of the district
context and relevant actors.
•    Fluent in Kinyarwanda (written and spoken)
•    Good knowledge of French and/or English

Conditions
:
The National UN Volunteer will work within the Youth Centre at Ngororero
District.
Conditions
of Service
A
national UN Volunteer contract; monthly Volunteer Living Allowance (VLA)
intended to cover the basic living costs of the national UN Volunteer and her
or his family where applicable in the country of assignment, equivalent to
293,590 RWF; settling-in-grant and reimbursement of moving costs (where
applicable); training and learning allowance; medical, dismemberment and life
insurance; resettlement allowance for satisfactory service.
