1. Background,
Purpose and Justification
UNICEF
places high priority on the registration of births for all children and
ensuring that all registered children have birth certificates. Timely and
efficient birth registration systems enable governments to know and plan for
children born in a year and thereby plan for all required services that are key
for their development. According to Rwanda’s 2012 Population and Housing
Census, only 67% of children under 5 years are registered; a substantial
variation from the target, considering that Rwanda instituted compulsory and
universal birth registration to ensure every child of Rwanda’s rights to
identity and nationality.
Consistent
with the legal and policy framework of Rwanda, including the Constitution of
Rwanda, Law N°54/2011 of 14/12/2011 Relating to the Rights and the Protection
of the Child and National Integrated Child Rights Policy of 2011, and as part
of the global effort to underscore the importance of birth registration, UNICEF
Rwanda is committed to working with relevant government partners to build
sustainable civil registration and vital statistics systems. Recognising civil
registration as one of the key priorities of the Government of Rwanda (GoR)
through the development and implementation of the 2014-2018 Second National
Strategy for the Development of Statistics (NSDS2), the National Institute of Statistics
of Rwanda (NISR) and other key national stakeholders, including the Ministry of
Health (MoH), the Ministry of Local Government (MINALOC), the Ministry of
Justice (MINIJUST) and the National Identification Agency (NIDA), have
undertaken a national initiative to strengthen and modernise the Civil
Registration and Vital Statistics (CRVS) system in Rwanda and allow the GoR to
obtain comprehensive and, up-to-date statistical data that complement official
statistics from surveys and censuses and support generation of national
policies and programmes that are evidence-based. In particular, NISR in
collaboration with NIDA has developed and introduced a modernised CRVS
web-based application system that facilitates the collection, storage and
production of vital events data from civil registration, including causes of
deaths, through the online notification at health facilities and registration
at sector office. However, despite the efforts to revitalise the national CRVS
system, it is not yet complete and sufficiently reliable for producing regular
and continuous vital statistics on civil registration.
It
is against this background that the GoR in collaboration with UNICEF and other
partners has decided to conduct the CRVS comprehensive assessment and CRVS business
process study in order to review the current system and its operations and
examine strengths and weaknesses to draw lessons learnt and identify ways to
improve the system. This will allow the country to develop specific strategies
and interventions to reform the existing CRVS system into a well-functioning
CRVS system that will enable all vital events occurring in Rwanda to be
registered within the officially allowed time limit and timely reported.
2. Objectives
The
main objective of the assignment is to plan and conduct a comprehensive
assessment, which aims to identify strengths and weaknesses in the current CRVS
system, draw lessons from what has and has not worked, and how improvements
have been made and sustained. The comprehensive assessment will entail (i)
planning and implementation of a baseline study (qualitative research) on
registration and certification of births within the CRVS business process in
Rwanda that will deepen the understanding of the incentives and barriers with
regards to use of CRVS system; (ii) an analysis of the existing CRVS business
processes and regulatory framework, taking into consideration identified
barriers, bottlenecks and incentives, and designing of the most ideal process
maps; and (iii) generating a database (matrix) of on-going interventions and
identifying the potential partners supporting the continuous process of
modernising the CRVS system. The outcome of the assessment will guide the
development, approval and dissemination of a costed CRVS strategic plan that
entails a clear action plan for revamping the CRVS system in Rwanda for greater
efficiencies and more effective outcomes, in terms of coverage and
completeness, outputs and their uses.
The
specific objectives outlined in the following five areas of concern are:
(a)
Consolidating programme initiatives of stakeholders in CRVS
(b)
Broadening the level of understanding and knowledge about the state of the CRVS
system in Rwanda including barriers and bottlenecks in access to and
availability of CRVS services to clients
(c)
Determining the required institutional arrangements, and whether greater
efficiencies can be gained from leveraging stakeholder cooperation and
advancement in technology
(d)
Mobilising support for revitalising the CRVS system in the country
(e)
Developing a comprehensive programme plan to improve the CRVS system in Rwanda
3. Methodological
Approach and Expected Outputs
The
assessment aims at addressing the need to avail baseline information and data
that will enable the stakeholders to develop effective and efficient strategies
to fast track the strengthening and use of CRVS system in Rwanda. The CRVS
comprehensive assessment will look at baseline knowledge, attitudes and
practices, and barriers to the uptake of civil registration services at the
country and sector level.
The
methodology will involve the use of four clear stages as follows:
(1)
Desk review and analysis of existing documents and studies of what has been
done to date, the results of previous assessments and how they have been used
to improve the system
(2)
An analysis of the information generated from the system, to determine any
biases and limitations
(3)
Stakeholder consultations and joint assessment of the system
(4)
Field visits to assess institutional arrangements and actual functioning of the
system (qualitative methods)
The
areas for review will include, among others:
1)
Review of the current status of the CRVS system in Rwanda in service delivery
and production of data
2)
Analysis of bottlenecks of the registration process and challenges faced by
parents/guardians in registration and acquiring birth and death certificates
for their children and relatives. The review is expected to systematically
examine the following elements:
(a)
Enabling environment and system: Legislation/ policy, social norms,
budget/expenditure, management/coordination, civil registration infrastructure;
(b)
Supply: Availability of essential inputs, access to adequately staffed
services, facilities and information, capacities of human resources;
(c)
Demand: Financial access, cultural practices and beliefs, level of awareness of
registration agents and the general public on the importance and process of
civil registration, continuity of use;
(d)
Quality: Quality standard of services
3)
Assessment of the strength, achievements and the sources of success of the
current registration system to ensure timely delivery of the registration data
for vital statistics generation when required for planning purposes.
Under
the guidance from the Senior Advisor from the African Development Bank (AfDB),
the consultancy will have the opportunity to discuss and propose amendments to
the methodology at initial planning meetings with the Task Team and other
stakeholders at the beginning of the process, as long as the purpose of the
study is maintained and expected deliverables are produced at the required
level of quality. This includes developing data gathering tools using
quantitative, qualitative observations and other appropriate methods
(measurable indicators), training plan of research assistants/enumerators for
data collection, site selection, development of agenda, guidelines and
activities for field work, processing data using an acceptable statistical data
analysis package, ensuring data quality and others.
The
assessment is expected to generate information required to:
1)
Ensure legal identity of individuals so that “no one is left behind’;
2)
Strengthen and upgrade the CRVS system to generate timely and efficient data
and statistics for planning and resource allocation;
3)
Upgrade the 5-year CRVS Roadmap and develop a costed strategic plan for
accelerating improvements or reengineering the national CRVS system, including
improving and strengthening the process of modernising CRVS system in Rwanda;
4)
Propose innovative ways to improve the automated systems of civil registration
within the existing IT systems;
5)
Explore possibilities of facilitating service seekers to apply for birth and
death certificates at the point of delivery as opposed to the current practice
where only notifications can be obtained at the point of delivery;
6)
Explore opportunities for integrating birth and death registration with other
sectors (health, education, child protection, social protection etc[ER1] .);
7)
Strengthen the use of evidence-based research by birth and death registration
data to support advocacy for extra resource allocations towards civil
registration activities;
8)
Contribute to strengthening the legal and policy framework as well as modelling
innovative approaches as part of the evidence generation on ‘what works well’.
4. Major Tasks,
Deliverables, & Timeframe
The
scope of work for this national consultancy is to (i) lead activities towards
the preparation for the comprehensive assessment, (ii) guide the assessment
process and; (iii) produce the comprehensive assessment report. The report will
present the status of the CRVS system in Rwanda based on the findings of the
assessment. This will among others include the current national CRVS business
process model for birth, death[1], marriage and divorce registration and where
possible propose improved business process models for each event. Under the
overall supervision from both the NISR/CRVS Team and UNICEF, the incumbent will
liaise with and work closely with the government partners during the planning,
design, and implementation of the entire assessment process. Under the close
collaboration and guidance of the Senior Advisor from AfDB, the National
Consultant will also support the production of costed strategic plan for the
national CRVS system to move forward for approval and dissemination.
The

  • A

Preparation
for the comprehensive assessment
  • The
    NC will lead the national team in preparing for the comprehensive
    assessment.
  • Expected
    Deliverable(s): An inception report for the comprehensive assessment. The
    report will include collating materials for the desk research; reviewing
    and adapting of the APAI-CRVS assessment tools; undertaking a stakeholder
    analysis to establish key institutions that should participate in the
    assessment; devising criteria and selecting areas for field work;
    preparing guidelines for field work

Conducting
the Comprehensive Assessment
  • The
    National Consultant will work with the senior advisor to conduct an
    orientation and training workshop for task teams; direct and help the
    teams to conduct desk review; field work; to prepare thematic reports; to
    prepare the as-is and the “to-be” business processes for each of the four
    events; and to prepare assessment reports. The National Consultant will be
    responsible for compilation of the final assessment report.

  • The
    National Consultant will carry out a separate analysis for any finding and
    study conducted during the whole process of assessment. This includes data
    generated from the existing system and information gathered from field
    visits and stakeholder consultations

Debriefings
/ feedback
  • The
    National Consultant will report the preliminary findings to the NISR and
    UNICEF as well as key stakeholders for CRVS in a timely manner (3 weeks
    after completion of data collection). He/she needs to present draft
    reports –identifying key findings, conclusions, recommendations and
    lessons for the current and future programming, taking the outputs of the
    debriefing session into consideration. This report will be reviewed and
    validated by UNICEF, NISR and the technical working group (TWG) members.
  • Expected
    Deliverable(s): Presentations of the 2 reports in PowerPoint or preferred
    application to be presented to partners and stakeholders at national and
    sub-national levels.

Development
of the final assessment report
  • The
    National Consultant will be responsible for compilation of the final
    assessment report. The final reports will contain a short executive
    summary and a main body of the report covering the background of the
    planned intervention, a description of the assessment methods and
    limitations, findings, conclusions, perceived lessons to be learned, clear
    recommendations to move forward. Recommendations should be specific and
    feasible. The report should also contain appropriate appendices, including
    cited resources or bibliography, a list of those interviewed and any other
    relevant materials. The final report will be submitted one week after
    receipt of the consolidated feedback from the NISR, UNICEF and key
    stakeholders.

    CRVS in Rwanda

Development
of costed strategic plan
  • The
    National Consultant will organise a workshop to develop the strategic
    plan, and work with the task team leaders and planning team to draft the
    plan. Upon finalisation, the National Consultant will work with the relevant
    stakeholders to finalise and submit the plan after conducting a
    stakeholders’ validation meeting for approval and dissemination.

Development
of CRVS stakeholder database
  • The
    National Consultant will prepare a database/matrix of all CRVS partners
    identified in the country and their ongoing interventions. The matrix
    should clearly show the possible linkage to the CRVS strategic areas as
    defined in the CRVS strategic plan (2016-2020).

5. Stakeholder
Participation
The
programme of work involves stakeholder consultations, task team work and
closely work with NISR and UNICEF as well as other relevant stakeholders with a
guidance from the Senior Advisor from AfDB. Other development partners are also
to be involved at various stages of the conceptualisation, review and
finalisation of the plan.
6. Qualification and
Requirements
·
Qualification: Masters in social sciences, public health, epidemiology,
statistics, Population Studies or other relevant field of study, or equivalent
of Bachelor’s degree with plus 4-5 years of work experience in the same
relevant field of study mentioned above;
·
Demonstrable experience in leading surveys, conducting focus group discussions
and in-depth interviewing skills. Past experience working on CRVS is an added
advantage;
·
Strong analytical skills and ability to clearly synthesise and present
findings, draw practical conclusions, make recommendations and to prepare
well-written reports in a timely manner;
·
Experience in qualitative data collection and data analysis techniques, especially
targeting children and caregivers of children as well as local administrators;
·
Knowledge and experience working with the UN, international child-focused
humanitarian organisations or the Government of Rwanda preferred;
·
Demonstrated capacity to work both independently and as part of a team;
·
Excellent writing and presentation skills in English, with relevant writing
samples of similar studies reports. Knowledge of French and Kinyarwanda is an
added advantage;
·
Availability for the period indicated.
7. Supervision
The
National Consultant’s duties will be supervised by UNICEF Child Protection
Section and the NISR/CRVS team throughout the contract period, with a guidance
from the Senior Advisor from the AfDB.
8. Terms and
conditions
·
The National Consultant is expected to commit fully to this task as per the ToR
and adhere to the tasks, subject to inclusion of additional duties as required
by the supervisor.
·
The National Consultant’s duties will be supervised by UNICEF Child Protection
Section and the NISR/CRVS team throughout the contract period, with a guidance
from the Senior Advisor from the AfDB.
·
The timeframe for the assignment should not exceed 4 months, starting from
Beginning of June 2016. Under the consultancy agreements, a month is defined as
21 working days.
·
No contract may commence unless the contract is signed by both UNICEF and the
consultant.
·
All products arising from this study will be jointly owned by the NISR, UNICEF
and key stakeholders and that NISR and UNICEF will be free to adapt and modify
them in future. The National Consultant will not be allowed, without prior
authorization in writing, to present any of the analytical results as his or
her own work or to make use of the study results for private publication
purposes.
·
Consultant will be required to adhere to all ethical considerations relevant to
the protection of the CRSV users, data protection and particularly protection
of children as per UNICEF guidelines and national legislation[ER2] .
·
UNICEF reserves the right to withhold all or a portion of payment if
performance is unsatisfactory, if work/outputs is incomplete, not delivered or
for failure to meet deadlines
·
The National Consultant will not have supervisory responsibilities nor authority
on UNICEF budget and other resources.
·
The National Consultant may be supported by enumerator(s) from NISR for field
visits. Whether to be supported by enumerator(s) and/or the exact number of
enumerator(s) will be decided during the pre-assessment period through a joint
discussion with NISR and UNICEF. Costs and on-field (in-country) transport will
be arranged by UNICEF as per UNICEF policy.

The National Consultant must complete basic security and advanced security in
the field prior to travel.
·
The National Consultant will use private computer for the consultancy period.
·
Non-UNICEF staff (including individual consultants) issued with UNICEF Travel
Authorization are not covered by the insurance which automatically applies to
UNICEF staff, and are fully responsible for arranging their own insurance
cover.
