  1. Background
    and rationale of the TORs
Trócaire
is the official overseas development agency of the Catholic Church in Ireland,
established in 1973 and currently has presence in more than 17 countries in
Latin America, Africa and Asia including Rwanda. Trócaire has been operating in
Rwanda since 1994 and is currently implementing a 5 year Strategic plan from
2016-2020 focused on 3 programme pillars
: Resource Rights, Women’s Empowerment
and Preparing and Responding to Emergencies
. Trócaire does not implement
programme directly. Instead the organisation works in partnership with local
civil society and Catholic organisations in 7 districts in Rwanda.
Trócairehas
obtained co-funding from
Ikiraro
cy’Iterambere Programme
to
implement the project entitled “
Holding
duty bearers to account for the implementation of the GBV policy
effective 16 October 2017.
The project is oriented towards ensuring effective functioning of community
structures and referral mechanisms, in order to improve Gender Based Violence
(GBV) prevention and response in Rwanda. The overall change to be brought by
the project is to contribute to reduced incidence of GBV and improved wellbeing
of GBV survivors in target communities through effective implementation of the
GBV policy framework and improved accountability in five districts of Rwanda,
namely Rulindo, Gakenke, Nyanza, Nyamagabe and Nyaruguru.
1.  
 Responsibilities and specific tasks of the consulting firm:
  • Participate
    in briefing and consultative meetings on the assignment on the 3rd
    of November 2017; 
  • Develop
    a work plan and inception report that will operationalise and direct the
    baseline processes;
  • Develop
    data collection tools in English and Kinyarwanda such as questionnaire
    surveys, focus group discussion questions and key informant interview
    questions in collaboration with the BMT and programme partners;
  • Train
    partners and the BMT on the tools to be used;
  • Carry
    out field work, analyse data, and draft a preliminary report for feedback
    from the BMT;
  • Finalise
    the data analysis and submit a final report setting out the baselines key
    findings;
  • Present
    the information formally at a workshop with partners and key stakeholders;
    and
  • Deliver
    on all agreed deliverables.

 Duration and period of the assignment:
The
evaluation will ideally commence on the
3rd of November 2017 and the
final report should be available by24thof November 2017
. It is expected that 20
consultant days will be required.
3.  
 Skills required and qualification:
Interested
registered consulting firms should provide a comprehensive proposal which
demonstrates relevant experience in the following areas:
  • Programme/project
    planning and evaluation;
  • Participatory
    research techniques;
  • Training
    of local development actors to engage in primary research processes;
  • Developing
    high quality monitoring and evaluation systems for similar programmes;
  • Strong
    background and experience of working in the region/country and programme
    context;
  • Knowledge
    of relevant thematic programme such us Governance and Human Rights and GBV
    prevention and response;
  • Knowledge
    of Trócaire’s work;
  • Producing
    high quality reports; and
  • Strict
    adherence to agreed deadlines.
The
consultant will be selected according to the following criteria:
  • Understanding
    of the Terms of Reference;
  • Proposed
    methodology and planning of the assignment;
  • Experience
    of developing baselines for similar programmes;
  • Past
    experience of working on evaluation exercises with international NGOs and
    donor organizations;
  • Overall
    quality of the proposal; and
  • Cost.
4.  
 Conflict of interest
Any
conflict of interest involving an applicant must be fully disclosed to
Trócaire. Failure to disclose a conflict may disqualify an applicant or
invalidate an award of the contract. Applicants are required to declare any
current or past work which might reasonably be considered to represent a
conflict of interest.  It will be for Trócaire to decide if any material
conflict of interest exists and applicants in doubt in this regard should seek
the advice of Trócaire.
5.  
 Intellectual property
Any
concepts, guidelines or other material developed during the contract will be
considered as property of Trócaire and may be used by Trócaire.
Only
VAT registered national and regional consulting firms are encouraged to apply.
Applicants are required to submit current CVs of 2 senior staff who will take
the lead on the baseline exercise study. The work plan must clearly outline
which individual will actively lead and deliver on each component. The senior
consultant/team leader will be responsible for the successful and timely
delivery of each component of the assignment. The financial proposal should be
inclusive of tax and in quoted in Rwandan Francs (RWF). Demonstrable experience
and Value for Money (VFM) will be key considerations in evaluating proposals
submitted.
