TERMS
OF REFERENCE FOR THE CONSULTANCY TO CONDUCTA LEARNING ASSESSMENT ON PLAN
INTERNATIONAL’s PROGRAM MODEL OF MEN ENGAGE FOR THE GIRLS TAKE THE LEAD
PROJECT:
BUILDING THE ASSETS OF ADOLESCENT GIRLS IN REFUGEE CAMPS IN RWANDA.
1.  
 Background and Rationale
Plan
International Rwandais seeking to recruit an experienced Consultant to conduct
a learning assessment for its project, “Girls Take the Lead: Building the
Assets of Adolescent Girls in Refugee Camps in Rwanda
The
objective of this learning assessment is to assess the factors contributing to
the post-tests findings regarding knowledge and attitudes around GBV during the
implementation of men engage in Gihembe and Nyabiheke refugee camps. This will
inform future work in the refugee camps, positive masculinities programming,
and the organization’s partnership strategy. Additionally, in line with Plan
International standards, the learning assessment will look at gender equality
and inclusion, scalability and innovation if any before drawing learnings from
the boys programming throughout its implementation. 
In
addition to the girls programming, the project is working with boys to promote
positive masculinities and reduce gender-based violence, using the Men Engage
approach with Boys4Change clubs. To date, the boys’ programming has trained 40
young male mentors from the two refugee camps of Gihembe and Nyabiheke, aged
18-25, with knowledge on positive masculinities and prepared them to deliver
the Men Engage curriculum. This component contributed to ongoing positive
masculinities programing for adolescents’ boys in Nyabiheke and Gihembe camps.
Positive masculinities sessions and activities were carried out by the local
partner, Rwanda Men’s Resource Center (RWAMREC), for 600 adolescent boys in
both camps.
The
Consultant will work under the supervision of Plan International Rwanda. Given
the limited changes the project has seen in knowledge and attitudes of boys
around gender-based violence, a learning assessment is intended to assess the
factors that contributed to this. The assessment would be qualitative,
conducted by a Consultant familiar to men engage approach, and will provide
Plan Rwanda with an opportunity to better understand challenges and learning’s
that can improve both camps and positive masculinities programming in the
future.  Therefore, the main activities to be carried out includes
reviewing materials/approaches used around men engage, pre-testing tools, data
collection, data entry and cleaning, data analysis, and report writing. The work
is expected to take place in September 2017. A special emphasis will be placed
on the knowledge and perceptions gained/acquired through the delivery of men
engage trainings in Gihembe and Nyabiheke refugee camps.
1.  
 Project Goal
The
goal of the “Girls Take the Lead” project is to build critical assets for
adolescent girls to protect them from violence, with the following specific
objectives:
  1. To
    increase the access of girls aged 12-17 to girl-only safe spaces and
    girl-friendly counseling and referrals to needed services.
  2. To
    increase knowledge of reproductive health, financial literacy and personal
    self-esteem of girls aged 15-17.
  3. To
    increase the awareness of boys aged 15-17 on ways to promote gender
    equality and prevent violence.
The
project aims to directly impact at least 240 adolescent girls and 240-300
adolescent boys aged 15-17 through direct content delivery from trained Mentors
(40 females and 40 males) aged 18-24. Through safe spaces for girls in the
camps, over 5,000 girls aged 5-17 to be reached.  Through campaigns and
positive masculinity programming, over 5,000 boys to be indirectly reached.
2.  
 The Objectives of the Learning Assessment
The
general objective of the learning assessment is to determine valuable lessons
that can help Plan International understand the specific factors that
contributed to the findings in knowledge and attitudes around GBV and gender
equality during the delivery of men engage training to boys4change clubs aged
12-17 in Gihembe and Nyabiheke refugee camps.
Specifically
the exercise intends to assess why the level of awareness of boys on gender
equality, gender-based violence, and the prevention of violence were at the
level presented in the post-test findings – and in particular gender-based
violence – in Nyabiheke and Gihembe refugee camps.
The
findings will serve as the basis for informing future work in the refugee
camps, positive masculinities programming, and the organization’s partnership
strategy. In addition, this will determine areas for improvement and will provide
valuable learning’s for Plan Rwanda and its work in the refugee camps and in
positive masculinities. Lastly, the learning assessment results will show
whether the project initiative on men engage has positively impacted the lives
of beneficiaries or not.
4.
Data Use and Intended Audience of the learning assessment
The
learning assessment is intended to:
  • Provide
    summarized information on the level of knowledge, attitudes and
    perceptions of the specific population of adolescent boys beneficiaries of
    the project (boys4change clubs).
  • Provide
    Plan with detailed analysis of the learning assessment and valuable
    lessons on the delivery of men engage curriculum as well as assessing
    whether the target groups benefited from the project initiatives or not.
  • Provide
    Plan with valuable information to refine the project interventions/focus
    areas as needed.
  • Provide
    assurance to Plan International Rwanda on the quality and accuracy of data
    collected and data to be used for protection and prevention in Gihembe and
    Nyabiheke refugee camps.
The
learning assessment findings will be used for internal and external purposes by
Plan International Rwanda and the donor. It may also be used by government
institutions like MIDMAR and UN agencies such as UNCHR and UNICEF to improve
boys programming in and out of the camps.
5.  
 Roles and Responsibilities
5.1.    Plan International Rwanda Country Office
The
Girls Take the Lead Project Manager will oversee the learning assessment, and
will provide guidance as needed to the Consultant(s) with support from the
project team and USNO. Plan International Rwanda will provide the Consultant(s)
with any relevant information/documents needed to complete the work.
5.2.  
 The Consultant/Consultancy Firm
The
Consultant will propose an appropriate methodology, software suitable for data
analysis and report writing, produce a final report in a format determined by
Plan Rwanda, and present all deliverables to Plan International Rwanda for
their review and approval.
The
Consultant(s) will:
  • Organize
    meetings as needed with Plan International Rwanda to ensure timely and
    appropriate progress of the data analysis and report writing.
  • Review
    background project documentation, pre and post-test reports, project log
    frame, operation plan, the monitoring, evaluation and learning (MEL)
    framework, and the baseline evaluation.
  • Analyze,
    interpret, and present information and provide a full report with findings
    and recommendations. The first submission will be a draft to be reviewed
    by Plan International Rwanda.
  • Integrate
    feedback from Plan International Rwanda.
  • Conduct
    a validation meeting with Plan International Rwanda and key stakeholders.
  • Integrate
    feedback and submit final report to Plan International Rwanda.
  • Ensure
    Plan International Rwanda’s Child Protection Policy is adhered to at all
    times.
5.3  
 Expected outputs/ Key deliverables
The
Consultant(s) shall submit the following reports:
1.  
 Inception report .
Upon selection and signing of the
contractual agreement the inception report will include:
  • Introduction
    – background and contents
  • Purpose
    and scope of the assessment
  • Methodology
  • Detailed
    work plan which includes the following activities:
    • Inception
      phases, pre-testing the tools
    • Fieldwork/Data
      collection
    • Spreadsheet
      development
    • Data
      entry and cleaning
    • Data
      analysis
    • Writing
      the report
    • Validation
      meeting
  • Specification
    of the software and format to be used for data analysis and report writing
  • Annexes
    e.g. TORs, documents reviewed, draft data collection instruments
This
inception report will be submitted three days after signing of the consultancy
agreement.  The inception report shall be presented to Plan International
Rwanda for approval.
2.  
 Draft report.
The
learning assessment draft report will be submitted no more than 20 working days
from the approval of inception report.It will be submitted to Plan
International Rwanda, and other relevant stakeholders for feedback. The
consultant shall facilitate the workshop for feedback or validation. Relevant
comments and suggestions generated during this workshop will be incorporated
into the final version of the report.
3.  
 A comprehensive final report
(hard copy & electronic copy in
English) upon review, validation and acceptance by Plan International Rwanda
and other key stakeholders. The final report shall be submitted no later than
two days after the validation workshop unless otherwise agreed upon with Plan
International Rwanda.
Below
is the suggested format for the report:

If
you are using images, ensure you have the appropriate consent.
6.  
 Timeframe 
The
timeframe for the learning assessment, inclusive of submission of final report,
should not exceed 20 working days after signing the contract. The learning
assessment is expected to be carried out on 4September 2017with the final
report submitted by 31st September 2017. With use of Gantt chart,
the Consultant should provide a comprehensive work plan, inclusive of
timeframe, in the inception report.
7.  
 Ethical and Child Protection Requirements
In
addition to informing the project’s monitoring framework and the project
management cycle, the learning assessment will take into account ethical and
child protection requirements. Ethical considerations should be clearly outlined
and described in the inception report. The Consultant and affiliated staff must
also sign Plan’s Child Protection Policy and UNHCR’s Code of Conduct.
8.  
 Required expertise
Interested
bidders are required to clearly indicate the person who will be leading this
evaluation, hereby known as the Lead Consultant and also detail the specific
tasks of the other members that they so wish to involve in this evaluation. The
lead Consultant will have the following key competencies:
  • Experience
    in working in emergencies or refugee camp environment.
  • Extensive
    experience with the ‘men engage’ approach and facilitating training
    workshops addressing gender-based violence (GBV) through MenEngage
    approach and positive masculinity to different organisations and
    countries.
  • The
    service provider must have more than 6 years consulting experience in GBV
    and positive masculinity of adapting to different contexts and countries.
  • Previous
    experience working and training on the approach in Kinyarwanda is
    also an added value.
  • The
    service provider must be comfortable working in the camp environment and
    are able to practice sensitivity and able to communicate in English.
  • Consultant
    should have a Master’s degree in Gender studies or related field
  • Consultant
    should have more than 8 years’ experience in GBV prevention and response
  • Consultant
    should have international experience and ability to adapt materials to
    different contexts and environment
  • Technical
    research, M&E skills including demonstrated knowledge and experience
    in undertaking evaluation studies
  • Advanced
    data tabulation and analysis skills (using MS Access; or SPSS)
  • Excellent
    report writing and data interpretation
  • Fluent
    in English, and Kinyarwanda
9.  
 How to apply
Interested
individual or consultancy firms are expected to submit a detailed proposal with

physical addresses, telephone numbers and contact person of the form/company;
date of registration, registration number, copy of registration certificate and
VAT certificate; names of directors
e.    Copy of CVs of the consultant and his/her team who will
undertake the learning assessment
f.    Two samples of similar assessments carried out by the
Consultant

10.  
 Deadline for Application
:
The
deadline for application is Wednesday 6 September 2017 at 3:00pm (Kigali
GMT+2). Applications must be submitted in hard copies to Plan International
Rwanda Country Office, Plot 821, Gasabo District, Kagugu Sector, Gacuriro Cell
in Kigali City.
Technical
and financial bids must be sealed in an envelope and clearly marked: Tender
