recruit qualified and competent candidate to fill the following posts in the MIDIMAR’
Structure
and in The Single Project Imple

 UNDER
SINGLE PROJECTIMPLENMENTATION UNIT (Posts will be Under Contract)
1.SPIU
COORDINATOR
(Under
Contract/1Year Renewable)
·        
Will Oversee all technical, organizational and financial aspects of the SPIU;
·        
Will manage and lead the team of specialists and professionals under his
supervision;
·        
Will manage the budget of the SPIU and report to the MIDIMAR Chef Budget
Manager;
·        
Will lead all project cycle processes;
·        
Will analyze all requirements of all programs under the SPIU with the help of
the Program Managers to determine the strategy for implementation;
·        
Will ensure reports are submitted to the stakeholders;
·        
Will be the senior interface of the SPIU among all stakeholders;
·        
Will ensure that program monitoring, auditing, and evaluation are carried
out;
·        
Submit to the Permanent Secretary technical and financial audit reports and
propose timely remedies to any variances identified.
Masters
Degree in Geography, Geodesy, Engineering, Hydrology, Climatology,
Demography& Population Studies Project Management, Finance, Accounting,
Business Administration, Economics, Management with 3 years of Working
experience in Managing public sector/institutional externally funded
projects.

Bachelor’s
Degree in the same areas with 6 years of working experience in managing
public sector/Institutional externally Funded projects

2.
PROGRAM MANAGER OF DISASTER MANAGEMENT
 (Under
Contract/1 Year Renewable)
  • Provide
    effective leadership and ensure the overall management of the project in
    all its components by overseeing the technical, administrative and
    Financial Management of all disaster projects implemented under SPIU;
  • Provide
    strategic vision, guidance and supervision to the disaster project
    staff;
  • Preparation
    of annual work plan and follow up on the implementation projects
    activities;
  • Undertake
    periodic reviews of all activities (capacity building procurement and
    skills training activities) for to assess effectiveness, efficiency,
    achievement of the results and compliance with procedures;
  • In
    collaboration with the single project Implementation Unit staff,
    initiate disaster risk reduction projects and participate in fund
    mobilization for their implementation;
  • Participate
    in disaster Management partner’s coordinated planning ;
  • Perform
    such other duties as may assigned
Master’s
Degree in Political Science, Public Administration, Social Science,
Development Studies, Management, Economics, Geography, Geodesy, Engineering,
Hydrology, Climatology, Demography & Population Studies with 3 years
working experience in Management of externally funded project
or

Key Technical Skills & Knowledge required:

Outlook and PowerPoint,
–         
Be willing to travel at great distance in settlement and rural areas.

3.FIELD
REINTEGRATION OFFICER
(Under
Contract/1 Year Renewable)
·        
Conduct community mobilization and sensitization before, during and after the
arrival of returnees to the District;
·        
Encourage Local Authorities to play a more active role in sustainable
reintegration of returned refugees through the allocation of resources to
activities and initiatives in which returnees themselves can make a
contribution and also benefit from them;
·        
Foster linkages between all the partners in the Joint Program and the
District representatives of line Ministries and Local Authorities;
·        
On the basis of information provided by MIDIMAR, facilitate meetings of
returnees to discuss their challenges, offer advice and possible solutions;
·        
Collect data on vulnerable returnee households, monitor progress and propose
assistance through the Joint Program;
·        
Coordinate and document the assistance provided to vulnerable returnee
households through the Joint Program;
·        
Provide relevant and timely information on all matters relating to the Joint
Program in his Districts of responsibility and attend regular coordination
meetings in Kigali;
·        
Report to the Project Manager;
·        
Perform other duties as it be required by his supervisor.

4.CAMP
PROJECT MANAGER
(Under
Contract/1year renewable )
·        
Initiate Sub-agreements between MIDIMAR and UNHCR or any other Partner
involved in refugee affairs, and ensure that those agreements are established
in a timely manner;
·        
Follow up camp activities carried out by all stakeholders as put in the sub
agreements ;
·        
The Camp project Manager, will be right at the heart of the overall
management of all refugee related sub-agreements, working under the
Supervision of Refugee Affairs Director;
·        
Attend all refugee related meetings for ease of follow-up and implementation;
·        
Follow-up of project funding and financial disbursements, fund reallocation
and production of narrative reports, and projects implementation;
·        
Identify potential areas for new projects and provide input into in decision-making
and actively participate in concept/proposal development with the Refugee
Department team;
·        
Maintain effective dialogue with partners and engage with relevant
stakeholders in contributing to MIDIMAR’s best performance ;
·        
Develop required capabilities in project design and ensure that in-house
training skills and expertise are shared and transferred among appropriate
MIDIMAR staff;
·        
Ensure that reports are produced in accordance with what is provided in any
sub-agreements/Project document;
·        
Setting up a monitoring and Evaluation system for MIDIMAR and partners’
projects;
·        
Assess and Identify potential problems/issues linked to the implementation of
the sub-agreement
·        
Provide information on lessons learned in partners’ projects implemented in
collaboration with MIDIMAR for planning and  smooth implementation
of  future similar projects;
·        
Perform other duties as requested/required
Master’s

5.ACCOUNTANT
 
(Under Contract/1year renewable )
·        
Keep updated accounts for the budget from different donors
·        
Update banking books;
·        
Charge budget expenses and file all vouchers relating to such operations;
·        
Conduct operation ofbank reconciliation at the end of each month and draw up
monthly balance sheet;
·        
Prepare periodic financial reports respecting the deadlines;
·        
Transmit extracts of accounting books each month to the Ministry holding
finance in its remit together with statements and supporting evidence needed;
·        
Prepare salaries for project staff;
·        
Be subjected to a performance based evaluation every quarter
·        
Manage assets of projects funded by different donors.
Professional
Qualification
recognized by IFAC (ACCA, CPA etc),
Master’s
Degree in Finance, Accounting, Management specializing in Finance or
Accounting with 1 year of working experience in finance, accounting,
auditing, financial institutions or A0 in the same domain with 3 years of
working experience in Finance, Accounting, Auditing, Financial Institution.

COMMUNICATION SYSTEMS ADMINISTRATOR
(Under
Contract/1Year Renewable)
  • Collaborate
    with relevant public and private institutions to monitor disaster early
    warning systems and establish Early Warning networks;
  • Facilitate
    the development of M&E system for DRR and Preparedness programs;
  • Identify,
    access , analyze and update existing Early Warning Systems at regional
    and national levels;
  • Make
    a daily follow up and upgrade the Disaster Communication System;
  • Identify
    regional, national and local potential risks that can be communicated
    quickly to communities through radio, TV or other means of
    communications;
  • Ensure
    the Disaster communication running application administration;
  • Be
    subjected to a performance based evaluation every quarter;
  • Provide
    IT support to all projects implemented in SPIU;
  • Performs
    other duties as requested/required;
  • Design
    at least one project proposal in line with disaster Communication field.

Bachelor’s degree in Computer sciences, Computer Engineering, information and
