General
Responsibilities:
The
Maternal and Child Health (MCH) Program Officer’s role will be to support all
aspects of implementation of the All Mothers and Children Count
(AMCC)
program in the assigned district hospital catchme

nt area. AMCC aims to reduce
maternal and child mortality through improving the quality of health services
for mothers, newborns, and children through training, mentorship, and quality
improvement in addition to sustainable community- and facility-based activities
to promote good nutrition for mothers and children. The Program Officer role
will include a combination of supporting hospital-based MCH mentors, conducting
trainings in MCH care protocols, direct nurse mentorship at health centers and
district hospitals in areas of nutrition, maternity, postnatal care, antenatal
care, and other services as appropriate, and supporting quality improvement
efforts in the assigned hospital catchment area and other IMB-supported areas
as needed. The MCH Program Officer will work closely with the MCH team
including AMCC Project Manager, Pediatric Program Coordinator, Nutrition team,
as well as other IMB programs such as Community Health Department and the
Program on Social and Economic Rights (POSER). The Program Officer will also
work with health center titulaires and QI teams to support MOH/IMB joint
implementation of AMCC.

Specific
Tasks:
I.
Clinical Training, Coaching and Mentorship (40%)
  • Supporting
    training of health facility providers in core MCH protocols as needed,
    such as Helping Babies Breathe, kangaroo mother care, routine newborn care
    (elements of Essential Newborn Care), Advanced Neonatal Care, and
    Management of Acute Malnutrition, etc.
  • Supporting
    additional health provider trainings as needs arise
  • Clinical
    mentorship and on the job training in MCH care with health facility staff
    through visits to health facilities. Visits will include:
  • Coaching
    of health center staff in maternity, post-partum/post-natal care,
    antenatal care, nutrition and any other MCH services as needed, to address
    any identified gaps and continue to strengthen quality of maternal,
    newborn and child care
  • Close
    coordination with existing Maternal, Newborn and Child Health (MCH)
    Mentors at the district hospital for mentorship and register/chart reviews
    for data validation and feedback
  • Close
    coordination with the Nutrition Program Coordinator regarding mentorship
    feedback and follow-up
  • Support
    training of HC staff on the use of equipment and coordinate with Hospital
    biomedical engineer for maintenance
II.
Quality Improvement (QI) Coaching and Learning collaborates (40%)
  • Participate
    in Advanced QI training by PIH/IMB Mentorship and Quality Improvement
    Manager and ABC Managers to become an expert QI facilitator.
  • Support
    MCH Mentors at the District Hospitals to lead District Learning
    Collaborates focused on MCH. This includes the following primary tasks:
  • Coordinating
    quarterly learning sessions for QI teams from each facility (all health
    centers in district and hospital team). Each QI team will include a
    clinical provider, data officer and community health nurse/liaison.
  • Joint
    visits with MOH MCH Mentors for QI coaching during routine
    mentorship/coaching visits
  • Ongoing
    communication between joint mentorship visits (phone calls, SMS, emails)
    to MCH mentor between learning sessions to support problem solving
  • Coordinate
    with and provide support for hospital’s MCH Supervisor and Quality
    Improvement Committees when appropriate.
  • Support
    interventions that are generated through District Learning Collaborative
    to improve communication and coordination across all levels of health
    system (community, health center, district hospital).
  • Support
    MOH MCH Mentors on monitoring data of quality improvement projects, with
    support from M&E teams as needed
III.
Administrative and Other Duties (20%)
  • Coordination
    and logistical support for all aspects of AMCC including:
  • Training
    preparation and logistics, including drafting training concept notes
  • Logistics
    for District Learning Collaborative learning sessions
  • Routine
    reporting to AMCC manager on mentorship and QI activities
  • Routine
    reporting and writing stories for AMCC funders
  • Effective
    and professional communication with MOH partners, MCH colleagues, and IMB
    leadership as needed
  • Ensure
    the availability of all essential equipment/advocate to leadership for
    availing essential supplies and equipment; monitoring distributed
    equipment
  • Identification,
    training, and equipping of vulnerable families with skills and materials
    to improve household food security and nutritional outcomes
  • Ensure
    timely distribution of food packages to vulnerable families
  • Working
    closely with Community Health Department and POSER to link facility and
    community interventions
Qualifications:
  • A0
    level midwife, or nurse with extensive maternity experience
  • Clinical
    experience in neonatal/newborn care either through maternity or
    pediatric/neonatal ward assignments
  • Experience
    with data interpretation, collection and usage either through academic,
    quality improvement, or research experience
  • Experience
    in clinical mentorship and teaching
  • Preference
    for those with hospital and health center experience, those with training
    in comprehensive or basic SONU/EmONC and/or family planning, and/or IMCI
    and/or other maternal and child health related domains.
  • Experience
    with facilitation, training, and mentorship (rather than direct clinical
    practice only)
  • Fluency
    in Kinyarwanda and English required
  • French
    fluency strongly preferred
  • Flexibility
    and willingness to live in rural areas and routinely travel to rural
    health facilities
  • Proven
    commitment to social justice and ability to live and work in a rural
    setting
  • Fluency
    in English is required; French and Kinyarwanda are preferred
