providers, comprising of about 37 organisations. Our membership ranges from
national and international NGOs, trade
unions,
faith-based associations, professional bodies to University legal aid clinics,
all working towards improving acce

ss to justice, legal aid and Human rights
education in Rwanda.

In
order to effectively accomplish its mission and vision, LAF is recruiting
qualified and skilled individuals to fill the following vacant positions within
LAF Secretariat.
1. Project Coordinator
Qualifications & Requirements
  • A University degree in law or related
    field;
  • Progressive experience working in the
    area of access to justice and rule of law;
  • 3 to 5 years professional work
    experience in project design and management, project coordination,
    monitoring and evaluation and reporting;
  • Proven technical expertise in the
    areas of law reform, good governance, legal aid, human rights and access
    to justice;
  • Ability to liaise with stakeholders
    and partners including legal aid organisations, government departments;
    legislative bodies, civil society and donors;
  • An understanding of the legal,
    social, cultural and political context of Rwanda and its relation to law
    reform and policies;
  • Experience working with NGOs in
    senior management position;
  • Proficiency in the use computer and
    IT tools
  • Excellent organisational, analytical
    and interpersonal skills;
  • Fluent English or French, with a
    strong working knowledge of English and able to write reports in English;
  • Excellent written and oral
    communication skills.
Key Responsibilities
  • Coordination of all activities and
    initiatives related to the Project “Citizens Monitoring of the
    Justice Sector.” In terms of timing, resources, needs and synergy;
    Development of project operational plans;
  • Quality control of the project
    activities and identifying potential challenges and reporting them on
    time;
  • Writing of project and donor reports;
  • Preparing work plans, budgets, and
    progress reports;
  • Provide input on strategic direction
    of project activities and identify opportunities for productive
    interventions;
  • Asses the capacity building needs and
    implement capacity building activities for staff attached to these
    project;
  • Assist the Executive Director in
    developing strategic partnerships and strengthening linkage with donors,
    government institutions and civil society in relation to the Project;
  • Participate in meetings, workshops,
    seminars and conferences particularly related to the Project as designated
    by the Executive Director.
2. Programme Assistant in Charge of M&E
Qualifications & Requirements
  • A University degree in relevant field
    such as human rights, project management, anthropology, sociology
    education etc;
  • 5 years professional experience
    working as M&E preferable in the areas of access to justice, rule of
    law and human rights;
  • Experience working with NGOs;
  • Substantial experience in Results
    Based Management and the theory of change;
  • Fluent English or French, with a
    strong working knowledge of English and able to write reports in English;
  • Proficiency in the use computer and
    IT tools
  • Excellent organisational, analytical
    and interpersonal skills.
  • Excellent written and oral
    communication skills.
Key Responsibilities
  • Advise LAF Secretariat and Members on
    issues related to Monitoring and Evaluation;
  • Collect data on legal aid services
    among members and from other legal service providers, analyse them and
    compile a report;
  • Setting up the M&E system and
    ensuring that it is implemented effectively by LAF;
  • Guide the overall M&E strategy
    and its implementation within LAF;
  • Field visits of LAF projects and
    initiatives and report to the Program Manager as appropriate;
  • Analysis of the implications of
    M&E data on LAF activities; Organising workshops on “lessons
    learnt”for LAF Members; Develop a capacity building plan on M&E
    for LAF Members; Organise (and where applicable provide) refresher
    trainings in M&E for LAF Members;
  • Training and involving LAF Members in
    the M&E activities to promote participatory
  • planning, especially those
    implementing “Legal Aid Civil Society Fund” (LACSF); Oversee the
    function of the LACSF, in conjunction with the Program Manager;
    Participate in feedback sessions organised by LAF Secretariat to member
    organisations implementing projects;
  • Assist in projects design and
    formulation as well as in fundraising initiatives; Assist the program
    manager in project coordination and project reports.
3. Programme Assistant in Charge of Research & Training
Qualifications & Requirements
  • Fluency in written and spoken English
    with a good working ability in French;
  • A University Degree in Law, Education
    or other social sciences with sufficient skills in social science research
    methods;
  • At least 5 years experience in
    research and training at a professional level;
  • Ability to conduct evidence – based
    legal/policy analysis;
  • Demonstrable experience in conducting
    and analysing field research;
  • Strong critical and writing skills;
  • Proven record of organising and
    conducting adult trainings;
  • Interest in issues of access to
    justice and legal aid;
  • Knowledge of computer programmes
    including Microsoft word and excel (Knowledge of SPSS is an added
    advantage);
  • Experience in Programme Management;
  • Willingness to take initiatives and
    work under pressure to meet deadlines;
  • Excellent written and oral
    communication skills
  • Self — motivated and able to work
    with minimum supervision.
Key Responsibilities
  • Develop research and training
    strategies for the Legal Aid Forum;
  • Initiate and coordinate research
    proposals in conjunction with staff of the Secretariat and with Research
    Task Forces;
  • Carry out research among the LAF
    Members and LAF Projects to determine the needs relating to Legal Aid;
  • Write extensive reports in collaboration
    with the Program Manager with findings from the research and design
    strategies to counter the needs found in the research;
  • Develop creative training strategies
    to train LAF members and Legal Aid Stakeholders according to the needs
    understood from the research carried out;
  • Coordinate and facilitate training
    sessions;
  • Assist the Program Manager in project
    development, project reports, and project coordination;
  • Assist the M&E Assistant in
    wide-ranging evaluation activities;
  • Assist LAF Members in research and
    /or training projects.
  • Design training programs for LAF
    members;
  • Work with and maintain close
    relations with consultants that can be hired by LAF Secretariat;
  • Initiate research projects;
  • Writing reports on the trainings
    carried out;
  • Respond to consultancy bids as shall
    be determined by Management.
4. Legal Aid Attorney
Qualifications & Requirements
  • A University Degree in Law;
  • Practicing lawyer with a valid
    practicing license issued by Rwanda Bar Association;
  • A minimum of 4 years as a practicing
    lawyer/advocate;
  • Be in good standing with the
    regulatory body of the profession;
  • Be passionate about legal aid
    services for the poor and vulnerable persons and access to justice in
    general;
  • Able to prepare legal opinions and
    briefs;
  • Self — motivated and able to work
    with minimum supervision;
  • Excellent written and oral
    communication skills.
Key Responsibilities
  • Receive clients referred to LAF by
    members and other legal aid service providers;
  • Manager client files in an ethical
    and professional manner;
  • Give relevant legal advice and
    opinion on cases received;
  • Prepare court submissions to clients
    and other administrative correspondences and legal writings as required by
    management;
  • Perform due diligence on cases
    received and advice management on any decisions to offer or not to offer
    legal aid;
  • Prepare cases for legal
    representation;
  • Appear in courts for legal
    representation on behalf of clients;
  • Accompany clients to any
    administrative institutions for legal advocacy purposes;
  • Collaborate with other legal aid
    providers, be it members of LAF and others;
  • Carry out mediation and
    reconciliation on cases that so require and only if parties are willing;
  • Prepare reports on cases for
    management;
  • Be involved in planning and
    fundraising for legal aid;
  • Be involved in training and coaching
    of legal officers and paralegals of member organization.
5. Legal Aid Intern/Avocat (e) stagiaire
Qualifications & Requirements
  • A University Degree in Law;
  • Practicing lawyer with a valid
    practicing license issued by Rwanda Bar Association;
  • A minimum of 3 years as a legal
    adviser/Officer;
  • Be in good standing with the
    regulatory body of the profession;
  • Be passionate about legal aid
    services for the poor and vulnerable persons and access to justice in
    general;
  • Able to prepare legal opinions and
    briefs;
  • Self—motivated and able to work with
    minimum supervision;
  • Excellent written and oral
    communication skills.

6. IT Officer
Qualifications & Requirements
  • A University degree in computer
    science or computer engineering and information technology;
  • 3 years experience as an IT Officer;
  • Experience in website maintenance;
  • Experience in using social media;
  • Self— motivated and able to work with
    minimum.
Key responsibilities
  • Ensure the security, integrity and
    reliability of software and hardware systems;
  • Monitor and maintain computer systems
    and networks
  • Install and configure computer
    systems
  • Diagnose hardware and software faults
    and solve technical and applications problems
  • Ensure correct running and
    maintenance of IT systems;
  • Manage and supervise the computer
    systems and electronic databases of the Legal Aid Forum;
  • Manage and upgrade the Website of the
    Legal Aid Forum;
  • Advise Legal Aid Forum on all IT
    issues especially regarding the procurement of any IT equipment or
    software with the purpose of buying appropriate and up-to- date
    equipment/Software;
  • Provide basic training/guide to LAF
    staff with regard to necessary IT skills in their daily activities;
  • Provide a thorough and comprehensive
    report of the status of LAF IT equipment with recommendations about any
    necessary steps/actions that need to be taken.
