OF REFERENCE (TOR) FOR A CONSULTANT FIRM TO CONDUCT THE GENDER GAP ANALYSIS FOR
USAID/TWIYUBAKE PROGRAM
I.
INTRODUCTION
Global
Communities, is an international non-profit organization, established in
1952,  that works closely with communities worldwide to bring about
sustainable changes that improve the lives and livelihoods of the

vulnerable
with a visión of having a world where everyone has the freedom, means and
ability to live and prosper with dignity.

Since
February 2015, Global Communities and its partners are implementing the
Improved Services for Vulnerable Populations (ISVP) Program, which  is a
five-year Cooperative Agreement.
Known
locally as the USAID/Twiyubake, the  program aims at improving  the
protection of vulnerable populations against adverse circumstances. It is
designed to assist vulnerable groups to access health and social services that
enable them to live productive lives.
The
Program will identify and assist 50,000 vulnerable households (250,000
children, youth & adults) and  will take into consideration the
different types of vulnerability across and within households to improve gender
equality, strengthen  female empowerment, and ensure gender mainstreaming
across the program. It is in this regard that, a participatory gender gaps
analysis is planned.
II.
PURPOSE OF THE CONSULTANCY
The
purpose of the consultancy is to conduct a gender gap analysis of USAID /Twiyubake
Program in order to support the gender mainstreaming and inclusion across the
program at the individual, household, community and institutional levels. The
gender gap analysis findings will inform the elaboration of USAID/Twiyubake
program gender mainstreaming strategy and program implementation guidelines.
III.
CONSULTANT FIRM TASKS:
The
Consultant firm will perform the following tasks:
  • Conduct 
    a gender situational analysis highlighting the root causes of gender
    inequalities in Rwanda and assess how gender and social norms can affect
    service access and  Program outcomes
  • Assess
    gender power relations at household and community levels and examine how
    they affect women and men in USAID/Twiyubake program services.
  • Undertake
    a gender gap analysis of USAID/Twiyubake, including Program goals,
    expected results, activities/components/services, indicators, planning and
    monitoring tools.
  •  Assess 
    the  technical capacity  on gender among implementing
    partners  RPOs and staff to identify gaps and opportunities;
  • Work
    closely withUSAID/ Twiyubaketeam to develop a gender mainstreaming
    strategy and relatedimplementationplan to ensure that gender equality is
    systematically institutionalised within the Program including strategiesto
    promote male engagement across the services and outcomes;
  • Developing
    tools or gender checklist for engendering different programs
    activities/Components and gender capacity building plan;
  • Support
    USAID/Twiyubake program team to revise planning documents and integrate
    gender into results framework, indicators and related monitoring and
    results tracking systems.
IV.
CONSULTANT DELIVERABLES
  • Inception
    report with detailed methodology and gender analysis tools
  • Draft
    report to be approved by USAID/Twiyubake management
  • Final
    report incorporating the feedback from USAID/Twiyubake management
  • Gender
    mainstreaming strategy with related Implementation plan and capacity
    building plan.
  • Tools/
    guidelines for gender mainstreaming within different program components or
    services.
V.
EXPERTISE REQUIRED  
The
consultant firm (s) must have:
  • Minimum
    experience of 5 years and expertise in gender issues and gender
    analysis,substantial experience in designing, implementing and analyzing
    social and gender contexts;
  • Experience
    in working with multi sectoral projects or programs;
  • Demonstrated
    capacity in research methods including data analysis, qualitative and
    quantitative methods and focus groups discussions;
  • Previous
    proven experience in similar workwill be helpful ,
  • Fluency
    in english and knowledge of rwandan context are required.
  • Having
    at least four staff with qualification in Gender , development studies,
    Social sciences, Management, economy, or any other related field with a
    minimum experience in the mentioned domains; include their cvs and
    certified academic qualifications;
  • Individual
    consultant will not be considered.
VI.
CONSULTANCY DURATION
The
consultancy  is expected  to be carried out within two months
starting from the date of contract signature by two parties.
VII.
INSTRUCTIONS FOR PREPARATION OF THE TECHNICAL AND FINANCIAL PROPOSAL
a.
Technical Proposals should explain how the applicant intends to carry out the
work.
b.
Technical Proposals will be limited to four (4) pages in total. Pages in excess
of the 4 page limit will not be read or evaluated.
c.
The technical proposal should be written in English and include the following:
Technical
Approach (1 page): The Bidder shall demonstrate its understanding, ability and
overall approach to performing the requirements described in the Statement of
Work.
  • Personal
    Qualifications and Availability  (1 page): The Bidder shall identify
    in summary format the names, education, experience and professional
    qualifications of all individuals proposed for this Statement of Work as
    well as the personnel signed CV and tasks.
  • Past
    Performance (1 page): The Bidder shall submit a list of related contracts
    and subcontracts that are similar in scope.  Additionally, the Bidder
    shall provide the contact details for reference purposes.
  • Timeframe
    for completion (1 page): The Bidder shall explain the amount of time
    required for each element in the Statement of Work.
d.  
The Bidder must propose realistic and reasonable  costs  for the work
in accordance with the Bidder’s technical approach.

Interested
bidders are requested to submit their application no later than Tuesday,
May 31st 2016 at 4:00 pm, in a sealed envelope at Global Communities,
located at Kacyiru- Kigali, Kg 563 St  (behind telecom house), with
mention “Gender gap analysis of USAID/ Twiyubake Program Consultancy”.
