Terms of Reference: Consultancy for Market Assessment of Existing & Potential Viable Income Generating Business Streams

Overview
of the Consultancy:
Women for
Women International (WfWI) seeks an experienced individual or firm with the
ability and capacity to carry out a basic assessment of viable income
generating streams in rural Rwanda and to develop recommendations for WfWI’s
income generation strategy to best serve the program’s women beneficiaries in
the  target Districts of Nyaruguru, Muhanga, Rwamagana, Kicukiro, Gasabo
and Kayonza.

Scope of
Work:
In line
with the overview of this exercise, the consultant(s) will:
1.
Conduct literature review of relevant policy and program documents. This will
include:
a.   
Identification of various projects and programs providing support to vulnerable
and poor women  in the six target Districts.
b.   
Assessment of relevant baseline data from government and  from WfWI 
that will guide the monitoring and evaluation plans for the WfWI economic
empowerment interventions .
c.   
Analysis of the legal framework and regulatory environment focusing on areas
such policies, incentives, and programs that benefit poor women.
2.   
Map the structure and sequencing  in the business development value chain
of at least 3 income generating streams in the 6 target districts, establishing
who is involved in the value chains and the links among them, key factors to be
noted include: input supply, production, storage, processing, marketing,
support services, community based organizations – highlighting the constraints
and opportunities at each step will also be important.
3.   
Identify and conduct a simple SWOT anasyis of the existing local 
organizations in the target districts that could benefit  current
participants and graduate women
4.   
Explore and analyze the role of women in the business development value chains,
constraints they experience, opportunities and support available.
5.   
Analyze the performance and competitiveness of the value chains and the
potential income generating and economic opportunities for poor women.
6.   
Identify and propose strategic interventions that could be quickly undertaken
in the  short term, but also propose longer term interventions, including
partnerships and  provide a clear road map for the strategic
interventions.
7.   
Develop an economic development/ implementation strategy for each district through
consultations with WfWI staff and other key stakeholders.
Key
Deliverables
The
consultant is expected to deliver the following:
a.   
Present an Inception Report, containing the following: methodology, brief
literature review,  a detailed work plan for the assignment and GANTT
chart, questionaires, research tools and as well as a list of key  people
and organizations/institutions to be contacted.  The Inception Report is
to be approved by WfWI prior to fieldwork.
b.   
A draft, consolidated, report submitted to WfWI covering all 6 districts of no
more than 35 pages, excluding annexes. This report should have an executive
summary of 2-3 pages, and include specific findings, identification of key
support services, and an economic development/ implementation strategy for each
district.   The draft report should be presented to WfWI in a
half-day review session.
c.   
Facilitate a two-day workshop to present, review and refine the economic
development/ implementation strategies and the key support services for each
district; The worksh will have specfic session to highlight proposed actions
and interventions for WfWI, discuss potential partnerships/linkages and clarify
activities targeting women in the respective districts.
d.   
Submit a final report after the workshop.

Profile
of Consultant
  • The consultant should have
    post graduate degree in Business Development, Economics, Marketing, Rural
    Development or a related field with minimum 7 years work experience in
    business development market assessment, facilitation and micro
    enterprise/entrepreneurship and/or small business.
  • Familiarity with relevant
    Rwanda policies, especially related to economic development
  • Strong skills in qualitative
    and quantitative research
  • Professional experience in
    participatory research approaches, agriculture and livestock development,
    entrepreneurship and farmer and/or cooperative organizations
  • Experience working in rural
    areas and with international organizations.
  • Excellent verbal and written
    communication in English; knowledge of Kinyarwanda a plus
