JOB ANNOUNCEMENT
POSITION: SERICULTURE CENTRE MANAGER
Background
The Ministry of Agriculture and Animal Resources
has undertaken initiatives for developing sericulture industry so as to
contribute on improvement of Rwandese livelihood through poverty reduction,
increased household income and ensure food security.
It is ‘within that framework that the National
Sericulture Centre was established by MINAGRI specifically to promote all
activities related to the production, processing, and marketing of silk
products in collaboration with all stakeholders in that sub-sector.
MINAGRI would like to recruit a suitable candidate
for the position of Sericulture Centre Manager.
Duties and Responsibilities
Under the direct supervision and authority of the
Permanent Secretary of MINAGRI, but working with the Single Projects Implementation
Unit of Land Husbandry, Watershed Management and Value Chain Development,
playing the role of lead adviser on silk business, the Sericulture Centre
Manager will be based at Kigali and will act as the main linkage between
different partners including the projects intervening in sericulture. He/she
will also ensure that M&E information collected at field level is promptly
transferred to the ministry through SPIU IWM&VCD and that collated M&E
information’ is used by the Ministry/ SPIU administration in its
planning processes, Particularly, he/She will be responsible for following duties:
Organizational and administrative duties
  • Activities implementation supervision;
  • Adviser of the Ministry authority on
    activities’ implementation;
  • Arrange minuted quarterly review meetings with
    the persons responsible for the Ministry in which he/she would facilitate
    the leaders’ decision-taking process regarding practical issues of
    activities implementation.
  • Develop the silk industry as potential
    business in Rwanda;
  • Take part in recruitment, management
    evaluation of the centre staff, national and international consultants
    working in the sub-sector of sericulture;
  • Take part in the supervision of work executed
    by consultants and experts, contractors and service provider, advise the
    Ministry authorities in providing feedback to progress reports and ensure
    that contractual obligations are met by all parties;
  • Participate and represent the centre in
    meetings;
  • Ensure quality of documents and regular
    project reports before they are forwarded by the centre to the Ministry or
    other partners;
  • Be responsible for all managerial duties
    carried out at the Centre;
  • Ensure the implementation of MoUs signed
    between the centre, institutions and the service providers;
  • Manage the staff of the Centre.
Technical duties
  • Develop silk industry with all stakeholders
    (cooperatives, private sector,…)
  • Take part in tender preparation, selection and
    contract execution follow-up , and in performance evaluation of
    contractors;
  • Based on the Project partnership spirit ,
    clarify modalities of cooperation with the Province , the District and
    local Cooperatives or professional associations that are participating in
    silk development activities by focussing actions on farmers , for the
    durability of the results; Participate in annual activity planning and
    budget preparation for the Ministry and SPIU I.HWM& VCD and ensure
    their execution follow-up in the field;
  • Analyse the effectiveness and efficiency of
    specific elements of activities implementation, and advise the Ministry
    authorities on measures to increase the impact of Silk industry.
  • Any other assignment or relevant duties in the
    field of his/her competences as may be assigned by the Permanent
    Secretary.
Minimum Qualifications
  • Master’s degree in the relevant field
    (Agronomy, Economics, silk sciences, and MBA) or other related fields;
  • 5 years of experience in similar nature jobs;
  • Proven experience working with the different
    stakeholders including the private sector and small farmers;
  • Excellent writing skills;
  • Strong coordination, networking and
    relationship building skills;
  • Fluent in English or French (reading, writing
    and speaking); with very good knowledge of the second language (French or
    English). Fluent in Kinyarwanda;
  • Ability to work in team and on pressure,
    taking initiatives and performing well multiple tasks; Proficiency in use
    of MS Office (Word, Excel and Power Point);
  • Able to travel to the Centre sites for field
    works.
