is a young, rapidly scaling organization pioneering a new approach to
international aid. Spark proactively reaches out to rural poor villages and
helps community members to design, implement and manage their own social impact
projects. Since July 2010 we have mobilized over 72 communities in east Africa
to manage social impact projects including schools, community farms,
electricity lines and more. We currently have

offices in Rwanda, Uganda and
Burundi.

Description

Spark MicroGrants is
seeking a full time Monitoring and Evaluation Manager to monitor, evaluate and
report on Spark’s organizational objectives and programmatic work across three
countries. This is an exciting opportunity to support Spark’s model development
and demonstrate our impact to enable rapid scalability. The M&E Manager
will be responsible for monitoring and reporting on ongoing community-based
programs, and organization wide targets and country specific targets across
three countries. The Manager will be responsible for managing 1-3 in-country
M&E staff and ensuring quality of and coordinating data collection across
the organization. The right candidate must be motivated, independent and
passionate about the chance to make a difference in the early stages of a
growing organization. The M&E Manager will receive exceptional on the
ground experience, have a rare opportunity to contribute to the development of
a new model for aid and liaise with rural communities working across sectors
and countries to improve their support systems.

Responsibilities
will include:

– Monitor program
and staff outputs, review and report on quarterly targets.

– Hire and manage
in-country M&E staff.

– Coordinate data
entry and quality control for data.

– Design light
weight evaluation system.

– Ensure that
accountability practices are consistent and effective.

– Lead workshops
with staff.

– Coordinate
narrative program feedback from stakeholders and translate into reports.

– Provide
recommendations on program impact, follow-up and long-term sustainability.

– Work closely with
Finance Director and Program Managers to improve and revise M&E system.

Initial
Contract Details:

24 months minimum time commitment

Compensation: Stipend, housing, and
international health coverage will be provided

 

Qualifications

  • Bachelors
    degree required, masters preferred. Study in Research Methodology,
    Statistics, or related degree essential.
  • One or
    more years of experience in sub-Saharan Africa.
  • Candidate
    must have demonstrated success in past leadership: achieving ambitious,
    measurable results in academic, professional, extracurricular, or
    volunteer settings.
    • Experience
      conceptualizing, developing, and implementing a monitoring and evaluation
      system using participatory methods preferred.
    • Strong
      analytical skills.
    • Fluency
      in STATA, SPSS, or a similar program.
    • Salesforce
      fluency.
    • Superior
      organizational ability and diligence: planning well and managing
      effectively.
    • Flexibility
      and independence in work and travel schedule.
    • Passion
      for building international support for community-led development.
